Korail Warns Against Illegal Walkout
The head of the railway authority has pledged to take legal action against an illegal strike, which its workers plan to launch Friday.
Lee Chul, president of Korail, said in a briefing in Seoul, Wednesday, that the train and subway operator would not give in to illegal collective action no matter how much in losses it suffers.
``Most of the unionized workers' demands, including reinstatement of fired workers, are irrelevant to wage increases or improved working conditions, meaning the strike for such issues will be illegal. If they push ahead with the unlawful walkout, all participants will have to take responsibility for it,'' Lee said.
The Korean Railway Workers' Union is demanding Korail increase their wages by 5 percent, reinstate 46 fired workers, give contract workers permanent staff-status, and hire more employees.
As the workers and management failed to reach an agreement, the dispute was taken to the National Labor Relations Commission, which will come up with an arbitration proposal today. The two sides should follow the proposal.
``Going on a strike after arbitration is illegal. I hope the union leaders will scrap the walkout plan and not cause inconvenience to the people,'' Lee said.
He said that after last year's strike, Korail filed civil and criminal suits not only against the union but also individual strikers. ``Those taking part in the illicit walkout will face punishment as well as lawsuits. We'll not let them off,'' Lee said.
On the other hand, the union claim the dispute had been caused by management's failure to keep agreements that the two sides had already made. ``Korail does not actively participate in negotiation but only tries to suppress unionists. We'll go on strike as scheduled if we do not reach an agreement with the company,'' the union said.

Young General Manager Values Experience
Korean society seems to be too much obsessed with academic backgrounds with many people believing that success cannot be achieved without diplomas from established universities. This problem is often seen in scandals such as the recent diploma forgery case.
In this regard, the appointment of Ty Collins as the opening general manager of the Marriott Executive Apartments Yeouido Park Center Seoul, can be seen as strange. He has never undertaken any formal training in hotel management and he actually started as a breakfast waiter at a cafe in a hotel.
But there seems to be enough reasons that one of the biggest international hotel chains put the 34-year-old American in the challenging position at Seoul's new luxurious residence ― his experience from the bottom up and crisis management.
``Serving breakfast and orange juice, I worked at six in the morning and then I worked my way up,'' Collins said. ``What that means basically is that I worked my way up from the bottom, so hopefully I have a better idea of what our staff has to go through.''
He said he has great respect for those with high academic achievements in the hotel business but believes that he has learned many valuable lessons in the actual field dealing with difficult situations, such as the crisis when the Tsunami hit Phuket in 2004.
