Ex-Security Chiefs Get 4, 5 Years for Blocking Ex-President's Arrest
Seoul court rules obstruction of CIO warrant by Presidential Security Service officials undermined legal order
By Kim Na-yeong Published 2026.07.09. 17:23 The Chosun Daily Newspaper / 조선일보 Former Director Park Jong-jun of the Presidential Security Service, accused of obstructing the execution of an arrest warrant for former President Yoon Suk-yeol by the Corruption Investigation Office for High-ranking Officials (CIO), was sentenced to four years in prison at the first trial. Former Deputy Director Kim Seong-hoon and former Head Lee Kwang-woo of the Presidential Security Service were each sentenced to five years and two years and six months in prison, respectively. Former Presidential Security Service chief Park Jong-jun appears at Seoul Central District Court in Seocho-gu, Seoul, on the 9th. /News1 Seoul Central District Court’s Criminal Division 26 (Judge Lee Hyun-kyung) delivered these sentences to the three former senior officials of the Presidential Security Service, who were charged with obstruction of official duties, among other offenses. Considering the risk of flight, the court remanded the defendants, who had been out on bail, into custody during the trial. Former Family Security Chief Kim Shin, also indicted, received a one-year prison sentence suspended for two years, avoiding a real prison term. These defendants are accused of systematically blocking the CIO and police from executing the arrest warrant for former President Yoon Suk-yeol at the presidential residence in Hannam-dong, Yongsan-gu, Seoul, last January, following Yoon’s instructions. The court stated, “The defendants clearly recognized that there was no basis to restrict the arrest warrant but still mobilized Presidential Security Service staff to erect barricades and form human chains, obstructing the execution of the warrant.” It added, “This was a serious crime that exploited the organizational and command structure of a state institution, the Presidential Security Service, to block the warrant’s execution for an extended period.” The court further noted, “They systematically obstructed the investigation and judicial proceedings related to Yoon Suk-yeol’s insurrection crimes, undermining the functionality of the nation’s legal order.” It emphasized, “Their actions posed risks of physical clashes with public officials, and given the motives and consequences of the crimes, the severity and culpability are significant.” Regarding Park, the former director, the court criticized, “As the person overseeing the entire Presidential Security Service organization, he was the ultimate responsible party. Even if instructed by Yoon Suk-yeol, he should have refused.” The defendants’ claim that “blocking the CIO was a presidential security act” was rejected by the court, which stated, “A legally issued warrant cannot be considered a threat.” On March last year, Kim Sung-hoon, far right, deputy chief of security, provides close protection next to former President Yoon Suk-yeol, who greets supporters after being released from Seoul Detention Center in Uiwang-si, Gyeonggi Province. /News1 Kim Seong-hoon, the former deputy director, was also found guilty of involvement in deleting secure phone call records of three military commanders under Yoon’s instructions (Violation of the Presidential Security Act). The court ruled, “There is clear intent to prevent investigative agencies from accessing the secure phone information,” and added, “It appears he was aware that his instructions were unlawful.” Regarding Kim Shin, the former family security chief, the court acknowledged, “He physically pushed CIO officials at the secondary blockade line and led the on-site atmosphere,” but explained, “The fact that he did not conspire with the other defendants in planning the obstruction was considered in sentencing.” · This article has been translated by Upstage Solar AI. |
