정성(誠,성)은 인간의 일의 근본이며,

  Sincerity(誠,성 -Seong) is the foundation og human affairs,

應(응)은 하늘의 이치가 모여서 市場(시장)을 이루는 것이다.

  And retribution(應,응 - Eung) is formed when heavenly principles gather to create

  a marketplace(A place where results are exchanged / manifested).

재앙과 福(복)은 모두 쌓여짐으로 인하여 오게 된다.

  Both calamity and blessings come about as a result of accumulation.

큰 재앙이 내려와 惡人(악인)에게 응징하며,

  Great calamity descends to punish the wicked,

모든 福(복)이 내려와 착한 사람에게 보답한다.

 And all blessings descend to reward the good.

誠者는 人事之本이요 (성자는 인사지본이요)

  "Sincerity(誠,성)" is the root and foundation of human affairs(人事,인사).

應者는 天理之市라 (응자는 천리지시라)
  "Retribution(應,응) is the mrketplace where heavenly ptinciples(天理,천리)

    meet and are exchanged.

禍福이 皆因所積而來也니 (화복이 개인소적이래야니)

  Calamity(禍,화) and blesssing(福,복) both come about due 

  to what has been accumulated.

降大禍하여 報惡人하며 (강대화하여 보악인하며)

  [Heaven] sends down great disaster to punish the wicked,

降諸福하여 報善人이니라.(강제복하여 보선인이니라.)

  And sends down various blessings to reward the good.

 [Explanation, 풀이]

정성(誠,성)을 쌓은 만큼만 應(응)함이 있다.

  Retribution(應,응 -Eung) occurs only to the extent that sincerity(誠,성 - Seong)

   has been accumulated. 

정성(誠,성)을 부호로 표시하면 乾卦(건괘)이다.

  If sincerity(誠,성 - Seong) is expressed  as a symbol,

  it is the Qian Trigram(乾卦,건괘).

應(응)함을 부호로 표시하면 坤卦(곤괘)이다.

  If retribution(應,응 -Eung) is expressed as a symbol,

  it is the Kun Trigram(坤卦,곤괘).

乾卦(건괘)와 坤卦(곤괘)는 陰陽(음양)이 서로 도치 되어 표시된다.

  The Qian and Kun trigrams are represbrted with their Yin and Yang(陰陽,음양)

   inverted relative to each other.

이는 곧 서로 바탕과 쓰임으로 뗄래야 뗄 수 없는 관계임을 말해 준다.

   This shows that they are in an inseparable relationship with each other,

   serving as substance(essence) and function(application).

제1강령 誠(성)의 제2事(사)에서 "人不敬天(인불경천)이면 天不應人(천불응인)" 이라는 내용이 있다.

  In Article 2 under Main Tenet 1(Sincerity, 誠,성), it states : 

  "If humans do not respect Heaven(人不敬天,인불경천),

   Heaven will not respond to humans(天不應人(천불응인)."

사람이 하늘에 지극한 마음을 다하지 않으면 다시 말해 정성을 다하지 않으면
하늘이 인간에 응하지 않으신다는 내용이다.

  This means that if humans do not devote their utmost heart to Heaven―in other words,

  if they do not exert full sincerity―Heaven will not respond to humans.

이 내용에서도 誠(성)과 應(응)이 바탕과 쓰임의 관계를 설명하였다.

  In this passage as will, 誠(성- Sincerity) and 應(응 - Retribution / Response)

  are explained as having a relationship of substance and function.

그리고 다시 제 8강령의 322事(사) 積(적)에서 "誠者는 人事之本(성자는 인사지본)
應者는 天理之市(응자는 천리지시)라고 하여 다시 한번 誠(성)과 應(응)과의 관계가 설명되어 있다. 
  Furthemore, in Article 322(Accumulation - 積,적) under main Tenet 8, it states :

  "Sincerity(誠,성)istherootofhumanaffairs(人事之本,인사지본),

   and Retribution(應,응) is the mrketplace of heavenly principles(天理之市,천리지시),"

   explaining once again the relationship between 誠(성) and 應(응).
