Lee Jae-myung launches new probe agencies, urges impartial elite crime crackdown
Cabinet launch underscores shift to new justice bodies and vows fair, nonpartisan scrutiny of elites
By Lee Mi-ho Published 2026.10.06. 10:33 The Chosun Daily Newspaper / 조선일보 President Lee Jae-myung, marking the launch of the Serious Crimes Investigation Agency on the 6th, urged, "Regardless of sides or parties, please investigate strictly and thoroughly, without the slightest hesitation, the criminal acts of the powerful 'social elite'—those who are well educated and well off." President Lee Jae-myung speaks at a Cabinet meeting at the Blue House on the 6th./Courtesy of News1 Presiding over a Cabinet meeting at Cheong Wa Dae on the morning of the 6th, Lee said, "We must fully uncover the truth so the public's doubts can be completely resolved, and in that process ensure there are no wrongful victims and no one who unfairly benefits, thereby securing a fair social order." Lee said, "The Prosecution Service, a core institution that has maintained the basic social order in Korea, has now disappeared into history," adding, "And the functions of the Prosecution Service have been split into the Serious Crimes Investigation Agency and the Public Prosecution Agency, and the Serious Crimes Investigation Agency is now under the Ministry of the Interior and Safety (MOIS), not the Ministry of Justice." He said, "To maintain social order, we must follow the rules we agreed upon. There are declarative rules to be observed and stronger rules accompanied by sanctions. Beyond that, there are rules that carry severe punishments, including imprisonment that permanently isolates offenders from society." He continued, "For not following rules, certain sanctions must be imposed for the community to be sustained," adding, "But if people think they can profit by breaking rules—or be harmed by following them—society cannot function normally." Lee said, "The institutions that most actively serve as the final guarantors of social order are the investigation and prosecution bodies," adding, "Their most basic role is to uncover crimes and hold offenders accountable, but it is equally vital to ensure that no one becomes a wrongful victim in the process." He went on, "When I studied law, I heard something I have remembered all my life: even if you let 10 criminals go, you must not create a single wrongful suspect," adding, "No one should ever be wronged under that pretext. Investigation and prosecution bodies, entrusted by the people with tremendous power, must not create or tolerate injustices against individuals." Lee said, "Regrettably, since the government was founded after liberation, the prosecution has held immense power," adding, "But at some point, that began to be abused. The state's power was misused to pin nonexistent crimes on individuals, provoking public outrage and bringing us to the point where not only are investigation and prosecution functions separated, but even institutional affiliations have been changed." In particular, Lee said, "There is a truly regrettable saying," adding, "'Cover it up to profit, fabricate it to get promoted.' You all know what that means." He was referring to cases where prosecutors allegedly covered up actual crimes and fabricated nonexistent ones to advance their careers. Lee also said, "If, after being entrusted with state power to resolve crimes such as robbery or kidnapping—abducting someone and confining them for a long period, or seizing their property—those wielding that power instead commit such criminal acts, that is in fact a far graver crime than those committed by civilians." He continued, "There were indeed cases where that power was mistakenly understood and recklessly exercised as if it were inherited or endowed from above." He added, "This is the people's historic decision," assigning significance by saying, "Korea is now transitioning to a completely new system." ※ This article has been translated by AI.
