A Loaf of Bread

Sam Jones, the mayor in Toledo of Ohio , would sometimes work at a summary court.
On one fine day, a police man took a man seized while stealing a loaf of bread to the mayor. At that time, most of people couldn't be well off , especially in Winter.

That thief didn't excuse himself at all only after explaining his situation that his family has been starving without having any job and bread.

The mayor said," I must punish you. You see there must not be any exception in the law. You stole this not from our local community which has to solve this kind of problem but from an individual. So, I couldn't help but sentense you to pay a fine enough for ten bucks." And putting his hand into his pocket, he added, " So far as ten bucks, I have money to pay the penalty. I will pay it."
He turned and looked around people. And putting ten bucks into his white hat, he passed it around the people.

the mayor said again. " Now, I'll fine all the people here.
It'll be okay even though you can pay only fifty cents in your pocket with fine. Because, all of you have lived in the city which made a man steal a loaf of bread only to eat."
And the mayor handed the hat to the secretary and ordered. " Go your round to collect the fine from the people and give all the money to the defendant."

This society is to blame for those problems such as starvation, unequal treat ,a few kinds of distinction from other classes and races , buried minor opinion by overwhelming majority and so on.
