Chapter 1 Species Names and Species
Article 1

The ceremonies of this sect depend on the teachings of the Buddha and the traditional
Baekjangcheonggyu and etiquette.
Article 10
This sect preaches an annual meeting and an ad hoc meeting.
Chapter 5 Stairs
Article 11
① Stairs are divided into Gujok stairs, Kwasami stairs, and Bodhisattva stairs.
➁ For the Gujok-stair and Sami-stairs, the ceremonies for the handover of Deukdo are held at the
single staircase designated by the Prime Minister's Office through the resolution of the Stairs Committee.
③ Bodhisattva steps can be installed in hydrogen by contacting the Prime Minister.
Article 12

Chapter 6 Chairman
Article 14
The leader symbolizes the divinity of this sect and has the highest authority and position to succeed the
sect.
Article 15
The headmaster must have the following qualifications and be a bhikkhu with good conduct.
① More than 40 years of acceptance
➁ Age 65 or older
③ Daejongsa of the legal world
Article 16
① The chairperson is appointed by the executives of the elders, the general secretary, the Hogye-on,
and the central subcommittee.
➁ The meeting for appointment in Paragraph 1 shall be convened by the chairperson of the elders
meeting three months before the chairperson's term of office or in the event of his/her absence,
and shall be appointed by at least a majority do it in favor
Article 17
The term of office of the president is 5 years, and he can be reappointed only for the first time.
Article 18
The chairperson has the right to appoint a full-ime dialogue award and can grant, pardon, reduce, and reinstate rewards and disciplinary measures as stipulated by the last constitutional law.
Article 19
In the event of an emergency of the Prime Minister, the chairman may dissolve the central assembly at the request of at least two-thirds of the total number of the elders.
Chapter 7 Senate Meeting
Article 20.
(1) The Senate meeting shall consist of 40 years of acceptance, an age of 65 years of age of at least 5
persons, and a senior bhikkhu, bhikkhu, and a member of the legal profession.
(2) Members of the Senate shall be elected by recommendation of the Central Council.
(3) The term of office of the Senate shall be 10 years and shall not be in office.
Article 21.
(1) There shall be one general secretary with one chairman of the Senate Council and one vice-chairman.
(2) The Chairman and Vice-hairman of the Senate shall be elected (voted on) and the term of
office shall be 5 years.
Article 22.
(1) The Senate Council shall have the following powers:

