교황청 신앙교리성 교황령 「성공회 신자 단체」(Anglicanorum Coetibus)의 보완 규범 성좌 관할 제1조 모든 자치단은 교황청 신앙교리성에 종속되고, 관할 교황청 부서들과 긴밀한 관계를 유지한다. 주교회의와 교구장 주교와 맺는 관계 제2조 ① 직권자는 그 나라 주교회의의 지침이 교황령 「성공회 신자 단체」(Anglicanorum Coetibus)의 규범들과 일치한다면 그 지침을 따른다. ② 직권자는 주교회의 회원이다. 제3조 직권자는 직무 수행에서 자치단이 있는 교구의 교구장 주교와 긴밀한 친교의 유대를 유지하여 교구의 사목 계획에 맞게 자치단의 사목 활동을 조정하여야 한다. 직권자 제4조 ① 직권자는 운영위원회가 제시한 세 명의 후보자 가운데에서 성좌의 동의를 받아(ad nutum Sanctae Sedis) 교황이 임명한 주교나 신부가 될 수 있다. 직권자에 대해서는 교회법 제383-388조와 제392-394조, 제396-398조가 적용된다. ② 직권자는 가톨릭 교회와 완전한 친교를 이룬 성공회 교역자들을 자치단에 입적시킬 권한이 있다. 특히, 사목 규정(Provvedimento Pastorale)을 통하여 이미 어떤 교구에 입적된 이들 그리고 직권자가 올린 자치단 소속 성품 후보자들이 이에 해당된다. 자치단에 입적될 성직자들은 그들의 이전 교구에서 제적되어야 한다. ③ 직권자는 먼저 주교회의와 협의하고 운영위원회의 동의와 성좌의 승인을 받아 필요하다면 직권자 대리의 감독 아래 여러 속인 본당 사목구들의 신자들을 돌보는 지구들을 설립할 수 있다. 자치단 신자들 제5조 ① 자치단에 받아들여지기를 원하는 성공회 출신 평신도는 신앙 고백을 하고 교회법 제845조에 따라 입교 성사들을 받은 다음에 자치단의 교적에 기입되어야 한다. 자치단 밖에서 모든 입교 성사를 받은 이들은 통상적으로 자치단의 구성원 자격이 없다. 단, 자치단에 속한 가정의 가족이면 그러하지 아니하다. ② 가톨릭 교회에서 세례를 받았으나 그 밖의 입교 성사들을 받지 않았고 그 후에 자치단의 복음 선교를 통하여 신앙 활동을 재개한 사람은 자치단의 구성원으로 받아들여질 수 있고 견진성사나 성체성사를 받거나 또는 이 두 성사를 함께 받을 수 있다.1) ③ 가톨릭 교회 밖의 또 다른 교회 공동체에서 유효하게 세례를 받았고 그 후에 자치단의 복음 선교의 결실로 가톨릭 교회와 완전한 친교를 이루고자 하는 의향을 표명하는 사람은, 자치단에 받아들여질 수 있고 이때부터 충만한 친교를 이루게 되며 견진성사와 성체성사를 받을 수 있다. 또한 이는 유효하게 세례를 받지 않았지만 자치단의 복음 선교를 통하여 신앙을 갖게 된 이들에게도 적용되고, 이에 따라 이들은 자치단 안에서 모든 입교 성사를 받을 수 있다. ④ 평신도와 축성생활회와 사도생활단 회원들이 교구나 본당 사목구에서 사목 활동이나 애덕 활동에 협력할 때, 그들은 교구장 주교나 그 지역 본당 사목구 주임에게 종속된다. 이 경우에 해당 지역의 교구장 주교나 본당 사목구 주임의 권한은 자치단의 직권자와 본당 사목구 주임의 권한과 공동으로 행사된다. 성직자 제6조 ① 직권자가 성품 후보자를 받아들이려면 운영위원회의 동의를 얻어야 한다. 성공회의 교회 전통과 관행을 고려하여, 직권자는 자치단의 객관적 기준과 필요에 바탕을 둔 식별 과정을 거친 다음 기혼 남자를 자치단의 사제직에 받아들여 달라는 요청서를 교황에게 제출할 수 있다. 이러한 객관적 기준은 직권자가 지역 주교회의와 협의하여 결정하고 성좌의 승인을 받아야 한다. ② 가톨릭 교회에서 성품을 받은 다음 성공회 신자가 된 이들은 자치단에서 성무를 수행할 수 없다. 비정상적 혼인의 상황에 있는 성공회 성직자는 자치단에서 성품들을 받을 수 없다. ③ 자치단에 입적된 사제들은 직권자에게서 필요한 특별 권한을 받는다. 제7조 ① 직권자는 자치단에 입적된 성직자들에게 적절한 보수를 보장하고, 질병이나 장애나 노년을 대비하여 그들의 필요에 부응할 수 있도록 사회 보장을 제공해야 한다. ② 직권자는 자치단 성직자를 돌보는 데에 사용할 수 있는 자원과 자금에 대해서 주교회의와 논의할 수 있다. ③ 필요하다면, 사제들은 직권자의 허가를 받아 사제 직무 수행에 어긋나지 않는 세속 직업에 종사할 수 있다(교회법 제286조 참조). 제8조 ① 사제들은 자치단의 사제단을 구성하면서도 그들이 자치단 신자 사목을 수행하는 교구에서 교구 사제 평의회의 회원으로 선출될 수 있다(교회법 제498조 2항 참조). ② 자치단에 입적된 사제들과 부제들은 그들이 직무를 수행하는 교구에서 교구장 주교가 정한 방식에 따라 교구 사목 평의회의 회원이 될 수 있다(교회법 제512조 1항 참조).
제9조 ① 자치단에 입적된 성직자들은 신자 사목에 적합하다고 여겨지면 언제라도 그들의 주소지나 준주소지 교구에 협력할 수 있어야 한다. 이 경우에 그들은 자신이 맡은 사목 임무나 직무와 관련하여 교구장 주교에게 종속된다. ② 교구나 축성생활회나 사도생활단에 입적된 성직자는 바람직하다고 여겨지면 언제 어디서나 자기 교구장 주교나 장상의 서면 동의를 받아 자치단의 사목에 협력할 수 있다. 이 경우에, 그들은 자기가 맡은 사목 임무나 직무와 관련하여 자치단 직권자에게 종속된다. ③ 1항과 2항의 경우에 자치단의 직권자와 교구장 주교나 축성생활회 장상이나 사도생활단 단장 간에, 협력 조건과 지원 수단에 관한 모든 사항이 명시된 서면 협약이 있어야 한다. 제10조 ① 자치단의 성직자 양성은 다음의 두 가지 목표를 달성해야 한다. 1) 지역 상황에 따라 교구 신학생들과 공동 양성, 2) 가톨릭 전통과 완전한 조화를 이루면서 특별한 가치를 지닌 성공회 유산의 측면에서 양성. ② 자치단 신학생들은 교구장 주교나 관련 주교들과의 합의에 따라 신학교나 신학 대학에서 다른 신학생들과 함께 신학 교육을 받게 된다. 