Enabling others to manifest their abilities... Article 249.
揚能(양능)은 남의 능력을 능력껏 발휘하도록 하는 함이다.
Yangneung(揚能,양능 - Promoting Ability) means enabling others to demonstrate
and unleash their full capabilities to the utmost.
哲人(철인)은 남의 능력을 보고 먼저 마음이 기뻐서 말로서 문득 칭찬하는 것은
그 능력을 사용하는 사람은 힘써서 잘하도록 하고 능력이 없는자는 본받아 배우게 하기 위함이다.
When a wise person(哲人,철인 - Cheol-in) sees another′s ability, feels glad in heart,
and suddenly praises them with words,
it is to encourage those who have that ability to strive and excel,
and to inspire those without ability to follow suit and learn.

揚能者는 揚能人之所能也라 (양능자는 양능인지소능야라)
Promoting ability(Yang-neung) means promoting and highlighting
what others are capable of doing.
哲人은 見人之能하고 心先喜悅하여 (철인은 견인지능하고 심선희열하여)
When a wise person(Cheol-in) witnesses the abilities of others,
their heart is first filled with joy and delight,
說輒揚言者는 使能者로 勉能하고 (설첩양언자는 사능자로 면능하고)
And when speaking, they readily offer words of praise― so as to encourage
those who are capable to strive further in their abilities,
不能者로 效則이니라. (불능자는 효칙이니라.)
And to guide those who lack ability to model themselves after them and learn.
