I understand why Carlos thinks that stolen artifacts should remain in the cultural institutions where currently are. However, I think cultural institutions should return stolen artifacts to their countries of origin. The biggest reason that I think is countries' authenticity. I think the authenticity comes from artifacts. The reason is that artifacts are the evidences that can prove the originality of the country. For example, let's suppose that there is a country "A" that was stolen many artifacts by a country "B”. It is hard for A to assert their originality because A don't have a lot of artifacts. In other view, it is economic loss too. In specific, if a country has an originality, many foreign traveler want to visit the country.
