Tax collectors and sinners were seen in Jewish society as parasites or people who violated the law like demons. The fact that they came to Jesus was a very special event. God’s love is directed toward the lost sheep. His love is directed toward the small, the sick, and the poor. He does not calculate as we do.
One lost sheep found brings Him more joy than ninety-nine righteous people. This is God's way of calculating, His love, and His revealed righteousness. The lost sheep, having died and come back to life, having been lost and then found, is the reason for our joy and celebration. When one sinner repents, God the Father, Jesus, the Holy Spirit, the heavenly host, and the saints all rejoice.
More than over ninety-nine or even ninety-nine million righteous people, He rejoices over this one person's repentance. The reason He calls us to win people is that He wants to see people brought back to life. Our God is a God who gives life.
