無憚(무탄)은 惡(악)을 만들고도 꺼림직하게 여기거나 두려움이 없는 것이다.

  Mutan(無憚,무탄) refers to committing evil without feeling qualms or fear.

악함을 말하면서 남이 자신의 방법을 깨뜨릴까 두려워하고

  While speaking of wickedness, one fearsthat others might see through their methods,

악함에 처하여서  남이 알까 두려워하여 스스로 악함을 숨기는 것이다.

  and while engaged in wickedness, one fears that other will find out,

   thus concealing their own wickedness.

이미 저지른 악함을 진심으로 두려워함이 없으며

  Having no sincere fear the evil already committed,

장차 꾀할 악함을 진심으로 꺼림직하게 여기거나 두려워함이 없음은

  and feeling no genuine qualms or fear regarding the evil one plans to commit in the future,

완고한 악함으로서 가히 그 재앙을 받게 된다.

  is a form of stubborn wickedness, which will inevitably bring disaster upon oneself.

無憚者는 做惡而無忌憚也라 (무탄자는 주악이무기탄야라)

  A person of Mutan(fearlessness in evil) is one who commits evil without

  any dread or hesitation.

設惡而怕人道破하며 (설악이파인도파하며)

  While devising evil, they fear that others might see through and expose it,

處惡而畏人知覺을 自謂隱惡이요 (처악이외인지각을 자위은악이요)

  and while engaged in evil, they fear that others might discover it,

  calling it the concealment of evil.

旣裨惡이 無眞心畏迲하고 (기비악이 무진심외겁하고)

  Having already committed evil, they feel no genuine fear or dread,

將營惡에 無眞心忌憚은 頑惡也니 可領其禍니라. (장영악에 무진심기탄은 완악야니 가령기화니라. )
  and planning to commit future evil without any sincere dread or hesitation

  is a form of stubborn wickedness, which will inevitably bring disaster upon oneself.

  [Explanation, 풀이]

惡(악)을 숨기고 惡(악)을 끝없이 행한다는 것은 보통 사람의 의지로는 불가능하다.

  Concealing evil and endlessly committing it is impossible through the will

  of an ordinary person.

대개 이러한 사람들은 탁월하여 당하는 사람조차 당장은 그것이 惡(악)인지 모르고 지나간다.

  For the most part, such individuals are so remarkably clever that even their victims

  do not realize it is evil at the time.

그리고 남들이 모두 알게 될 때는 이미 아무도 그의 말을 믿지 않는다.

  And by the time everyone else comes to know the truth,

   no one believes his words anymore.

따라서 惡(악)을 저지르고 싶어도 저지를 환경을 스스로 잃는다.

  Therefore, even if he wishes to commit evil, 

   he loses the very environment that would allow him to do so.

그것이 살아서 만나는 재앙을 받게 된다.
  This is how one receives disaster while still alive.
