Democratic Party-led Committee Excludes Lee Jin-sook From Audit
Lawmaker barred from broadcasting parliamentary audit over past KCC chairmanship conflict
| By Lee Min-seok Published 2026.10.13. 00:54 The Chosun Dailky Newspaper / 조선일보 The National Assembly Science, ICT, Broadcasting and Communications Committee passed a motion on the 12th, led by the Democratic Party of Korea and other ruling parties, to exclude People Power Party Representative Lee Jin-sook (Dalseong, Daegu) from participating in the parliamentary audit related to broadcasting. The Democratic Party argued that Lee’s involvement in auditing matters decided by the Korea Communications Commission (KCC) during her tenure as its chairperson under a “two-standing-committee-member system” posed a conflict of interest. The committee convened an afternoon plenary session, put the exclusion motion to a secret ballot, and approved it. When Lee questioned Kim Jong-chul, the current chairperson of the KCC, about issues related to her tenure, the Democratic Party proposed the exclusion motion. Twelve members, including those from the Democratic Party and the Rebuilding Korea Party, voted in favor. Five People Power Party members protested and walked out. As a result, Lee will be barred from asking questions or requesting documents during the Korea Media and Communications Commission audit on the 12th, as well as audits of KBS, EBS, and the Foundation for Broadcast Culture (MBC’s major shareholder) on the 16th, and a comprehensive broadcasting audit on the 22nd. The People Power Party denounced the move as “majority tyranny” and insisted that exclusion requires a plenary session vote, given Lee’s intent to challenge the decision. The Democratic Party had previously pushed for Lee’s expulsion after she co-hosted a parliamentary forum on the “Re-examination of the May 18 Democratization Movement.” ◇Lee Jin-sook: “Why Was Kim Hyun-do, a Democratic Party KCC Alumnus, Allowed to Stay?” During the KCC audit, Lee questioned Kim Jong-chul: “Did you submit an opinion stating that the privatization of YTN, decided by ‘two individuals—Lee Jin-sook and Kim Tae-gyu’—had illegal elements?” When Lee served as KCC chairperson, the commission operated with only two members due to the National Assembly’s failure to recommend three nominees. The ruling parties deemed this illegal. After Lee’s remarks, Democratic Party Representative Lee Ju-hee called for her exclusion, citing a “clear conflict of interest.” Song Ki-hon, the Democratic Party-led committee chairperson, added the motion to the agenda, and it passed. According to the Parliamentary Audit and Investigation Act, lawmakers must recuse themselves if they have a direct interest or cannot ensure fairness. Critics argue that Lee’s actions violated this principle, as lawmakers typically avoid questioning matters involving their past roles. The exclusion motion’s unilateral passage without bipartisan agreement was unprecedented. Lee plans to appeal under the audit law, which would require a plenary vote to finalize her exclusion. She remained at the audit venue until nightfall. Lee also criticized the Democratic Party for not excluding Kim Hyun-do, a former KCC standing committee member and vice chairperson, who later joined the National Assembly’s committee. “No Democratic Party member raised concerns about Kim’s conflict of interest or exclusion,” Lee noted. Kim defended himself: “I never engaged in illegal activities or participated in unlawful decisions. During the Moon Jae-in administration, the five-member system ensured discussions, consensus, and decisions. Since Lee’s past decisions as KCC chairperson are under audit, she should recuse herself from this matter.” Though not part of a parliamentary audit, in September last year, Democratic Party Representative Park Ji-won faced a conflict-of-interest controversy when he directly urged then-Justice Minister Jung Sung-ho to drop charges in the “West Sea Civil Servant Case,” where Park was a defendant. The Democratic Party did not address the issue. During the audit, parties clashed over responsibility for the KCC’s two-member system under the Yoon Suk-yeol administration. Democratic Party Representative Kim Hyun-do claimed, “The Yoon Suk-yeol government failed to appoint National Assembly-recommended nominees, prolonging the two-member system.” Conversely, People Power Party Representative Choi Hyung-du argued, “The Democratic Party refused to recommend its nominees and blocked our party’s recommendations, creating the two-member system.” · This article has been translated by Upstage Solar AI. |
