국토부 장관,“민생안정·국민안전 등 빈틈없이 관리”

- 9일 오전 실국장 회의·산하기관장 회의…국민 일상 회복 강조

박 국토교통부 장관은 12월 9일 오전 실국장 회의와 산하 공공기관장 회의를 잇달아 개최했다.

실국장 회의는 오전 9시 10분 정부세종청사에서 국토교통부 1·2차관, 대도시권광역교통위원장과 각 실·국장 등 주요 간부가 참석한 가운데 개최했다.

 이어 10시 30분에는 한국토지주택공사, 한국철도공사, 한국도로공사, 인천국제공항공사 등 28개 산하 공공기관을 영상으로 연결하여 기관별 주요 현안을 논의했다.

실국장 회의에서 박 장관은 “국민 일상 회복을 지원하기 위한 책임과 소명을 다해줄 것”을 당부하며, “공직자는 어려운 상황에서도 국가가 흔들리지 않도록 하는 굳건한 기둥임을 명심하고, 각자 정위치에서 소임을 다할 것”을 강조했다.

국민들의 일상생활에 불편함이 없도록 공공질서 확립과 사회 시스템 유지에 총력을 기울여달라고 말하며, 특히 철도파업으로 인한 국민 불편을 최소화하기 위해 비상수송대책의 차질 없는 시행과 신속한 파업 종료를 위한 노사 협상도 촉구했다.

또한, 주거취약계층 등을 위한 차질 없는 주택 공급과 건설·배달·택배 등 현장 종사자를 위한 세심한 정책을 당부했다.

 “국토교통 전 분야에 걸쳐 국민안전을 최우선으로 삼고 안전 관리에 만전을 기해 달라”면서, 이를 위해 관계기관은 물론 민간과의 소통과 협력을 강화해 나가야 한다고 강조했다.

특히, 1기 신도시 재정비, 뉴:빌리지 등 민생과 관련된 정책들과 해외 건설 수주 등 민간 지원 정책을 차질 없이 추진할 수 있도록 노력해야 한다고 강조했다.

산하기관장 회의에서도 박 장관은 “각 기관이 민생의 최접점에 있는 만큼, 책임감과 사명감을 갖고 맡은 바 소임을 다해 달라”고 당부하며, “국토부를 중심으로 공공기관 간 협력을 통해 국민들의 일상이 흔들리지 않도록 해야 한다”고 강조했다.

이에, 회의에 참석한 공공기관 기관장들도 “국민들의 일상과 안전을 위해 공공기관으로서 맡은 바 역할을 충실히 할 것”을 다짐하며, 주요 업무 현안에 대한 대응 계획을 보고했다.

먼저, 한문희 한국철도공사 사장은 “현재 진행 중인 철도파업에 대해 노사 간 성실한 교섭을 통해 빠른 시일 내 열차 운행을 정상화할 수 있도록 최선을 다하겠다”고 말했다. 이한준 한국토지주택공사 사장은 “공공주택 사업이 당초 목표대로 진행될 수 있도록 노력하겠다”고 말했다.

 또한, 이학재 인천국제공항공사 사장은 “관문 공항으로서 여객과 화물 수송에 있어 한 치의 오차도 없도록 관리해 나갈 것”이라고 말했고, 함진규 한국도로공사 사장은 “연말 개통이 예정된 노선에 대해 철저히 관리하겠다”고 밝혔다.

한편, 박 장관은 연말까지 계획된 정책현장 방문과 민생 행보를 예정대로 차질 없이 진행하고 현장 목소리에도 귀 기울일 예정이다.

