Summary:
Paul gives Timothy a solemn charge in the presence of God and of Christ Jesus, who will judge the living and the dead. He makes this charge by Christ's appearing and by His kingdom.
Timothy is to preach the word. He should be ready whether the timing seems right or not. He is to reprove, rebuke, and encourage people, always with great patience and careful teaching.
Teaching:
In the Bible, when God gives a command, it is always directed at someone, and it always assigns a specific task. So it is not a vague command. It is a task given to me, one I must carry out. In this passage, the task is to preach the Word, which means to become a proclaimer.
There is no special timing for proclaiming the Word. Even when the timing doesn't seem right, we are to proclaim it. We are to speak this Word, which was inspired by the Holy Spirit. That means creating opportunities ourselves to proclaim it.
Men, stay alert and focus on learning the Word. Whether or not God gives you an opportunity, keep learning the Word.
