청와대는 호르무즈 해협에 대한 군 전력 파병과 관련해 4일 “한반도에서의 대비 태세 관련해 여러 검토를 하고 있고, 대비 태세에 큰 손상이 있지 않은 범위 내에서 운신할 수 있다”고 밝혔다. 북한 대비 태세에 지장을 주지 않는 범위 내에서 호르무즈 파병이 가능하고, 관련 사안을 검토 중이라는 것이다.

이 관계자는 미국뿐 아니라 영국, 프랑스 등과도 관련 협의가 진행 중이냐는 물음에는 “여러 측면을 검토하고 있고 검토 과정에서 필요한 나라들과 협의하고 있는 단계”라면서, 현재 호르무즈 해협 인근의 상황과 관련해선 “전투 상황이 가끔 있지만 본격적 전투 상황은 아니고, 지금 상황이 전투 종결이라고 봐야 할지는 조금 애매한 상황이어서 여러 정황을 종합적으로 검토 중”이라고 했다.

그러면서 “파병이라는 용어는 헌법에 있는 말인데, 비전투든 전투든, 1명이든 2명이든 현장에 가게 되면 그건 파병으로 규정된다”며 “파병이라고 하면 전투로 바로 연결시키고, 대규모 병력을 생각하는데 꼭 그렇지 않을 수 있다”고 했다. 파병이 꼭 ‘전투’를 의미하지 않으며 파병 형태에는 여러 선택지가 있다는 것이다.
