소식 캐나다 유괴 사건과 Amber Alert

지난 한 주 동안 BC 주를 지진보도 더 높은 강도로 흔들었던 3세 남아 유괴 사건이 해피 엔딩으로 해결됐습니다. 

주 남동 쪽 밴프 국립공원 아래 산악지역에 위치한 Sparwood 라는 아름다운 마을에 사는 Kienan Hebert 가 지난 수요일 자기 방 침대에서 없어진 뒤 4일 만에 오늘 새벽 (유괴범에 의해 집 앞에 떨어 뜨려져) 건강한 모습으로 발견됐다고 경찰이 밝혔는데, 자세한 경위는 곧 추가로 발표될 예정이라고 하는군요.

저는 이 사건 진행 과정을 지켜 보면서 과거에 유괴 사건이 자주 발생했고 현재도 언제 어디서든 다시 일어날 수 있는 가능성이 매우 높은 한국에서라면 어떻게 했을까 생각을 많이 했습니다.

이번 캐나다 BC 주의 Kienan 유괴 사건은 크게 세 가지 점에서 주목되더군요. 첫째는 Amber Alert 라는 경보 체계의 가동이고, 둘째는 시민 자원봉사자들의 헌신적 참여이며, 셋째는 부모의 유괴범에 대한 감성적인 호소였습니다.

Amber Alert 는 지난 96년 미국 Texas 주의 9세 소녀 Amber Hagerman 가 유괴돼 살해된 뒤 그 이름을 따서 법제화한 `유괴 사건 조기 공중 경보 시스템'입니다.

이 경보가 발효되면 전쟁이나 긴급 재난 사태 발생시와 똑같이 TV, 라디오를 비롯 도로와 버스 전광판 등 공중 안내 시설을 통해 관련 내용을 시민들에게 알리게 됩니다. 유괴된 미성년자 (18세 미만) 의 신원, 인상착의와 유괴 용의자에 대해서도 정보를 제공, 유괴된 아이가 안전하게 부모 품에 돌아갈 수 있도록 시민들의 협조를 구하게 되지요.

캐나다는 Alberta 주가 2002년 이 체계를 처음으로 도입한 뒤 2004년 Saskchewan 주가 마지막으로 도입을 결정함으로써 이제 전국이 유괴 신고 접수 즉시 기본적인 확인 절차를 거쳐 Amber Alert 를 울릴 수 있게 됐습니다. 

북미에서는 정치보다는 인명에 관계된 사건이 언제나 톱뉴스가 되는데, 이번에 저는 TV 뉴스를 보면서 경찰이 잘한다고 생각했지만 언론은 비판적이더군요. Amber Alert 가 너무 늦게 (부모의 실종 신고후 거의 12시간 후) 발령됐다는 것과 사건이 발생한 마을과 Alberta 주계가 불과 20km 사이여서 범인이 Alberta 주로 갔을 가능성도 높은데 왜 Alberta 지역에서는 Amber Alert 가 발령되지 않았느냐는 것이지요.

지난 4일간 매일 TV 뉴스에 비친, 북미에서 흔히 보는 장면이지만, 수백명의 자원봉사자들이 반양팔 간격 (양팔 간격이 아니라 그보다 반쯤 더 좁게) 으로 도열해 숲속을 샅샅이 뒤지는 모습은 정말 감동적이고 배울 점이 많은 것이었습니다. 이웃의 일을 자기 일처럼 발 벗고 나서는 아름답고 눈물 나는 봉사 정신이요, 참여 정신이라고 할 수 있겠지요. 

마지막으로 어제 오후 Kienan 의 부모들이 TV를 통해 범인에게 전한 인간적, 감성적 호소가 참으로 인상적이었습니다.

Kienan 의 아버지 Paul 은 아내의 손을 꼭 잡고 TV 카메라 앞에서 용의자 Randall Hopley (46, 같은 동네 거주 성폭행 전과자) 를 향해 친구에게 얘기하듯 구어체로 이렇게 말했지요.

"우리는 단지 요구합니다. 키넌을 지금 바로 안전한 곳으로 데려다 놓으라고요. 네? 주유소나 가게의 주차장 같은 잘 보이는 곳에 아이를 그냥 내려 놓을 수 있잖아요, 네? 그리고 떠나세요. 우리는 그가 안전하기만을 바랍니다. 키넌은 지금 세살밖에 안됐어요. 당신이 아시다시피 키넌은 말할 줄 모르고 그래서 그는 당신이 누구인지 말할 수 없습니다, 맞지요? 이것이 당신이 잡히지 않고 도망갈 수 있는 기회입니다. 우리가 원하는 모든 것은 키넌이 우리에게 돌아오고 우리 품에서 다시 안전하기를 바라는 것입니다."

Police say three-year-old Kienan Hebert was found safe and sound four days after he was abducted from his home in Sparwood, B.C. RCMP Cpl. Dan Moskaluk said early Sunday that the boy was returned by the suspect in the case after an emotional plea from his family.

"Kienan Hebert 3yr old Sparwood child is safe and sound," Moskaluk said via Twitter. "Within 12 hours of family plea for return, child returned by suspect."

Police plan a news briefing in Sparwood later in the morning to provide more details.

"Great news!" said Dave Elliott, a neighbour who was among four or five people gathered outside the house where the Hebert family has been staying, while police were combing through their own home for clues.

Elliott said he did not want to say too much as the boy's father, Paul Hebert, will be speaking later about the positive outcome of a search that has drawn in hundreds of volunteers.

On Saturday, the boy's parents brushed away tears as Moskaluk confirmed that their son was kidnapped from his home in their scenic close-knit mountain community. The boy has a history of sleepwalking, and many were hoping he had perhaps just wandered away.

Clasping his wife's hand tightly under the table, Paul Hebert had a message for Kienan's suspected captor, who police allege is Randall Hopley, 46, a man living in the Sparwood area.

"We're just asking, please bring Kienan to a safe place right now, OK? Like a gas station or store parking lot where he is visibly seen and you could just drop him off there okay? Walk away," Hebert said quietly.

"We just want him safe. Kienan's only three years old right now and as you know and we know Kienan can't speak, so he can't tell us who you are, right? This is your chance right now to get away. All we want is Kienan to come back with us and to be safe in our arms again."

Moskaluk said Kienan still has limited verbal skills and agreed it was unlikely that he would be able to tell investigators anything about his abductor or lead them back to where he had been held.

"Bring him back. Drop him off in town. Make sure somebody sees him. Do it as secretly as you have to, drop the kid off and get out of dodge."

Police said a second abduction happened at another home on the evening Hebert went missing, when the suspect tried unsuccessfully to lure another child out of the home.

Moskaluk wouldn't say when investigators discovered the other attempted abduction attempt or the age or sex of the child involved.

저희 식구들도 무척 관심 있게 지켜보았는데 잘 마무리 되어 다행입니다. Amber alert! 듣고 혹시나 하는 맘으로 주변에 지나는 차를 보게 되더군요.

저도 이 뉴스 읽었습니다. 저도 3살짜리 딸이 있어서 남일같지 않게 느껴졌지요. 얼마전에 저희동네 공원에 어떤 남자 아이를 납치하려하다 실패해서 동네시끌한적이 있습니다. 블루마운틴팍 공원에서요. 그 동원은 아이들 놀이터가 넓고, 높고 굵은 나무들이 많아서 아이들 노는것을 한 눈에 볼수없는 단점이 있지요. 제가 맨날 얘들과 함께 가는 공원이라서.. 쩝.. 암튼 나쁜사람들은 어딜가나 있으니 조심해야 합니다.
