정부가 1일 발표한 부동산 세제 관련 정부안에서 비거주 1주택자의 종합부동산세 기본공제를 당초 9억원에서 12억원으로 올리기로 했다. 비거주 부부 공동명의 1주택자는 1인당 공제액을 4억원에서 6억원으로 조정해 단독명의와 마찬가지로 총 12억원을 공제받도록 했다. 종부세 세 부담 상한도 당초 200%로 높이려던 방침을 철회하고 현행 150%를 유지하기로 했다.
이에 따라 비거주 1주택자의 경우 단독명의인지 부부 공동명의인지에 따라 종부세 기본공제 총액이 달라지는 문제는 해소됐다. 정부가 지난달 3일 내놓은 당초 세제개편안은 비거주 1주택자의 기본공제를 12억원에서 9억원으로 낮추고, 비거주 부부 공동명의의 경우 각각 4억원씩 총 8억원만 공제하도록 하는 내용이었다.
더불어민주당은 이날 “정부 세제 개편안의 실거주 우대 취지에 기본적으로 동의한다”면서도 “국민께서 체감하는 1주택자 간 과세 형평성과 세 부담의 예측 가능성 또한 강하게 고려돼야 한다”고 밝혔다. 민주당은 그동안 1주택자 종부세 기본공제에서 거주 여부에 따른 차등을 두지 않는 방안과 세 부담 상한을 현행대로 유지하는 방안 등을 정부에 요구해 왔다. 지난달 23일 고위당정협의회에서도 정부에 1주택자의 거주·비거주 구분을 두지 말 것을 요청했다.
정부가 비거주 1주택자의 기본공제를 12억원으로 조정하고 세 부담 상한을 150%로 유지하면서 민주당이 제기한 보완 요구가 일부 반영된 것으로 보인다. 다만 당초 정부안에서 실거주 1주택자의 기본공제를 현행 12억원에서 14억원으로 높이기로 한 만큼, 거주 여부에 따른 공제 차등 자체를 없애자는 민주당 요구가 전부 반영된 것은 아니다. 기존 정부안은 실거주자를 세제상 우대하면서 비거주·고가 주택에 대한 부담을 강화하는 방향으로 설계됐다.
민주당은 “앞으로도 국회 논의 과정에서 정부안이 국민 부담과 주택시장에 미칠 영향을 면밀히 살피고 필요한 사항을 보완해 나가겠다”고 했다.
