Looking Ahead to the Future That Artificial Intelligence Will Bring to Korea and the Universe
In a fascinating and incisive interview lasting approximately one hour and ten minutes between Elon Musk and Zanny Minton Beddoes, the female editor-in-chief of the British weekly magazine The Economist, Musk discussed what is known as the Cassandra Effect.

The Cassandra Effect is also referred to in psychological contexts as Cassandra Syndrome. It describes a situation in which a person experiences frustration, despair, and helplessness because other people do not believe or listen to a valid warning or truth even when it is clearly stated.
The name originates from Greek mythology.
Cassandra was a princess of Troy and a prophetess. Although the god Apollo granted her the ability to prophesy, she rejected Apollo's love and was consequently cursed so that no one would believe her prophecies.
She warned the people of Troy that Troy would be destroyed, but no one listened to her warning. Ultimately, her prophecy and warning became reality: Troy was captured and destroyed through the Trojan Horse, resulting in a tragic catastrophe.
Today, the term Cassandra Effect is used in politics, economics, environmental issues, organizational management, psychology, and other fields when someone recognizes and warns others about an obvious danger or truth in advance, but the public or a group ignores or distrusts the warning.
Similar expressions include Cassandra Syndrome and Cassandra Complex.
The reason Elon Musk mentioned the Cassandra Effect in the interview above appears to be related to the fact that Musk often thinks far ahead of his time and expresses ideas, predictions, or warnings that may appear extremely unconventional. Because his thoughts may be so far removed from ordinary people's perceptions, or so far ahead of the prevailing era, other people may find it difficult or even undesirable to believe him.
Thus, Musk appears to be discussing the future of artificial intelligence in the context of a Cassandra phenomenon: a warning about something that may eventually become real but is initially difficult for society to believe.
The Cassandra Effect and the Present State of Korean Society
The present situation in Korean society, including what the author describes as legislative excesses and abuse of legislative authority by the majority party, as well as alleged collusion involving the President concerning illegal, unlawful, or otherwise improper conduct, is described by the author as clear and unmistakable.
The author further argues that people who require a majority position in the National Assembly in order to prevent the impeachment of the President and to pursue long-term political power may have colluded in ways that undermine the fair administration of elections.
The author questions whether the National Election Commission and its leadership, which are responsible for the fair administration of elections, may have improperly or unfairly administered elections.
The author also refers to statements allegedly concerning long-term rule by the majority party and argues that there may have been circumstances sufficient to raise suspicions of election-related collusion designed to maintain majority-party dominance for decades.

The expansion from four to nine fabs therefore requires not merely additional factory construction but a comprehensive infrastructure strategy covering:
1. electricity generation;
2. electricity transmission;
3. substations;
4. industrial water;
5. water reservoirs;
6. water pipelines;
7. water recycling;
8. ultrapure-water facilities;
9. wastewater treatment;
10. desalination where appropriate;
11. transportation;
12. skilled labor;
13. semiconductor materials;
14. semiconductor equipment;
15. logistics; and
16. emergency and disaster-resilience systems.
The success or failure of the Southwestern semiconductor cluster could therefore depend as much on electricity and water infrastructure as on the construction of the semiconductor fabs themselves.
Constitutional Democracy and Separation of Powers
The author further argues that Korea is facing a serious constitutional-democratic crisis in which legislative power may be used in a manner that threatens the separation of powers.
The author contends that, when the Constitution is interpreted strictly according to the principles of constitutionalism and originalism, the Chief Justice of the Supreme Court's authority to recommend Supreme Court Justices was not established so that the President could effectively select individuals who satisfy the President's political preferences.
Rather, according to the author's interpretation, the constitutional structure is intended to preserve judicial independence and maintain checks and balances among the executive, legislative, and judicial branches.
The Republic of Korea is a democratic republic.
Democracy is based upon the separation of powers.
The separation of powers means that the executive, legislative, and judicial branches must operate through checks and balances based on principles of fairness, equality, and institutional independence.
The executive branch is headed by the President, who is elected by the people.
The legislative branch consists of the National Assembly and legislators elected by the people.
