ANYONE who thinks that young Arabs don’t know how to party hasn’t been to Aqaba during one of Jordan’s national holiday weekends. Here, in the Hashemite Kingdom’s southern speck of a port city, the beach scene along the sandy shores of the Gulf of Aqaba, an arm of the Red Sea, is an Ibiza-light parade of buffed bodies, teeny bikinis, Chanel shades ? and the occasional holdout to traditional Muslim modesty clad head-to-toe in billowing black

Tanning poolside at Aqaba’s year-and-a-half-old InterContinental hotel, it’s easy to forget that the wealthy weekenders from Amman, with their late-model sport utility vehicles and luxury hotel suites, are but the latest new arrivals in a city that has been welcoming visitors for millenniums.

Wedged between Israel to the west and Saudi Arabia to the south, Aqaba was a port in the Roman era that linked Damascus to the Red Sea. Under the Ottoman Empire, however, it fell into centuries of stagnation.

Despite the massive Jordanian flag towering 446 feet above its shores, Aqaba still has a sleepy, former fishing-village feel. The city’s stark concrete promenade remains the domain of local families who snack on grilled fish or smoke from snakelike nargilas along the Red Sea.

Meanwhile, local fishermen continue to trawl for grouper, although increasing numbers turn to the easy cash available by converting their skiffs into glass-bottomed tourist vessels.

Yet this desert town of 85,000 is clearly moving quickly toward becoming an upmarket destination. In recent years, Aqaba has developed a vibrant fitness scene, complete with its own annual triathlon, and Jordan’s nascent motorcycle crowd regularly descends upon the town en masse, proudly mounted atop Harleys.

Minarets have been replaced by satellite dishes in Aqaba’s low-slung core, which sprawls beyond the resort-lined waterfront in a series of grand traffic circles connecting its main commercial and residential districts.

As is already the case with Dubai, another Arabian port city that endured centuries of stagnation ? Aqaba’s financial future is staked on its newfound appeal as an easy-access getaway for Europeans as well as Arabs who want a Muslim-friendly yet Westernized beach resort.

King Abdullah II of Jordan, who keeps a vacation palace in town, has made Aqaba’s development a priority. In February 2001, Abdullah established the Aqaba Special Economic Zone, a mixed public/private-sector entity charged with maximizing Aqaba’s industrial, transportation and ? most important ? touristic potential. The agency is capitalizing on the nearby brightly colored coral reefs, stark desert canyons and easy access to the fabled “red city” of Petra.

For instance, the new InterContinental, a 255-room, $55 million spa resort, opened last year and an even more ambitious, $70 million Kempinski hotel is scheduled for completion in 2008.

A fast ferry now links Aqaba to the resort-filled Sinai peninsula in Egypt, while the city’s cruise ship facilities, underused for years after Sept. 11 cut into tourism, are beginning to receive liners full of Europeans and Americans again.

Still, with a mere 500 five-star hotel rooms ? compared with roughly 16,000 just across the border in the Israeli resort of Eilat or 21,000 in Sharm el Sheikh in nearby Egypt ? it’s clear Aqaba will be playing catch-up for years.

Nevertheless, the city’s ambience, midway between under-the-radar and overdeveloped, imbues Aqaba with an amiable, Arabian charm that is quickly disappearing from much of the Middle East.

“There is an easiness and authenticity to this place and its people that we didn’t expect,” said Lucie Bressy, a Parisian who was shopping in the city’s Jerusalem Market.

Unlike the traditional Levantine souks of Cairo or East Jerusalem, the Jerusalem Market is more a series of individual boutiques fronting busy Yarmuk Street than a covered bazaar.

Inside its family-run businesses, the all-male merchants hawk dense soaps blackened by mineral-rich Jordanian Dead Sea mud, orange sheets of Syrian apricot paste, pungent Lebanese coffee spiked with cardamom, and endless boxes of spices.

