truly saddened by criticism

I'd like to get a fix on the first paragraph. This is what's puzzling to me.

... he was "truly saddened" anyone could think he was not laboring to protect U.S. combat troops.

It strikes me a bit odd and I can't help but wonder if the sentence is acceptable.

I'd say it this say :

... he was 'truly saddened' by anyone who could think (that) he was not laboring

to protect U.S. combat troops.

Is the original sentence still vaild without what I think should be added-by & who?

Thanks Jin. Honestly, however, it's still beyond me. Does ".. truly saddened that anyone" mean "..truly saddened for the fact THAT.." ? Wasn't Rumsfeld sad because people thought he was not doing what he was supposed to do-protecting the soldiers? I'd really appreciate a bit more of your explanation

Stella. You are making it unnecessarily complicated. Think simple, and you will see the answer. This is the same construction as "I am sad that he is sick." --> I am saddened that he is sick --> I am saddened he is sick.

"I am truly saddened by the thought that anyone could have the impression that I or others here are doing anything other than working urgently to see that the lives of the fighting men and women are protected and cared for in every way humanly possible," 가 럼스펠드가 한 정확한 말입니다.

sadden 은 타동사이므로 be saddened by 의 형태가 맞는 표현입니다. 럼스펠드의 발언에서 보듯이 be saddened by the thought that ~~~ 의 형태가 올바른 문장이죠. 로이터 기자의 표현은 짧고 간략하게 쓰긴 했으나 문법적으로는 정확한 것은 아닙니다.

저와 같이 일하는 동료도 문장을 보여주니 이해는 가는데, 약간 이상스런 문장이라고 인정하는군요. (참고로 말씀드리면 저널리즘을 전공한 미국친구입니다)

로이터 기자는 위의 유승진님이 말씀하신대로 be sad that 과 같은 형태로 문장을 쓴것인데요, 보편적인 용법은 아닌 듯 합니다.
