이재명 대통령이 지난 15일 광복절 경축사에서 “오랜된 전쟁을 끝내기 위한 당사자들 간 논의를 시작하자”고 제안한 것은 남북과 미국·중국 등이 참여해 종전(終戰) 문제를 다루자는 뜻으로 해석된다. 남북 대화에 진전이 없는 상황에서 다자 협상을 통해 북한을 대화 테이블로 이끌어내겠다는 전략이라는 것이다. 이 대통령은 이날 북한 비핵화를 언급하지 않고, 종전 논의 과정에서 북핵 능력 고도화 중단을 논의할 수 있다고 했다. 야권은 “안보 포기 선언”이라고 반발했다.

이 대통령은 지난해와 달리 올해 광복절 경축사에선 북한 비핵화를 언급하지 않았다. 북한이 ‘핵 보유국 지위 인정’을 대화 전제 조건으로 요구하는 상황에서 단계적 접근을 통해 대화 여지를 넓히려는 의도로 해석됐다. 이 대통령은 작년 9월 유엔총회 등에서 “북한이 체제 유지를 위해 필요한 핵무기는 이미 충분히 확보한 것으로 보인다”고 하는 등 사실상 북한의 핵 보유를 인정하는 듯한 발언을 이어왔다.