후보자들은 운영위원회의 동의를 받아 명시적으로 성공회 유산을 전수할 목적으로 세워진 양성소나 신학교 학과 과정에서 특별한 사제 양성 교육을 받을 수 있다. ③ 자치단은 성좌가 승인한 자체의 ‘사제 양성 지침’(Ratio Institutionis Sacerdotalis)을 갖추어야 하고, 모든 양성소는 직권자가 승인한 자체 규칙을 마련하여야 한다(교회법 제242조 1항 참조). ④ 직권자는 자치단의 속인 본당 사목구나 공동체에 속한 신자들이나 가톨릭 교회와 완전한 친교를 맺은 이전 성공회 신자들만을 신학생으로 받아들일 수 있다. ⑤ 자체적으로 마련한 지속 양성 프로그램은 물론이고 주교회의와 교구장 주교가 마련하는 양성을 위한 지역 교육 과정에도 자치단 신학생들이 참여하도록 한다. 이전 성공회 주교들 제11조 ① 이전 성공회 기혼 주교는 직권자에 임명될 자격이 있다. 이 경우에 그는 가톨릭 교회에서 사제품을 받은 다음 자치단 안에서 완전한 관할권을 가지고 사목과 성사 직무를 수행한다. ② 자치단에 속하는 이전 성공회 주교는 직권자의 자치단 운영을 도와주도록 요청받을 수 있다. ③ 자치단에 속하고 가톨릭 교회 안에서 주교품을 받지 않은 이전 성공회 주교는 주교 표지 사용에 대한 성좌의 허가를 요청할 수 있다. 운영위원회 제12조 ① 운영위원회는 직권자가 승인한 정관에 따라 참사회와 사제 평의회에 대해 교회법이 부여한 권리와 책무를 가진다. ② 이러한 책무 외에도, 직권자는 다음과 같은 일에서 운영위원회의 동의가 필요하다. ㄱ. 성품 후보자 승인 ㄴ. 속인 본당 사목구의 설립이나 폐지 ㄷ. 양성소 설립이나 폐지 ㄹ. 양성 교육 과정 승인 ③ 또한 직권자는 자치단의 사목 활동과 성직자 양성의 기본 원칙들에 관하여 운영위원회의 의견을 들어야 한다. ④ 운영위원회는 다음의 경우에 의결 투표권을 가진다. ㄱ. 직권자 임명을 위하여 성좌에 제출할 세 명의 후보자를 정할 때, ㄴ. 성좌에 제출하여야 하는 자치단 보완 규범들의 수정을 제안할 때, ㄷ. 운영위원회 정관, 사목 평의회 정관, 양성소 규칙을 작성할 때. ⑤ 운영위원회는 위원회 정관에 따라 구성되고, 위원의 1/2은 자치단 사제들이 선발한다. 사목 평의회 제13조 ① 직권자가 설립한 사목 평의회는 자치단의 사목 활동에 관한 조언을 한다. ② 직권자가 의장인 사목 평의회는 직권자가 승인한 정관으로 다스려진다. 속인 본당 사목구 제14조 ① 본당 사목구 주임은 본당 사목구의 사목에서 직권자가 임명한 본당 사목구 보좌의 도움을 받을 수 있다. 사목 평의회와 재무 평의회는 본당 사목구 안에 세워져야 한다. ② 보좌가 없을 경우, 본당 사목구 주임의 부재나 직무 이행 불능, 유고의 경우에 속인 본당 사목구 성당이 있는 곳의 속지 본당 사목구의 주임이 주임으로서 권한을 행사하여 사목적 요구를 채워 줄 수 있다. ③ 속인 본당 사목구가 세워지지 않은 교구 안에 사는 신자들의 사목을 위하여 직권자는 교구장의 의견을 들은 다음 준 본당 사목구를 설립할 수 있다(교회법 제516조 1항 참조). 하느님 예배의 거행 제15조 ① 「하느님 예배」(Divine Worship)는 자치단에서 사용하도록 성좌가 승인한 전례 양식으로 가톨릭 예배와 가치 있는 성공회 전례 유산을 표현하고 보존한다. 이는 성공회 전통의 역사 안에서 가톨릭 신앙을 길러 왔고 교회 일치를 향한 열망을 증진해 온 것으로 여겨진다. ② 「하느님 예배」에 따른 공적 전례 거행은 교황령 「성공회 신자 단체」에 따라 설립된 속인 자치단에 한정된다. 회중 없이 미사를 거행하거나 해당 성당 담임 또는 본당 사목구 주임의 공식적인 허락을 받아 미사를 거행한다면, 자치단에 입적된 사제는 누구라도 자치단의 본당 사목구 밖에서 「하느님 예배」에 따라 거행할 수 있다. ③ 사목적으로 필요한 경우나 자치단에 입적된 사제가 부재할 경우, 자치단이 요청하면 교구 또는 축성생활회나 사도생활단에 입적된 사제는 누구라도 그 자치단 회원들을 위하여 「하느님 예배」에 따라 거행할 수 있다. 교구 또는 축성생활회나 사도생활단에 입적된 사제는 「하느님 예배」에 따라 미사를 공동 거행할 수 있다. 프란치스코 교황님께서는 아래 서명한 신앙교리성 장관 추기경에게 허락하신 2019년 3월 8일 알현에서, 신앙교리성 정례 회의에서 채택된 이 개정된 교황령 「성공회 신자 단체」(Anglicanorum Coetibus) 보완 규범을 승인하시고 발표하도록 정하셨습니다. 로마에서 2019년 3월 19일 복되신 동정 마리아의 배필, 보편 교회의 수호자 성 요셉 대축일 교황청 신앙교리성 장관 루이스 프란시스코 라다리아 페레르 추기경 차관 자코모 모란디 대주교 1) 이 조항은 2013년 5월 29일 신앙교리성 정례 회의의 결정에 따라 그리고 2013년 5월 31일 프란치스코 교황의 승인을 받아 ‘보완 규범’의 본문에 추가된 것이다. <원문 Congregazione per la Dottrina della Fede, Norme Complementari alla Constituzione Apostolica “Anglicanorum Coetibus”, 2019.3.19., 영어와 이탈리아어> 영어: CONGREGATION FOR THE DOCTRINE OF THE FAITH COMPLEMENTARY NORMS