The judicial branch consists of the courts and exercises judicial authority independently.
The author argues that the judiciary's institutional independence is particularly important because judges and Supreme Court Justices must decide cases according to the Constitution and laws rather than according to the political interests of the executive branch.
Article 104 of the Constitution of the Republic of Korea

Supreme Court Justices Candidate Recommendation Committee
Article 41-2 provides:
Paragraph 1
A Supreme Court Justices Candidate Recommendation Committee (hereinafter referred to as the "Recommendation Committee") shall be established within the Supreme Court for the purpose of recommending candidates for Supreme Court Justices whom the Chief Justice of the Supreme Court is to recommend.
Paragraph 2
Whenever the Chief Justice of the Supreme Court recommends candidates for Supreme Court Justices, the Recommendation Committee shall consist of ten members, including one chairperson.
Paragraph 3
The members shall be appointed or commissioned by the Chief Justice of the Supreme Court from among the following persons:
1. A senior Supreme Court Justice;
2. The Director of the National Court Administration;
3. The Minister of Justice;
4. The President of the Korean Bar Association;
5. The President of the Korean Association of Law Professors;
6. The President of the Korean Association of Law Schools;
7. One judge who is not a Supreme Court Justice; and
8. Three persons who do not possess attorney qualifications but possess learning, virtue, and extensive experience in various professional fields. At least one of these persons must be a woman.
Paragraph 4
The chairperson shall be appointed or commissioned by the Chief Justice of the Supreme Court from among the members.
Paragraph 5
The chairperson shall convene the Recommendation Committee when requested by the Chief Justice of the Supreme Court or at least one-third of the members, or when the chairperson considers it necessary.
The Committee shall make decisions with the approval of a majority of the incumbent members.
Paragraph 6
The Recommendation Committee shall recommend at least three times as many candidates as the number of Supreme Court Justices to be recommended.
Paragraph 7
When recommending candidates for Supreme Court Justices, the Chief Justice of the Supreme Court shall respect the recommendations of the Recommendation Committee.
Paragraph 8
Once the Recommendation Committee recommends candidates pursuant to Paragraph 6, the Recommendation Committee shall be deemed dissolved.
Paragraph 9
Except as otherwise provided in Paragraphs 1 through 8, matters necessary concerning the organization and operation of the Recommendation Committee shall be prescribed by the rules of the Supreme Court.

Qualifications for Appointment
Paragraph 1
The Chief Justice of the Supreme Court and Supreme Court Justices shall be appointed from among persons aged 45 or older who have served for at least 20 years in one or more of the following positions:
1. Judge, prosecutor, or attorney;
2. A person qualified as an attorney who has engaged in legal affairs at a state agency, local government, public institution under Article 4 of the Act on the Management of Public Institutions, or other corporation; or
3. A person qualified as an attorney who has served as an assistant professor or higher in law at an accredited university.
Paragraph 2
Judges shall be appointed from among persons who have served for at least five years in one or more of the positions specified in Paragraph 1.
In this case, a judge responsible for specific judicial affairs may be appointed from among persons who have served for at least 20 years in one or more of the positions specified in Paragraph 1.

The Recommendation Committee shall examine whether persons among those recommended pursuant to Article 7, Paragraph 2, are qualified to serve as Supreme Court Justices and shall recommend those determined to be qualified as candidates.
However, if a person making a recommendation intentionally publicly recommends a person being considered, or otherwise violates the recommendation procedure under Article 6 in an attempt to improperly influence the examination process, the Recommendation Committee may exclude such person from consideration by resolution.

Special Committee on Personnel Hearings
Paragraph 1
The National Assembly shall establish a Special Committee on Personnel Hearings to examine appointment-consent motions concerning the Chief Justice of the Supreme Court, the President of the Constitutional Court, the Prime Minister, the Chairperson of the Board of Audit and Inspection, and Supreme Court Justices whose appointment requires the consent of the National Assembly pursuant to the Constitution, as well as election proposals concerning Constitutional Court Justices and members of the National Election Commission elected by the National Assembly.