2. The right to elect the members of the Senate recommended by the Central Assembly
3. Right to Approve the Constitutional Amendment
4. Ratification of the Elected General Ledger
5. Ratification of the Proposal for the Appointment of the General Director of the Central Plenary Session
6. The right to deliberate in the legal community of the 2nd level or higher
7. Right to Recommendation in Field Dialogue
8. The right to re-etition the dissolution of the Central Servant Assembly in the event of a general
forest emergency
9. The right to adjust the general forest's important end plan issued by the Central Plenary Session
(2) If the elected General Secretary of the General Assembly fails to obtain approval, he shall be re-elected.
(3) If the amendment to the Constitution is not approved by the Senate, the amendment shall be invalid.
(4) When the Central Assembly is dissolved, the Senate Assembly shall act on its behalf.
Within 1 month, however, a new Central Assembly shall be constituted.
Article 23.
Other matters necessary for the meeting of the Senate and the organization and operation shall be
determined by the General Forestry Law.
Chapter 8 Central Plenary Session
Article 24.
This end shall be the Central Assembly as a legislative body.
Article 25.
The Central Assembly shall consist of no more than 35 members of parliament elected by the Electoral Act.
Article 26.
The membership of the Central Council shall be a monk who has been a monk for at least 15 years of age and who is at least 35 years of age.
Article 27.
(1) The Central Assembly shall elect one Chairman and one Vice-hairman, the Secretary, and the term
of office shall be 2 years.
(2) The term of office of the members of the Central Assembly shall be 4 years.
However, the term of office of the Bystander shall be the remainder of the term of the predecessor.
Article 28.
(1) A member of the Central Servant Assembly shall not be the General Affairs Director, the Director of
Education, the Director of the Po Principal, the Director of the Ho Gyeong-won, the Commissioner of Laws, the Election Commissioner, the General Council's Servant Council, the (Department, the Office,
the Director) and the Member of the Diocesan Council.
Article 29.
The following matters shall be voted on by the Central Council:
1. Amendment of the Constitutional Servitude Law, the End of Life Act.
2. Selection of the Director of Education, the Director of the Po Principal, the Director of the Ho Gye Yuan,
the Ho Gye Member, the Central Election Commissioner, and the Sub-Hearing Jury
3. Recommendation of members of the Senate
4. Esan Ann, Settlement Letter, Property Disposition Agenda.
5. Matters concerning the confirmation of the diocese.
6. Consent to amnesty, relief, and lottery of discipline.
7. The Director of the General Affairs Bureau, the Director of Education, the Director of the Po Principal,
the Director of the Ho Gye Ledger, and the resolution of no confidence. However, it shall be in favor of more than 2/3 of the members of the House of Representatives.
8. Audit of each servant institution.
9. Discipline of the members of the Central Plenary Assembly.
10. Consent to the appointment of the Chief Justice of the Court.
11. Matters concerning the designation of direct consular inspections.
12. Proposal for the dismissal of the servant member.
13. Matters deemed important by the Constitutional Servitude Act.
Article 30.
Members of the Central Assembly shall not be held accountable externally for the utterances and votes
made in the course of their duties at the Plenary Session.
Article 31.
During the session of the Central Plenary Session, no investigation and disciplinary examination of the members of the Central Assembly shall be conducted, and the disciplinary action shall be subject to the consent of the Central Plenary Assembly.
Article 32.
(1) The regular meeting of the Central Plenary Session shall be convened during October once a year.
(2) The Provisional Meeting is held when the Chairman deems it necessary.
(3) If there is a request of more than 1 in 3 minutes of the central meeting of the Governor or the
General Affairs Director, it shall be convened by the Chairman.
(4) The regular period shall be 7 days and the temporary session shall be 3 days. However, the vote can
be extended or shortened.
(5) The Central Assembly shall, unless there is a special provision in the Constitutional Servitude Act,
vote in favor of a majority of the members present and a majority of the members present.
When it is a patriarchal comrade, it is treated as a non-consequence.
Article 33.
Members of the Central Assembly may submit a Constitution, a Bell Act, an Amendment Bill, or an End-of-Life Bill.
Article 34.
(1) The end bill voted on at the Central Assembly shall be promulgated within one week by the Governor
or the General Affairs Director.
(2) Proposals that have been voted on at the end of the session and transferred to the Senate meeting
shall be deliberated within 10 days.
After the above period has elapsed, the proposal shall be deemed to have been finalized.
(3) The law shall become effective after twenty (20) days have elapsed from the date of promulgation,
unless otherwise specified.
Article 35.
(1) The Central Servant Assembly shall deliberate and finalize the budget proposal of the Central Servant
Authority.
➁ The General Council, the Institute of Education, the Fellowship Staff, and the Silver Legislature shall
compile a budget for each fiscal year and submit it to the Central Plenary Session no later than 60 days before the start of the fiscal year, and the Central Council shall deliberate on it no later than 30 days before the start of the fiscal year.
(3) The General Council, the Institute of Education, and the Faculty of Education shall report the results of
this year's budget implementation to the Central Assembly.
Article 36.
When the General Affairs Director of the End-of-ife wishes to dispose of the property such as the Termination Garden Real Estate for the purpose of the termination, the consent of the Central Closing Committee shall be obtained.
Article 37.
(1) The Central Governing Body may require a report on the affairs and finances of the Central Servant
Authority and, if necessary, may conduct an audit.
➁ The necessary matters concerning the composition of the Committee for the Audit of Servants and the
procedures for the audit shall be determined by the Termination Law.
Article 38.
The General Secretary of the Ministry, the Director of Education, the Director of the Po Principal, the
Director of the Social Welfare Directorate, or the Servant Member shall be referred to the Central Servant
Assembly or the Central Servant Assembly if required by the Committee.

Article 39
① The Central Committee may distrust the President of the General Affairs Bureau, the President of the Education Center, the Director of Education, the Director of Hogye, the Hogye Commissioner, the Law Commissioner, the National Election Commissioner, and the designated judges.

Article 40

Chapter 9 General Staff
Chapter 1 General Secretary
Article 42
This organization is a central administrative agency and has a general affairs officer in the city of Busan. However, the
location may be changed according to the resolution of the Central Committee.
Article 43
① In the general affairs department, there shall be a general secretary, a general affairs manager, a
planning office head,
a finance department head, a cultural and social department head, a business department head, and one
person each.
However, if necessary, the general secretary may extend or abolish it with the consent of the
Central Committee.
➁ The general secretary is elected from the members of the central branch and five electors
(including the head office governor) elected by the branch of each diocese. Take office upon approval.
③ The general secretary may not concurrently hold any public office other than ex officio stipulated by law.
④ The head of each department is appointed by the general secretary. However, the head of the Hobeop Department is appointed with the consent of the Central Committee.
⑤ Matters necessary for the election of the general secretary shall be determined by the Criminal Act.
Article 44
① The qualifications for the general secretary are 30 years of acceptance and 50 years of age, and a bhikkhu who is above the legal profession level.
➁ The term of office of the general secretary is four years, and the re-ppointment is possible only for the first time.
Article 45
① The general secretary represents the group and oversees the affairs of the organization.
➁ The President of the General Assembly submits the Constitution, the ordinance, and amendments to the Central Confederacy. You may submit a bill.
③ The General Secretary appoints executives and employees of the General Secretariat and the head of
each temple in accordance with the provisions of the Constitution and the ordinance.
④ The President of the General Assembly may issue ordinances on matters delegated by the Confederation Act and matters necessary for the execution of the Servant Act.
⑤ The general secretary supervises the cult and the property belonging to the main cult and temple
as stipulated by the ordinance and the ordinance, and grants approval for the disposition. have