Jurisdiction of the Holy See Article 1 Each Ordinariate is subject to the Congregation for the Doctrine of the Faith. It maintains close relations with the other Roman Dicasteries in accordance with their competence. Relations with Episcopal Conferences and Diocesan Bishops Article 2 § 1. The Ordinary follows the directives of the national Episcopal Conference insofar as this is consistent with the norms contained in the Apostolic Constitution Anglicanorum coetibus. § 2. The Ordinary is a member of the respective Episcopal Conference. Article 3 The Ordinary, in the exercise of this office, must maintain close ties of communion with the Bishop of the Diocese in which the Ordinariate is present in order to coordinate its pastoral activity with the pastoral program of the Diocese. The Ordinary Article 4 § 1. The Ordinary may be a bishop or a presbyter appointed by the Roman Pontiff ad nutum Sanctae Sedis, based on a terna presented by the Governing Council. Canon Law 383-388, 392-394, and 396-398, of the Code of Canon Law, apply to him. § 2. The Ordinary has the faculty to incardinate in the Ordinariate former Anglican ministers who have entered into full communion with the Catholic Church; particularly those already incardinated in a diocese by virtue of the Pastoral Provision; as well as candidates belonging to the Ordinariate and promoted to Holy Orders by him. Clerics incardinating into the Ordinariate must excardinate from their former Diocese. § 3. Having first consulted with the Episcopal Conference and obtained the consent of the Governing Council and the approval of the Holy See, the Ordinary can erect as needed territorial deaneries supervised by a delegate of the Ordinary covering the faithful of multiple personal parishes. The Faithful of the Ordinariate Article 5 § 1. The lay faithful originally of the Anglican tradition who wish to belong to the Ordinariate, after having made their Profession of Faith and received the Sacraments of Initiation, with due regard for Canon 845, are to be entered in the apposite register of the Ordinariate. Those who have received all of the Sacraments of Initiation outside the Ordinariate are not ordinarily eligible for membership, unless they are members of a family belonging to the Ordinariate. § 2. A person who has been baptized in the Catholic Church but who has not completed the Sacraments of Initiation, and subsequently returns to the faith and practice of the Church as a result of the evangelizing mission of the Ordinariate, may be admitted to membership in the Ordinariate and receive the Sacrament of Confirmation or the Sacrament of the Eucharist or both.[1] § 3. A person, who has been validly baptized in another Ecclesial Community outside of the Catholic Church, and subsequently desires to enter into full communion with the Catholic Church through the evangelizing mission of the Ordinariate, may be admitted to membership in the Ordinariate upon reception into full communion and conferral of the Sacraments of Confirmation and Eucharist. Also, this applies to the case of those not being validly baptized that have come to the faith through the evangelizing mission of the Ordinariate and therefore receive in it all of the sacraments of initiation. § 4. Lay faithful and members of Institutes of Consecrated Life and