Putin to Miss NATO Summit in Riga

Vladimir Putin was not invited to NATO's first summit in a country once incorporated into the Soviet Union, but that did not stop rumors that the Russian leader might show up for a meal anyway. The diplomatic buzz before the summit was that Putin would come, at least to join French President Jacques Chirac mark his 74th birthday with a celebratory supper.

But Kremlin spokesman eventually  put the rumors to rest. And the efforts to organize a meeting that would fit into the schedules of Putin, Chirac and Latvian President were 'unfortunately' unsuccessful. No Russian president has visited any of the three Baltic states since Latvia, Estonia and Lithuania broke away from Soviet rule in 1991. All three annoyed the Kremlin by joining NATO in 2004, and relations have been persistently thorny.

The word of the year? You be the decider!

Will "landslide" win by a landslide? Will "sectarian," "vendetta" or "decider" be named 2006's word of the year? Merriam-Webster Inc., publisher of a leading U.S. dictionary, is asking visitors to its Web site to pick the "one single word that sums up 2006." The voting began November 20 and concludes on December 4, a spokesman for the company, said in a telephone interview.

He also said that they've been getting literally thousands of submissions. The company, which is owned by Encyclopedia Britannica, has no idea what the leading words are at this point in the voting. The publisher expects to announce the winner and the other top nine vote-getters around mid-December.