さらに10時30分には韓国土地住宅公社、韓国鉄道公社、韓国道路公社、仁川国際空港公社など28の傘下の公共機関を映像で結び、機関別の主要懸案について話し合いました。



室局長会議でパク長官は「国民の日常回復を支援するための責任と召命を全うすること」を要請し、「公職者は難しい状況でも国家が動揺しないようにする堅固な柱であることを肝に銘じ、各自定位置で任務を全うすること」を強調した。



国民の日常生活に不便がないよう公共秩序確立と社会システム維持に総力を傾けてほしいと話し、特に鉄道ストライキによる国民不便を最小化するために非常輸送対策の支障のない施行と迅速なストライキ終了のための労使交渉も促した。



また、住居脆弱階層などのための支障のない住宅供給と建設·配達·宅配など現場従事者のための細心な政策を要請した。



「国土交通の全分野にわたって国民の安全を最優先にし、安全管理に万全を期してほしい」とし、そのために関係機関はもちろん民間との疎通と協力を強化していかなければならないと強調した。



特に、第1期新都市再整備、ニュービレッジなど民生と関連した政策と海外建設受注など民間支援政策を支障なく推進できるよう努力しなければならないと強調しました。



傘下機関長会議でもパク長官は「各機関が民生の最接点にあるだけに、責任感と使命感を持って引き受けた任務を全うしてほしい」と頼み、「国土部を中心に公共機関間協力を通じて国民の日常が揺れないようにしなければならない」と強調した。



これに対し、会議に参加した公共機関の機関長たちも「国民の日常と安全のために公共機関として引き受けた役割を忠実にすること」を誓って、主要業務懸案に対する対応計画を報告した。



まず、韓国鉄道公社のハン·ムンヒ社長は「現在進行中の鉄道ストライキに対して労使間の誠実な交渉を通じて早期に列車運行を正常化できるよう最善を尽くす」と話した。 韓国土地住宅公社のイ·ハンジュン社長は「公共住宅事業が当初の目標どおり進行されるよう努力する」と話した。



また、仁川国際空港公社のイ·ハクジェ社長は「関門空港として旅客と貨物輸送において一寸の誤差もないよう管理していく」と述べ、韓国道路公社のハム·ジンギュ社長は「年末に開通が予定されている路線について徹底的に管理する」と明らかにしました。



一方、パク長官は年末までに計画された政策現場訪問と民生の歩みを予定通り支障なく進め、現場の声にも耳を傾ける予定です。

At 10:30 p.m., 28 public institutions, including the Korea Land and Housing Corporation, the Korea Railroad Corporation, the Korea Expressway Corporation, and the Incheon International Airport Corporation, were connected by video to discuss major pending issues for each institution.



At the meeting of the director-general, Minister Park urged, "We will fulfill our responsibilities and calling to support the recovery of the people's daily lives," and emphasized, "Public officials are a solid pillar to keep the country from shaking even in difficult situations, and each of them will fulfill their duties in a proper position."



He urged all-out efforts to establish public order and maintain the social system so that people do not experience inconvenience in their daily lives, especially labor-management negotiations to implement emergency transportation measures and quickly end strikes to minimize public inconvenience caused by rail strikes.



In addition, it asked for careful policies for field workers such as construction, delivery, and delivery without disruption for housing vulnerable groups.



"Please put public safety first in all areas of land and transportation and make every effort to manage safety," he said, stressing that communication and cooperation with the private sector as well as related agencies should be strengthened.



In particular, he stressed that efforts should be made to promote policies related to people's livelihoods, such as reorganization of the first new city and new: village, and private support policies such as overseas construction orders.



At the meeting of heads of affiliated organizations, Minister Park also said, "As each institution is at the closest point to the people's livelihood, please do your job with a sense of responsibility and mission." and stressed, "We should not let people's daily lives falter through cooperation between public institutions centered on the Ministry of Land, Infrastructure and Transport."



Accordingly, heads of public institutions attending the meeting also reported plans to respond to major business issues, vowing to "faithfully play their role as public institutions for the daily life and safety of the people."



First, Korea Railroad Corporation President Han Moon-hee said, "We will do our best to normalize train operations as soon as possible through sincere negotiations between labor and management regarding the ongoing railway strike." Lee Han-joon, president of Korea Land and Housing Corporation, said, "We will make efforts to ensure that the public housing project proceeds as originally targeted."



In addition, Lee Hak-jae, president of Incheon International Airport Corporation, said, "As a gateway airport, we will manage passengers and cargo transportation so that there is no error," while Ham Jin-kyu, president of Korea Expressway Corporation, said, "We will thoroughly manage routes scheduled to open at the end of the year."



Meanwhile, Minister Park will proceed with the planned visit to the policy site and people's livelihoods by the end of the year without any setbacks and listen to the voices of the site.