Societies of Apostolic Life, when they collaborate in pastoral or charitable activities, whether diocesan or parochial, are subject to the Diocesan Bishop or to the pastor of the place; in which case the power of the Diocesan Bishop or pastor is exercised jointly with that of the Ordinary and the pastor of the Ordinariate. The Clergy Article 6 § 1. In order to admit candidates to Holy Orders the Ordinary must obtain the consent of the Governing Council. In consideration of Anglican ecclesial tradition and practice, the Ordinary may present to the Holy Father a request for the admission of married men to the presbyterate in the Ordinariate, after a process of discernment based on objective criteria and the needs of the Ordinariate. These objective criteria are determined by the Ordinary in consultation with the local Episcopal Conference and must be approved by the Holy See. § 2. Those who have been previously ordained in the Catholic Church and subsequently have become Anglicans, may not exercise sacred ministry in the Ordinariate. Anglican clergy who are in irregular marriage situations may not be accepted for Holy Orders in the Ordinariate. § 3. Presbyters incardinated in the Ordinariate receive the necessary faculties from the Ordinary. Article 7 § 1. The Ordinary must ensure that adequate remuneration be provided to the clergy incardinated in the Ordinariate, and must provide for their needs in the event of sickness, disability, and old age. § 2. The Ordinary will enter into discussion with the Episcopal Conference about resources and funds which might be made available for the care of the clergy of the Ordinariate. § 3. When necessary, priests, with the permission of the Ordinary, may engage in a secular profession compatible with the exercise of priestly ministry (cf. CIC, can. 286). Article 8 § 1. The presbyters, while constituting the presbyterate of the Ordinariate, are eligible for membership in the Presbyteral Council of the Diocese in which they exercise pastoral care of the faithful of the Ordinariate (cf. CIC, can. 498, §2). § 2. Priests and Deacons incardinated in the Ordinariate may be members of the Pastoral Council of the Diocese in which they exercise their ministry, in accordance with the manner determined by the Diocesan Bishop (cf. CIC, can. 512, §1). Article 9 § 1. The clerics incardinated in the Ordinariate should be available to assist the Diocese in which they have a domicile or quasi-domicile, where it is deemed suitable for the pastoral care of the faithful. In such cases they are subject to the Diocesan Bishop in respect to that which pertains to the pastoral charge or office they receive. § 2. Where and when it is deemed suitable, clergy incardinated in a Diocese or in an Institute of Consecrated Life or a Society of Apostolic Life, with the written consent of their respective Diocesan Bishop or their Superior, can collaborate in the