Chapter 2 General Meeting
Article 46
① The general affairs meeting deliberates and decides on important general policies that fall within the
authority of the general secretary.
➁ The members of the secretariat are made up of the general secretary, each manager of the
general secretary, and the head of the office.
③ The general secretary shall preside over the general affairs meeting.
Article 47
① The following matters must go through deliberation or resolution at the annual meeting.
1. Constitution, ordinance, and amendments. ordinance bill.
2. Budget draft, statement of accounts
3. The basic plan of administrative administration and the work plan of each department under the
general affairs officer.
4. Matters concerning the disposition of end-of-life property.
5. Matters pertaining to the approval of the budget and description of the temple.
6. Matters concerning the designation of directly managed temples and the adjustment of budgets for
important temples.
7. Matters concerning the appointment of the head of each department under the General Secretary
and the Prime Minister.
8. Matters concerning pardon, relief, reinstatement, and reward of parish extension and discipline.
9. Other important policy matters.
➁ When deliberating on the ordinances related to education and missionary work, one director of
the educational institute and the missionary school must attend and hear their opinions.
Chapter 3 Each Department
Article 48
The establishment of each department and office, the scope of the organization and duties, and the
qualifications of department heads are determined by the previous law.
Chapter 10 Education Institute
Chapter 1 Director of Education
Article 49
An educational institute is established to manage the educational affairs of this organization.
Article 50
① The qualifications of the head of the Education Center are 30 years of acceptance and payment, the
age of 50, and a bhikkhu who possesses academic qualifications at or above the legal profession level.
➁ The head of the education center is elected by the central assembly on the recommendation of the
general secretary.
③ The term of office of the President of the Education Center is 4 years, and the term of office may be
renewed only once.
Article 51
① The President of the Education Center may submit a draft law on education to the Central Committee.
➁ The head of the education center may appoint the staff members of the education center as stipulated
by the constitution and the ordinance.
③ The head of the Education Center has the authority to direct and supervise educational institutions at
each level under the Education Center.
④ The head of the Education Center prepares the budget of the Education Center in consultation with the general secretary and submits it to the Central Assembly. It has the authority to execute the
established budget.
⑤ The head of the education center may give a reward to the chairperson.
Chapter 2 Meeting of the Institute of Education
Article 52
① The Board of Education meeting deliberates and decides on important matters pertaining to the
business of the Institute.
➁ The education center meeting is composed of the education center director, each department under the education center, the chairperson of each committee, and the research institute head. become the chairman

Chapter 3 Departments and Educational Institutions
Article 54
The scope of the organization's duties and other necessary matters of the educational institute shall be
determined by the previous law.
Article 55
This group establishes the following permanent educational institutions under the jurisdiction of the
Education Center to train apprentices.
1. Haengja Education Center (Basic Educational Institution)

Article 56

Chapter 11 Missionaries
Chapter 1 Missionary Director

③ The head of the missionary department prepares the budget for the missionary school in consultation
with the general affairs officer and submits it to the central assembly. He has the power to execute the established budget.
④ The head of the missionary school may give a reward to the chairperson.
Chapter 2 Missionary Meeting
Article 60
① The missionary meeting deliberates and decides on important matters pertaining to the missionary work

Chapter 3 Each Department
Article 62
① The missionaries of this sect may establish various committees.
➁ Prosecutors may set up a missionary research lab and other research institutes for research and
planning on missionary plans.
③ The missionary school shall establish specialized educational institutions for training and re-ducating missionaries.
④ Matters concerning the establishment and operation of the committee and research institute missionary education institutions shall be stipulated by the ordinances and ordinances.
Article 63
The organization, scope of duties, and other necessary matters of the missionary school shall be
determined by the ordinance.
Chapter 12 Hogyewon
Article 64
① Hogyewon shall be established as the last judicial institution.
➁ The Hogyewon is organized as a Hogyewon Director, a Hogyewon for beginners, and a Hogyewon for
a second review, which consists of 7 members including 5 members of the Hogyewon.
③ Qualifications of a member of the household must be 20 years of acceptance and payment, 40 years of age, and a monk who is at least level 3 in the legal field, and a monk who is well versed in the rules and principles of law.
④ Hogye members are elected by the Central Clerk.
Article 65
① The Hogye Director becomes the Hogye Director for re-examination and is elected by the Central Clerk.
➁ The qualifications of the head of Hogye are 30 years of acceptance, 50 years of age, and a bhikkhu who
is at the legal profession level or higher.
③ Initial and re-xamination The head of the Hogye is elected by the members of the Hogye members of the initial and re-examination.

