To anyone else looking to start a new game on legendary difficulty - there is a simple way to do this that is not very obvious. You do not need any tools or third-party utilities at all.

All you have to do is create a new character set for legendary that starts in Eternal Embers. Increase your stats and skill points as you wish.

You will start in Summer Palace. Quickly move to Dragon Cavern, get the equipment from the two chests, then continue a short distance to kill the tigers down the path. After you kill them, continue forward inside the building with the caravan and shop.

Get rid of that free equipment you picked up, because there is a major exp loss in using it.

You will find two portals in this building. One will take you to Helos and the other will take you to Corinth. You can now play the game starting at either location as a level 70 on legendary.

Open portal -> Summer Palace -> Run to the building located in the north -> Go to Helos