However, where the President-elect requests a hearing for a nominee for Prime Minister pursuant to Article 5, Paragraph 2 of the Act on the Presidential Transition, the Speaker of the National Assembly shall establish a Special Committee on Personnel Hearings in consultation with the floor leaders of the respective negotiating groups for the purpose of conducting such hearing.
Paragraph 2
Matters necessary concerning the composition and operation of the Special Committee on Personnel Hearings shall be prescribed separately by law.
The Constitutional Significance of the Chief Justice's Recommendation Authority
The author argues that the Chief Justice's authority to recommend Supreme Court Justices should not be interpreted as an authority that allows the President to select individuals according to the President's political preferences.
Rather, the author interprets this constitutional structure as being intended to enable the judiciary to maintain its independence and to provide institutional checks upon the executive branch.

In this view, the appointment of Supreme Court Justices should be based on:

• integrity;

It should not be based upon whether a candidate is politically favorable to the President, the governing party, the opposition party, or any other political faction.
Overall Conclusion
The author ultimately links the semiconductor issue and the constitutional issue through one common principle: national institutions must be operated according to objective standards rather than personal, political, regional, or factional interests.
In semiconductor policy, the author argues that Korea should prioritize:
national competitiveness → technological superiority → electricity and water security → industrial efficiency → supply-chain resilience → rapid execution
rather than:
regional political interests → excessive public expenditure → politically driven factory-location decisions → delay of existing competitive clusters.
Similarly, in constitutional governance, the author argues that Korea should prioritize:
constitutionalism → separation of powers → judicial independence → checks and balances → impartial investigation → due process → rule of law
rather than:
political influence → concentration of power → pressure on institutions → politically selective investigations → weakening of institutional checks and balances.
The author therefore concludes that Korea's long-term survival requires both a competitive semiconductor strategy and a strong constitutional system.
In the semiconductor sector, Korea must respond rapidly to China's technological and manufacturing expansion, particularly in memory, HBM, NAND, advanced packaging, semiconductor equipment, and lithography.
At the same time, Korea must ensure that its electricity, water, industrial infrastructure, skilled workforce, supply chains, and semiconductor manufacturing capacity are expanded according to objective economic and technological criteria.
In constitutional governance, Korea must maintain genuine separation of powers and judicial independence, while ensuring that all allegations of corruption, coercion, abuse of authority, illegal political financing, bribery, or other crimes are investigated only on the basis of objective evidence and through fair, impartial, and lawful procedures.
Ultimately, Korea's semiconductor competitiveness and democratic constitutional order should both be protected by the same fundamental principle:
National interest, objective evidence, institutional independence, fairness, and the rule of law must take precedence over personal interest, political factionalism, regional favoritism, and arbitrary exercise of power.
The Risk of a Second Korean War and the Crisis of South Korea's National Security, Constitutional Order, and U.S.–ROK Alliance
If a person who is disliked by the President, or who is involved—or at significant risk of becoming involved—in the President's criminal trial, is nominated for appointment as a Justice of the Supreme Court, ordinary citizens, when they are suspects or defendants, have the right to seek the recusal or disqualification of a judge who is directly or indirectly connected with their case or who may influence their trial. Likewise, in the appointment of a Supreme Court Justice who may deal with the President's own criminal matters, if the Chief Justice of the Supreme Court makes a formal request and nomination, the President should not be able to select a Justice merely according to his own preference, just as ordinary citizens cannot freely choose the judges who will hear their cases.
From the constitutional right to a fair trial, the President should likewise neither select and appoint a Supreme Court Justice who is advantageous to himself in his own criminal case nor exercise his appointment power in a manner designed to influence the outcome of that case. In the negative sense, the President should exercise something analogous to recusal or disqualificationin the appointment process. In other words, if the Chief Justice has formally nominated a candidate, the President should refrain from using his appointment power to choose someone who would be personally favorable to him.
Furthermore, if the President has a constitutional duty and/or authority to appoint Supreme Court Justices, deliberately refusing to exercise that authority, or delaying the appointment in order to obtain a Supreme Court Justice who would be favorable to the President's own criminal case, would in substance disregard the Constitution, constitutional principles, and constitutional norms.