pastoral care of the Ordinariate. In such case they are subject to the Ordinary in respect to that which pertains to the pastoral charge or office they receive. § 3. In the cases treated in the preceding paragraphs there should be a written agreement between the Ordinary and the Diocesan Bishop or the Superior of the Institute of Consecrated Life or the Moderator of the Society of Apostolic Life, in which the terms of collaboration and all that pertains to the means of support are clearly established. Article 10 § 1. Formation of the clergy of the Ordinariate should accomplish two objectives: 1) joint formation with diocesan seminarians in accordance with local circumstances; 2) formation, in full harmony with Catholic tradition, in those aspects of the Anglican patrimony that are of particular value. § 2. Ordinariate Seminarians will receive their theological formation with other seminarians at a seminary or theological faculty in agreement with the Diocesan Bishop or Bishops concerned. Candidates may receive other aspects of priestly formation at a seminary program or house of formation established, with the consent of the Governing Council, expressly for the purpose of transmitting Anglican patrimony. § 3. The Ordinariate must have its own Program of Priestly Formation, approved by the Holy See; each house of formation should draw up its own rule, approved by the Ordinary (cf. CIC, can. 242, §1). § 4. The Ordinary may accept as seminarians only those faithful who belong to a personal parish or community of the Ordinariate or who were previously Anglican and have established full communion with the Catholic Church. § 5. The Ordinariate sees to the continuing formation of its clergy, through their participation in local programs for formation provided by the Episcopal Conference and the Diocesan Bishop, as well as in their own programs of ongoing formation. Former Anglican Bishops Article 11 § 1. A married former Anglican Bishop is eligible to be appointed Ordinary. In such a case he is to be ordained a priest in the Catholic Church and then exercises pastoral and sacramental ministry within the Ordinariate with full jurisdictional authority. § 2. A former Anglican Bishop who belongs to the Ordinariate may be called upon to assist the Ordinary in the administration of the Ordinariate. § 3. A former Anglican Bishop who belongs to the Ordinariate and who has not been ordained as a bishop in the Catholic Church, may request permission from the Holy See to use the insignia of the episcopal office. The Governing Council Article 12 § 1. The Governing Council, in accord with Statutes which the Ordinary must approve, will have the rights and responsibilities accorded by the Code of Canon Law to the College of Consultors and the Presbyteral Council. § 2. In addition to these responsibilities, the Ordinary needs the consent of the Governing Council to:
§ 3. The Ordinary also consults the Governing Council concerning the pastoral activities of the Ordinariate and the principles governing the formation of clergy. § 4. The Governing Council has a deliberative vote:
§ 5. The Governing Council is composed according to the Statutes of the Council. Half of the membership is elected by the priests of the Ordinariate. The Pastoral Council Article 13 § 1. The Pastoral Council, constituted by the Ordinary, offers advice regarding the pastoral activity of the Ordinariate. § 2. The Pastoral Council, whose president is the Ordinary, is governed by Statutes approved by the Ordinary. The Personal Parishes Article 14 § 1. The pastor may be assisted in the pastoral care of the parish by the parochial vicar, appointed by the Ordinary; a pastoral council and a finance council must be established in the Parish. § 2. If there is no vicar, in the event of absence, incapacity, or death of a pastor, the pastor of the territorial parish in which the church of the personal parish is located can exercise his faculties as pastor so as to supply what is needed. § 3. For the pastoral care of the faithful who live within the boundaries of a Diocese in which no personal parish has been erected, the Ordinary, having heard the opinion of the local Diocesan Bishop, can make provisions for quasi-parishes (cf. CIC, can. 516, §1). The Celebration of Divine Worship Article 15 § 1. Divine Worship, the liturgical form approved by the Holy See for use in the Ordinariate, gives expression to and preserves for Catholic worship the worthy Anglican liturgical patrimony, understood as that which has nourished the Catholic faith throughout the history of the Anglican tradition and prompted aspirations towards ecclesial unity. § 2. Public liturgical celebration according to Divine Worship is restricted to the Personal Ordinariates established under the Apostolic Constitution Anglicanorum coetibus. Any priest incardinated in an Ordinariate may celebrate according to Divine Worshipoutside the parishes of the Ordinariate when celebrating Mass without a congregation, or publicly with the permission of the rector/pastor of the corresponding church or parish. § 3. In cases of pastoral necessity or in the absence of a priest incardinated in an Ordinariate, any priest incardinated in a Diocese or in an Institute of Consecrated Life or Society of Apostolic Life may celebrate according to Divine Worship for members of the Ordinariate who request it. Any priest incardinated in a Diocese or in an Institute of Consecrated Life or Society of Apostolic Life may concelebrate Mass according to Divine Worship. The Supreme Pope Francis, at the Audience granted to the undersigned Cardinal Prefect on March 8, 2019, approved this updated version of the Complementary Norms for the Apostolic Constitution Anglicanorum coetibus, adopted in the Ordinary Session of the Congregation, and ordered its publication.
