Instructions on Worship (Prayer)
1 I urge, then, first of all, that petitions, prayers, intercession and thanksgiving be made for all people- 2 for kings and all those in authority, that we may live peaceful and quiet lives in all godliness and holiness. (Leaders must pray for people (Ac., kings and authorities for decent, peaceful, godly, and prosperous life (Ac. 6:4).(1, Prayer) Paul mentions four kinds of prayer; petitions for our need, prayer for our relationship with God, intercession for others, and thanksgiving for His guidance and provision.)
3 This is good, and pleases God our Savior, 4 who wants all people to be saved and to come to a knowledge of the truth.(2, This is what God wants for us.)
5 For there is one God and one mediator between God and mankind, the man Christ Jesus, 6 who gave himself as a ransom for all people. This has now been witnessed to at the proper time. (Jesus set the sample for us with His obedient ministry of intersensory prayer. Jn. Ch.17)
7 And for this purpose I was appointed a herald and an apostle- I am telling the truth, I am not lying- and a true and faithful teacher of the Gentiles. (The appointed leaders of the churches should be the representatives of Jesus in serving His people.)
8 Therefore I want the men everywhere to pray, lifting up holy hands without anger or disputing. (We pray so that we may not waste our energy and resources for negative anger and dispute.)
Woman in Worship?
9 I also want the women to dress modestly, with decency and propriety, adorning themselves, not with elaborate hair styles or gold or pearls or expensive clothes, 10 but with good deeds, appropriate for women who profess to worship God. (Woman, as well as man, should be decent, moderate, and humble in worship and life style alike.)
11 A woman should learn in quietness and full submission. (No one, man or woman, is supposed to be disturbance in worship.)(3, Differentiation of Genders)
12 I do not permit a woman to teach or to assume authority over a man; she must be quiet. (Worship should be orderly. (1Co. 14:40, But everything should be done in a fitting and orderly way.)
13 For Adam was formed first, then Eve. (Man was created first but is that guarantee man's superiority?)
14 And Adam was not the one deceived; it was the woman who was deceived and became a sinner. (It is true that woman was tempted and sinned first but also man was tempted by woman.)
15 But women will be saved through childbearing- if they continue in faith, love and holiness with propriety. (Salvation does not determine the order of creation or sin.)

(2)God's Intension for Us
In God we live together, believe together, serve together, to be blessed, to be blessings, for His glory.
(3)Differentiation of Genders in Ministry
Paul's saying in verses 11 to 15 has been raising many disputes among believers even nowadays. Some take it literally, so disregard of the right or dignity of woman in ministry, or even in personal life, saying woman must obey man, and accuse opponent for altering the alterable truth of the Bible.
Some of Paul's teachings are unquestionable truths which are inspired by the Holy Spirit. On the other hand, there are also culturally appropriate teachings as Paul himself clearly stated. 1Co. 7:6-7, 6 I say this as a concession, not as a command. 7 I wish that all of you were as I am. But each of you has your own gift from God; one has this gift, another has that.
Whenever we face some controversial teachings in the Bible such as this, we'd better go back to the most important basics which other detailed teachings should be based on. Being obsessed with unnecessary details with personal hidden motivation will cause unnecessary disputes and disharmonies. (It has been happening.)
So, we may see a few more of the same man Paul saying for this issue; the gender equality.
1Co. 11:11, Nevertheless, in the Lord woman is not independent of man, nor is man independent of woman.
Gal. 3:28, There is neither Jew nor Gentile, neither slave nor free, nor is there male and female, for you are all one in Christ Jesus.
1Tim. 3:11, In the same way, the women are to be worthy of respect, not malicious talkers but temperate and trustworthy in everything.
Man and Woman, Woman and Man are not supposed to be conflicting.
Rather, God created two sexes for the blessing of the both party.
Man and Woman, Woman and Man are created differently in structure and function, but equally with His image and likeness by God.
Conflict between is from the distortion of God's creation; Sin.