If the underlying cause of the delay is that the President, in collusion with the majority party in the National Assembly and its party leader, deliberately refuses or delays consultations concerning the Chief Justice's written nomination because the President does not want a candidate who would not be favorable to his own criminal case, then the President's conduct should be examined as a possible abuse of constitutional authority and dereliction of constitutional duty.
If, instead, the entire process of delay and consultation is concealed and the Chief Justice's written nomination is singled out and blamed for alleged procedural defects, this would reverse the actual sequence of events. It could result in the person who caused the alleged constitutional problem—the President who refused or delayed the consultation—being shielded, while the Chief Justice, as head of the judiciary, is subjected to political pressure or even impeachment.
If the Chief Justice is accused of submitting a defective or unilateral written nomination and is therefore subjected to impeachment proceedings, it is necessary to examine whether the substance of the dispute actually arose from the President's refusal to consult with the Chief Justice. If so, the President's conduct itself would need to be examined as a potentially serious violation of constitutional principles concerning judicial independence, separation of powers, and the President's constitutional duties.
Therefore, the President should immediately respect and comply with the constitutional principles of judicial independence and separation of powersand accept and appoint the Supreme Court Justice nominated by the head of the judiciary.
In other words, if the President has a constitutional duty and/or authority to appoint Supreme Court Justices, the President should exercise that appointment authority in a manner analogous to what the author of this document calls “passive recusal or disqualification.”The President should refrain from allowing personal interests or the interests of his own criminal case to determine whom he appoints and should instead respect the nomination made by the Chief Justice.
The President already receives an extremely important constitutional privilege that ordinary citizens do not receive: under the current Constitution, a sitting President is protected from criminal prosecution while in office in circumstances covered by the Constitution. This is a substantial privilege granted by the Republic of Korea and its people to the highest elected public official.
Because the President's own legal and criminal matters may therefore be directly connected with the judiciary, if the President is the subject of a criminal case that is affected by the constitutional protection against prosecution while in office, the President should, as a person directly concerned with the matter, voluntarily distance himself from personnel decisions that could affect his own criminal case.
Even if the President dislikes a candidate nominated by the Chief Justice or does not wish to deal with that person, the President should nevertheless exercise appropriate restraint—analogous to recusal or disqualification—and respect the Chief Justice's nomination. Such conduct would be consistent with maintaining judicial independence, separation of powers, and the constitutional principles of a democratic Republic of Korea.
In this country, people who should never have become President, but nevertheless became President, are those who are excessively focused on their own private interests.
In particular, as allegedly illustrated by cases such as Daejang-dong, there is a concern that political leaders could once again use regional semiconductor development, real-estate development, or urban-development projects as a pretext for diverting public funds, distributing illegal rents, receiving private-sector bribes, or engaging in occupational embezzlement and breach of trust.
There is also concern that illegal rents or bribe proceeds could be converted into cash and hidden in secret boxes or accounts. Because high-denomination banknotes are convenient for concealing large amounts of cash, the proposal by certain politicians to issue a KRW 100,000 banknote featuring the independence activist Yu Gwan-sun could, according to this argument, create an additional means of storing large amounts of illicit money.
The author further speculates that illicit funds could be concealed in foreign accounts or transferred abroad through various means, including diplomatic channels, and connects this possibility with movements in the foreign-exchange market. These allegations, however, would require concrete evidence and investigation before they could properly be treated as established facts.
All former and current Presidents should, according to this argument, disclose not only accounts held in their own names and those of their families but also any accounts allegedly held under borrowed or third-party names, and all allegedly illicit funds or rents should be subject to appropriate investigation and disclosure.
The author argues that persons who abuse public authority for private gain should be held accountable under the law and, where legally justified, should face impeachment, investigation, prosecution, and trial.
In this context, the Chief Justice of the Supreme Court possesses the constitutional authority to nominate Supreme Court Justices and request their appointment by the President. This nomination power exists, according to the author's constitutional interpretation, to preserve judicial independence and the judiciary's ability to check the executive branch within the system of separation of powers.
