In 2001, then President Kim Dae-jung announced a plan for building up a strategic mobile fleet (전략기동함대; 戰略機動艦隊), which will "protect national interests in the Fives Oceans and contribute to world peace" .[27] The plan was initially reduced to establish one mobile flotilla (기동전단; 機動戰團) by 2010, which will include a command ship, ROKS Dokdo (LPH 6111); an Aegis Weapon System-equipped destroyer, the King Sejong the Great (DDG 991); and six Chungmugong Yi Sunshin class destroyers.[28] The ROK Navy plans to build a new naval base on the southern coast of Jeju-do for hosting the flotilla and two submarine squadrons by 2014. The ROK Navy aims to strengthen its control over seas surrounding the Korean Peninsula by deploying the mobile flotilla.