While most of the Market’s browsers, like its sellers, are Jordanian ? a mix of Amman-based tourists and local housewives in head-to-toe black, stocking up on cigarettes and sweets ? the Hungarian-language signs in many of the shops signal the arrival of a new element in Aqaba.

상인 같아 보이는 시장의 브라우져(구경꾼)들의 대부분이 요르단 인들일까?, 암만 출신의 관광객과 머리에서 발끝까지 검게한 지역 가정주부들이 뒤섞여 있고, 담배와 사탕을 스톡 업(좨 놓고)하고 있고, 아카바에 새로운 바람이 몰려 오고 있다는 상징인 대부분의 가게에 헝가리 언어가 들린다

For veteran shopkeepers like Mahmoud Abdeen, the rising numbers of Hungarians represent a new breed of tourist in the city ? visitors who like to spend.

마후무드 압딘같은 베테랑 가게주인은 관광객들의 늘어나는 도시의 새로운 브리드(족속)들인 헝가리인들이 늘어난다는 것을 보여주는 대표적인 사례이다

Wealthy Jordanians “just stay in their hotels and don’t like to shop, while the middle classes come to shop, but they don’t want to buy,” said Mr. Abdeen, who sells colorful Bedouin robes, coral jewelry and T-shirts.

Yet European visitors ? even the mostly charter and package-tour travelers currently in Aqaba ? like to shop and, judging by the crowd at the Ali Baba restaurant, they also like to eat. Perched on the top of the Princess Haya Circle ? Aqaba’s Times Square ? the Lebanese-owned Ali Baba is as formal as Aqaba gets, with waiters in suits and a respectable wine list.

 Middle Eastern mezzes like the lemony tabouleh ? far finer and greener than anything served in the West ? and the buttery-smooth hummus are followed by freshly grilled seafood, spicy kebabs or grilled chicken.

Even in the winter, you can sit outside and watch Aqaba speed by.
TRADITIONALLY, Petra and Wadi Rum ? Jordan’s best-known tourist sites ? are visited as part of an Amman-based itinerary, although it takes half a day to drive from the capital and an overnight stay close to the ruins.

But from Aqaba, the two sites are no more than 90 minutes north, making the city an alternative base to explore the region, one that offers azure seas in place of Amman’s urban sprawl.
Yet in a more modest way, Aqaba is developing its own version of sprawl.

As the cranes currently dotting its waterfront suggest, there is a construction boom under way, with projects such as Tala Bay ? a $1.4 billion complex of leisure homes, golf courses, marinas and a new Radisson Hotel ? partly completed and open for business about nine miles from the city center.

Much of Tala Bay’s appeal lies in its proximity to Aqaba’s prime diving sites. Less developed and less polluted than Israel’s reefs next door, Aqaba’s Red Sea biosphere is considered one of the best diving spots in the region, if not the world.

With Tala Bay now operational, up next are the $600 million Saraya Aqaba and $700 million Ayla Oasis projects ? filled with artificial lagoons leading to choice Red Sea beaches and surrounded by thousands of homes and hotel rooms, yachting marinas, golf courses and faux souks, or markets.

While neither development is scheduled to open before 2009, they’re already luring prime tenants, including Starwood, the giant hotel company, which will manage two Saraya properties.

Back at the InterContinental ? hidden like most of Aqaba’s five-star hotels behind heavy security ? a 20-year-old engineering student, Muhammad Dahar, and his girlfriend, Meena, visitors from Amman, are clearly less concerned with Aqaba’s long-term vitality and more worried about its short-term night-life options.

There are no direct flights between the United States and King Hussein International Airport in Aqaba, although Royal Jordanian (www.rj.com; 212-949-0050) does fly direct between Kennedy Airport in New York and Amman (recent online fares were about $625 in mid-December). A new carrier, Jordan Aviation, serves Aqaba from Amman (for as low as about $90 round trip), Egypt, Syria and much of the Persian Gulf (www.jordanaviation.jo; 962-6-550-1760).