The President should therefore not use the appointment process to select a Supreme Court Justice merely because that person is politically or personally favorable to the President, is a close associate, or might issue decisions advantageous to the President in a criminal proceeding.
If the President attempts to restrict or weaken the Chief Justice's nomination power by demanding that the Chief Justice nominate individuals personally acceptable to the President, or deliberately refuses to meet with the Chief Justice in order to prevent consultation, the situation raises a serious constitutional question concerning the separation of powers.
If the Chief Justice's written nomination is subsequently characterized as a unilateral action for which the Chief Justice alone bears responsibility, while the President's refusal to consult is ignored, the author argues that the constitutional context has been reversed.
The alleged underlying problem would then be the President's failure to respect the constitutional role of the Chief Justice, rather than the mere fact that the nomination was submitted in writing.
If the Chief Justice is then pressured to resign or is subjected to impeachment proceedings, while the circumstances that led to the written nomination are ignored, this could, according to the author's argument, amount to political pressure against the judiciary and an abuse of legislative authority.
The author further argues that if the majority party in the National Assembly and its legislators knowingly participate in such conduct, they could potentially be facilitating or encouraging an unconstitutional interference with judicial independence. Such conclusions, however, would require proof of the specific acts and intentions involved.
If the incumbent President is simultaneously a suspect or defendant in criminal proceedings, and those proceedings are unable to proceed because of the constitutional provision concerning prosecution of a sitting President, then pressuring the head of the judiciary to nominate judges favorable to the President's own case would create an obvious conflict-of-interest concern.
Likewise, refusing to consult with the Chief Justice or refusing to accept a constitutionally valid nomination because the nominated person is not politically or personally favorable to the President could raise serious questions about abuse of presidential authority and dereliction of constitutional responsibility.
The author argues that a person who is both a suspect or defendant and President should not be permitted to manipulate the institutional structure of the judiciary in order to avoid accountability.
The author also argues that if legislative amendments are designed to prevent the investigation, prosecution, or trial of a President or suspected offender, such legislation should be examined extremely carefully under the principles of constitutional democracy, due process, equality before the law, and separation of powers.
Previous Korean Presidents have frequently faced investigations, prosecutions, convictions, imprisonment, or serious legal consequences, while in some cases family members rather than the President personally faced criminal proceedings. The author contrasts these historical experiences with cases in which investigations did not lead to prosecution or trial.
The author argues that no sitting or former President should be placed above the law and that allegations involving any President, regardless of political party, should be investigated according to the same legal standards and procedural safeguards.
The author further expresses suspicion that the current governing majority could be attempting to protect the President from criminal accountability by changing the Criminal Procedure Act, restricting prosecutorial supplementary-investigation authority, pressuring the judiciary, or attempting to reshape the Supreme Court.
These are political and legal allegations rather than established facts and would require evidence, investigation, and judicial determination.
The author also raises concerns about the National Election Commission and local election officials, alleging that election-related misconduct or electoral manipulation may have occurred. Again, such allegations should be distinguished from established facts and should be investigated through lawful procedures based on evidence.
The author additionally questions whether a special prosecutor or investigator who has personal, institutional, or educational connections with political figures could conduct an investigation impartially. The central principle proposed is that investigators must maintain actual and perceived independence and avoid conflicts of interest.
The Nuclear Security Crisis on the Korean Peninsula
The author then shifts from constitutional issues to national security and the U.S.–ROK alliance.
The central metaphor is that North Korea is a “nuclear tiger,”while South Korea is portrayed as a relatively “gentle lamb”protected primarily by conventional military forces and the U.S. nuclear umbrella.
The author argues that North Korea's possession of nuclear weapons is the fundamental reason the United States continues to regard North Korea as a serious strategic problem and remains willing to engage directly with Kim Jong Un.
The argument is that a nuclear-armed North Korea presents a fundamentally different strategic problem from a non-nuclear adversary.
Victor Cha and other Korea experts have argued that the United States may approach North Korea differently from Iran because North Korea already possesses nuclear weapons and a substantial missile force. The author interprets this as evidence that Washington may eventually move toward arms-control, risk-reduction, or de facto acceptance of North Korea's nuclear status rather than insisting exclusively on complete denuclearization.
