한국 근현대사에서 좌익에 의해 왜곡되고 있는 것 중의 하나가 삼청교육대이다. 삼청교육대는 5공화국 출범과 더불어 중단되었음에도 김대중, 노무현 독재정권 방송국들은 마치 5공화국 시절에 삼청교육대가 있었던 것처럼 국민을 세뇌시켜 왔다. 그러나, 삼청교육대는 4공화국 최규하 대통령 시대에 생겼으며, 1981년 3월 5공화국 출범과 더불어 폐지되었다.
3김씨 중 그 누구도 여당을 해주지 않았으므로 최규하 대통령 정권은 여당이 없었는데다, 양김씨가, 특히 김대중이 최규하 대통령 하야와 신현확 총리 내각 퇴진을 요구하는 시위를 줄곧 선동하였다. 그런데, 최규하 대통령 편에서는 가장 중요한 것이 치안이었다. 최규하 대통령에게 사회 안정이 제일 과제였다.
1980년 5월 15일 서울역 집회 때 십만 명의 시위대가 운집하자 더욱 의기양양해진 김대중쪽 운동권에서 최규하 대통령 정부에 최후 통첩을 하였다. 김대중의 정치는 본래 깡패 정치이다. 신민당에서 유진산 당수 자리를 빼앗을 때도 청년 당원들을 시켜 "유진산 물러가라" 외치게 하며 위협하였었다. 1980년 5월 15일에는 국가원수를 상대로 만약 5월 19일까지 대통령과 내각이 물러나지 않으면 무슨 일이 일어나도 책임지지 못한다고 위협하여 최규하 대통령이 중동순방일정을 단축하고 5월 17일 귀국하여 개각하셨다.
개각에도 불구하고 5월 19일 광주사태 소식이 전해지자 장관들은 5월 15일의 운동권 최후통첩이 행동 개시로 들어간 것을 판단하여 그날 총사퇴하였다. 그래서 최규하 대통령 정부는 여당은커녕 내각도 없는 정부가 되고 말았다. 이런 난국을 극복하는 방법이 6월 1일 국보위 설치였다. 4공화국 과도기 정부가 여당은 커녕 내각조차 없는 정부가 되자 최규하 대통령은 다시 헌정이 회북될 때까지 3개월간의 국정 공백을 국보위로 채웠다.
중요한 것은 5공화국 출법으로 헌정이 회복될 때까지의 치안 유지였으므로 민간인들이 삼청교육대 제안을 하였으며, 최규하 대통령도 좋게 받아들였다. 그리고 원생 선정은 경찰이 하였으며, 군대는 전혀 원생 선정에 관여하지 않았다. 그저 갑자기 원생 교육의 책임을 지게 되었을 뿐이다. 그리고 삼청교육대의 취지는 좋은 것이었으며, 지금처럼 국민이 조폭 조직을 두려워하지 않고 마음 편하게 살 수 있는 건전한 사회가 되었다는데서 매우 성공적이었다.
오늘 한국 뉴스에서는 보여주지 않는 청소년 삼청교육대 이야기가 BBC 뉴스의 특종 뉴스이다. 요즘 청소년들이 포항 해병대 훈련소에 입소하여 군사훈련을 받아보는 프로그램이 인기라고 한다. 비록 얼만큼 자발적이냐의 차이가 좀 있겠지만 삼청교육대 훈련과 상당히 유사하지 아니한가! 보는 관점에 따라 삼청교육대의 좋은 점들도 얼마든지 나열될 수 있다. 그리고, 이 청소년 병영 체험 프로그램도 보는 이에 따라 부정적으로 평가되기도 한다. 이 BBC 아나운서는 이 프로그램이 경악을 금치 못할 프로그램이라고 내뱉지 아니하는가!
영국 아나운서의 이 말 Teenagers all over the world must have been watching that report absolutely horrified 는 행간의 뜻을 어떻게 읽느냐에 따라서 "전세계 청소년들이 한국 노무현 정권의 군사문화를 보고 공포감에 사로잡혔다"로 들릴 수 있다. 그러나 그러한가? 사실은 오히려 그 반대일지 모른다. 노무현이 군인정신을 파괴하는 시대에 한국의 부모들이 군인정신의 소중함을 자녀들에게 일깨워주고 싶은 심리가 있었을 것이다. 하물며, 삼청교육대는 사회 안정을 최우선시하던 4공화국 최규하 대통령 정책의 문제였지, 5공화국과는 아무런 관련도 없었다.

They decided to toughen up their kids to prepare them for future challenges and they've called on the country's ministry to help. Charles Scanlon reports.

In the hands of the marine corps, the toughest branch of the South Korean military. Marines say their training methods are designed to form a new type of human being. There's real stress and tear, but that's all part of the service. The parents are expecting results. This 17-year-old says she used to spend all night at her computer.
>> ( Translated ): I don't usually get up until 6:00 in the afternoon in the school holiday. My parents wanted me to experience some hardship. And I suppose they'd be pretty happy to see me here now. It's been really tough.

>> ( Translated ): I really miss my mom's food, and I don't like all the shouting. I really didn't want to come, but my dad said he'd pay me $10,000 for every day if I agreed.
>> The marines hope these courses will improve their image and counter growing disenchantment with national service. The programme may be a shock for some, but it's been a huge hit with parents.
>> Right now our economic situation is very... Not very good. So they want to... they want their children to overcome the harshness of the society of picking up the experience from our marine corps.