Article 66
Hogyewon is in charge of the following:

③ Other matters pertaining to the judgment of the Hogyewon in accordance with laws and ordinances.
Article 67
In the case of violation of the Constitution of the Confederacy, if the whole judgment is made, the
Hogyewon re-appeals to the Legislative Council and makes a judgment based on the decision.
Article 68
The hearing and judgment procedures of the guards are not disclosed. However, the guard may disclose
it when deemed necessary.
Article 69
The respondent has the right to a defense as stipulated by the previous law.
Article 70
Details regarding the operation of Hogyewon shall be determined by the previous law.
Chapter 13 Law Committee
Article 71
The Legal Committee is in charge of the following:
① Judgment on the violation of the constitutional law.
➁ Judgment on whether or not the ordinances, rules and administrative dispositions are terminated, the or dinances are violated.
③ Judgment on authority disputes between the central and local governments during the central
administrative period.
Article 72
① There are 7 members of the Law and Regulations Committee, and they are elected by the Central
Committee.
➁ Qualifications of legal committee members must be 20 years of acceptance, 40 years of age or older,
and a bhikkhu who is well versed in the legal system of virtue and virtue in the legal world.
③ The chairperson is elected by election, and the term of office of the legal committee member is 4 years.
Article 73
① When the Legislative Council decides on the unconstitutionality of the Criminal Act, the consent of at
least 5 members is required.

Chapter 14 Election Management
Article 74
The central and diocese election commissions are established to fairly manage various elections.
① The National Election Management Committee shall consist of seven members and shall be elected by
the National Assembly.
➁ The diocesan election commission is made up of five members and is elected by the diocesan council.
③ The chairperson of the central and diocese election commissions shall be elected from among the
members.
④ The term of office of the members shall be four years.
⑤ The organization, scope of duties, and other necessary matters of the election commissions at
each level shall be determined by the previous law.
Chapter 15 Committee
Article 75
Various committees such as designated judges may be included in this group.
① No member of the household, a member of the law, a member of the National Election Commission,
or a member of the designated judges may concurrently hold office.
➁ The organization and operation of each committee and other necessary matters shall be determined by
the previous law.
Chapter 16 Parish
Chapter 1 Session of the Parish
Article 76
Each parish shall have a parish church.
① The diocesan branch shall be composed of the head of each branch and seven members who are
directly elected. However, those elected to the Central Committee are excluded.
➁ The chairperson shall be the head of the head office and the vice-hairperson shall be elected by the parish meeting.
Article 77
The parish council deliberates and decides on the following:
① Election of the general secretary.
➁ Matters concerning the enactment and amendment of the ordinance to be recommended to the
Central Confederation.
③ Matters to be recommended to the general assembly and matters related to the budget settlement of
the diocese.
④ Matters related to immortality, education, propagation, training, society, and welfare that are important
in the diocese.
⑤ Other matters deemed important.
⑥ The composition, authority, decision-aking, and other necessary matters of the diocese
general meeting shall be determined by the ordinance.
Article 78
Extraordinary meetings are convened by the chairperson when the chairperson deems it necessary or at the request of at least one-third of the members.
Chapter 2 Prime Minister's Headquarters
Article 79
It is headquartered under the Prime Minister's Office.
① The head office organizes the affairs of the parish under the direction of the general affairs officer and
directs and supervises the temples under its jurisdiction.
➁ The district under the jurisdiction of the head office is decided by the general secretary through the
resolution of the Central Orthodox Church.
Article 80
① At the head office, there shall be a governor, general affairs director, planning bureau chief, education
affairs bureau chief, finance bureau chief, social affairs bureau chief, propaganda bureau chief, security law bureau chief, and one person each.
➁ There may be more than one permanent missionary teacher.
Article 81
The head of the head office presides over the affairs of the district and represents the diocese.
① The head of the head office is recommended by the general assembly of the diocese (headquarters),
and the general secretary is appointed without delay unless there is a reason for disqualification
as stipulated in the Prime Minister's Act.
➁ Matters pertaining to the general assembly of mountains under Paragraph ① shall be stipulated by the Criminal Act.
Article 82
① The term of office of the head office governor shall be four years. However, an exception is made
when he or she receives a disciplinary measure greater than or equal to dismissal while in office.
➁ When the head office governor is dismissed for the reason of Paragraph ①, the local general meeting
of the relevant diocese (headquarters) must recommend a new governor within one month. However,