Under this scenario, the author fears that the United States could seek an agreement with North Korea concerning non-use of nuclear weapons, nuclear risk reduction, or mutual restraint without adequately considering South Korea's interests.
The author compares this situation to a confrontation among several nuclear-armed tigers: the United States, China, Russia, and North Korea. If these states were to enter a broader nuclear confrontation, the United States could become increasingly concerned about its own survival.
The author therefore fears that Washington might reduce its commitment to South Korea if it believed that defending South Korea would expose the United States itself to unacceptable nuclear risks.
According to this argument, North Korea could continue expanding its nuclear arsenal, tactical nuclear weapons, long-range artillery, and nuclear-capable missile systems while the United States attempts to prevent North Korean nuclear attacks against the American homeland.
The author interprets such a possible strategic shift as a potential move toward de facto recognition of North Korea as a nuclear-armed stateand possibly toward negotiations concerning nuclear non-use or non-aggression.
The author argues that such an arrangement could, in the worst-case scenario, leave South Korea exposed.
The metaphor is therefore that the United States' “nuclear tiger” could abandon the “gentle lamb”—South Korea—in order to avoid fighting another nuclear tiger.
South Korea's Semiconductor Industry as a Strategic Asset
The author argues that South Korea possesses exceptionally valuable economic resources, particularly the semiconductor industries of Samsung Electronics and SK hynix.
These companies are portrayed metaphorically as enormous “grasslands”providing abundant economic value in the era of artificial intelligence.
The author argues that while North Korea is a “hungry nuclear tiger,” South Korea's semiconductor industry has become increasingly valuable because of the explosive growth of artificial intelligence.
The author therefore fears that political competition over semiconductor industrial complexes, regional development, land development, infrastructure investment, public funds, and associated economic rents could distract South Korea from the more fundamental national-security problem.
The author particularly questions the strategic wisdom of concentrating enormous semiconductor investments in regions where electricity, industrial water, transportation, and other critical infrastructure may not yet be sufficiently secured.
According to this argument, semiconductor production should be geographically diversified rather than excessively concentrated in one region.
The author proposes diversification into the United States, Japan, Europe, Southeast Asia, and different regions within South Korea, together with stronger physical protection and underground facilities.
The central principle is that South Korea's semiconductor industry should be treated not merely as an industrial-development project but as a national-security asset.
The U.S. Nuclear Umbrella and the Risk of Strategic Abandonment
The author then raises concerns about the long-term sustainability of the U.S. nuclear umbrella.
The United States faces substantial fiscal pressures, including rising public debt and interest costs. The author argues that if America's fiscal and military burdens become sufficiently severe, Washington could become more reluctant to assume the enormous risks associated with defending allies.
The author therefore questions whether South Korea can indefinitely rely on the assumption that the United States will automatically use nuclear weapons to defend South Korea in every conceivable nuclear crisis.
The argument is not that the U.S.–ROK alliance is necessarily meaningless, but rather that South Korea should not treat American extended deterrence as an unconditional guarantee independent of American strategic calculations.
The author also argues that the United States may place greater strategic importance on Japan than South Korea because of Japan's geographic position, military capabilities, economic importance, and role in the broader Indo-Pacific strategy.
From this perspective, the author describes the possibility of a future American defensive line moving eastward toward Japan as a “modern New Acheson Line”or “Second New Acheson Line.”
The author presents several developments as possible indicators of such a trend, including changes in U.S. force posture in South Korea, reductions or restructuring of certain U.S. military units, changes in combined military exercises, and closer U.S.–Japan security cooperation.
These developments, however, do not by themselves establish that the United States has decided to abandon South Korea.
The Possibility of a U.S.–North Korea Strategic Deal
The author argues that the most important indicator of a possible strategic shift would be persistent U.S. efforts to establish direct dialogue with Kim Jong Un.
The author interprets such dialogue as potentially motivated primarily by the desire to prevent North Korea from using nuclear weapons against the United States itself.
In this interpretation, Washington could prioritize preventing North Korean ICBM attacks against the U.S. homeland even if doing so required compromises concerning South Korea.
