Democratic Party Leader Kim Min-seok Weighs Impeachment of Chief Justice
First mention of impeaching Jo Hee-de as party debates effectiveness amid internal pressure
By Shin Jee-in Published 2026.10.15. 00:52 The Chosun Daily Newspaper / 조선일보 On the 14th, Chief Justice Jo Hee-de commutes to the Supreme Court in Seocho-gu, Seoul. /News1 Democratic Party of Korea leader Kim Min-seok said on the 14th, “We are practically reviewing all measures to correct Chief Justice Jo Hee-de’s wrongdoings.” This marked the first time he mentioned the possibility of impeachment since taking office as party leader, having previously only demanded the chief justice’s voluntary resignation. At a Supreme Council meeting that day, Kim told Chief Justice Jo, “The patience for voluntary resignation is not infinite,” and made the remarks. After the meeting, spokesperson Cho Gye-won met with reporters and said, “The essence of Leader Kim’s statement was that impeachment is not ruled out,” adding, “It would be better for Chief Justice Jo to resign while he still can.” This was the first time the Democratic Party leadership officially mentioned impeaching the chief justice since the controversy over the nomination of the justice candidate emerged. Hardliners within the Democratic Party are also publicly discussing the impeachment of Chief Justice Jo. Kim Eui-kyeom, the ruling party floor leader of the National Assembly Legislation and Judiciary Committee, said on Kim Ou-joon’s YouTube channel, “I will join the Rebuilding Korea Party’s motion to impeach the chief justice,” and added, “The time to raise the flag of impeachment is approaching rapidly.” Seo Young-kyo, the Legislation and Judiciary Committee chair, also said at a press conference the previous day, “Chief Justice Jo has already violated the Constitution and laws, making him a subject of impeachment,” and emphasized, “It is time to seriously examine the impeachment motion.” Within the Democratic Party, the prevailing view had been that pursuing an impeachment motion against Chief Justice Jo would backfire, as the Constitutional Court was unlikely to accept it, resulting in more losses than gains. However, after Chief Justice Jo publicly stated during a parliamentary audit, “The president and the National Assembly cannot infringe on the chief justice’s nomination authority,” strong supporters began demanding, “Impeach Jo Hee-de immediately.” Subsequently, some within the party argued that even if the Constitutional Court was unlikely to accept the impeachment, the motion should still pass to suspend Chief Justice Jo’s duties. Kim Eui-kyeom said, “Kim Keon-hee’s release is only two weeks away. We must block it, and the timing is approaching, leaving no choice but to impeach Jo Hee-de.” Kim Ou-joon also recently remarked, “Chief Justice Jo seems to think, ‘Politics is in my hands,’” and added, “He could even resume the trial against President Lee.” However, some within the ruling party still question, “Why push for an impeachment motion with no practical effect?” One Democratic Party leadership member said, “I don’t understand why we would engage in a fight with an obvious outcome in terms of undermining the separation of powers,” and criticized, “It would only empower Jo Hee-de.” Another senior party member stated, “The leadership’s concern is that raising criticism against Chief Justice Jo might make the party appear powerless,” and added, “Actually initiating impeachment is a different matter.” · This article has been translated by Upstage Solar AI. |
