(서울=연합뉴스) 고동욱 기자 = 이재명 대통령은 2일 "'성장 포기·복지 확대'는 있을 수 없고 '성장·복지 동시 확대'는 이상적이지만 비현실적"이라며 "부득이하게 현재는 성장에 집중해 파이를 키울 때"라고 밝혔다.

이 대통령은 이날 엑스(X·옛 트위터)에서 내년도 정부 예산안의 재원이 '성장'에 집중돼 상대적으로 '분배'가 미흡하므로 보강이 필요하다는 내용의 언론사 사설을 공유하며 이같이 설명했다.

이 대통령은 "안타깝지만 지금은 전 정권이 만든 '성장 보릿고개'라 일단 성장 회복에 더 주력해야 한다"고 강조했다.

이어 "그렇다고 복지를 후퇴한 건 아니다"라며 "지속적 성장을 회복하지 못하고 0% 성장이나 마이너스 성장으로 가게 되면 양극화는 더 확대되고 심지어 복지 축소가 이어질 수도 있다"고 했다.

그러면서 "만족하기 어렵겠지만 복지 확대에도 애쓰고 있다. 심지어 과도한 복지 포퓰리즘 예산이라는 비난도 있다"며 "이제 1년이 지났을 뿐이니 좀 더 시간을 주시기를 바란다"고 덧붙였다.

SEOUL, Sept. 2 (Yonhap) -- President Lee Jae Myung said Wednesday it is unrealistic to pursue both economic growth and welfare expansion for now, stressing that priority should be placed on expanding the economic pie rather than welfare.

The president wrote the message on his X account, uploading a media column that argued the government's budget bill for next year relatively lacked spending on "distribution."

"Giving up growth while expanding welfare should never happen. Pursing the expansion of both growth and welfare is ideal but unrealistic," Lee wrote, adding, "Now is inevitably the time to focus on growth to expand the pie."

The president still argued that the government has not cut back on welfare.
​
"If we fail to recover sustained growth and head toward zero or negative growth, (economic) polarization would further worsen and could even lead to a decline in welfare," he said.

The president added that the government is also paying attention to improving welfare policies and that more time would be needed for further measures.
​
The previous day, the government proposed a record 820.9 trillion-won (US$599 billion) budget for next year, up more than 10 percent from this year, amid expectations of increased tax revenue stemming from a semiconductor boom.

During a Cabinet meeting the same day, Lee cited bolstering the country's global industrial competitiveness as one of the budget goals for next year.

Appearing on a radio program by broadcaster CBS, a presidential aide said the government is expected to collect more than 200 trillion won in corporate tax next year thanks to the chip boom, calling it a "jackpot."

Ryu Deok-hyun, presidential aide for fiscal planning, noted that tax revenue is expected to exceed 580 trillion won in 2027.
​
"Anything over 400 trillion won should be considered enormous," he said. "The government using that tax money to purchase public resources needed by everyone is what constitutes a budgetary, fiscal decision."
​
Ryu cited the semiconductor boom and an anticipated rise in tax collection from increased income, stock trading and consumption as factors that made it possible for the government to draft a record high budget for 2027.
