One hundred thousand Americans are dead from a virus. A feat of space flight demonstrates American ingenuity. In cities across the country, protests sparked by racial injustice are showing an ugly side of America to the world. In November voters must choose between a Republican running on a law-and-order platform, and an uninspiring vice-president running for the Democrats. The year is 1968. It is also 2020.
미국인 10만 명이 코로나 바이러스로 죽었다. 우주 비행의 위업은 미국의 독창성을 본보였다. 미 전역의 도시에서 인종차별이 촉발한 시위는 미국의 추한 모습을 전세계에 보여주고 있다. 11월 미 대선에서 유권자들은 법-질서 회복을 기반으로 출마한 공화당 후보와 이렇다 할 것이 없는 부통령 출신 민주당 후보간에 선택을 해야 한다. 올해가 1968년. 아니 2020년이기도 하다.
In 1968 the virus was flu and the space mission Apollo 7. But the injustice had the same corrosive effect. As James Baldwin wrote in the early 1960s, racism “compromises, where it does not corrupt, all the American efforts to build a better world—here, there or anywhere.” Today more than 350 cities nationwide erupted after George Floyd, an unarmed African-American man, was killed by a white police officer (see article). For nearly nine agonising minutes, deaf to Mr Floyd’s pleas and the growing alarm of the crowd, the officer choked the life out of him.
1968년 바이러스는 독감이었고 우주 임무는 아폴로 8호였다. 그러나 불의는 동일한 부식 부작용을 드러냈다. James Baldwin이 1960년대 초에 썼던 것처럼, 인종주의는 “부패하지는 않는다 하더라도 더 나은 세상을 만들기 위한 미국의 모든 노력을 여기, 저기, 어디에서건 훼손시킬 것”이라고 썼다. 오늘날 비무장 흑인 남성 George Floyd가 백인 경찰관에 의해 살해 된 후 미 전국적으로 350여개 도시가 들고 일어났다. No wonder the spark ignited a bundle of kindling lying nearby. The fire this time is burning for the same reasons it has so often in the past: that many African-Americans still live in places with the worst schools, the worst health care and the worst jobs; that the rules apply differently to black people; the fact, rammed home by covid-19, that whenever America suffers misfortune, black America suffers most; a sense that the police are there to keep a lid on a city’s poor, even as they protect wealthy suburbs. And, yes, the sheer intoxication that comes from belonging to a crowd that has suddenly found its voice, and which demands to be heard.
당연히 불꽃은 근처 불쏘시개 다발에 불을 댕겼다. 이번 화재는 과거에도 종종 그래왔던, 동일한 이유들로 인해 불타고 있는데, 다시 말해 많은 미국 흑인들이 여전히 최악의 학군, 열악한 보건, 최하의 일자리만 있는 곳에 거주하고 있으며, 흑인들에게는 법도 달리 적용되는가 하면, 바이러스에 가정이 무너지는 등 미국이 불행을 겪을 때마다 흑인들이 고통을 가장 많이 받고 있다는 사실, 그리고 경찰 상주는 도시의 빈민들을 지속적으로 억누름과 아울러 교외 거주 부유층을 보호할 수 있다는 인식 등이 그 이유들이다. 그리고 또 그렇다. 어느 순간 갑자기 자기 목소리를 찾은 군중에 속해 있다는 것으로부터 비롯된, 또 자신들의 요구를 들어주기를 바라는, 순수한 취기도 이유가 된다.
The cycle of injustice, protest, riot and conservative reaction has come round many times since 1968. So many, that it would be easy to conclude that police violence and racial inequality in America are just too hard a problem to fix. Yet such pessimism is unwarranted. It is also counter-productive.
불공정, 시위, 폭동 그리고 보수 반동의 주기는 1968년 이래 여러 차례 찾아왔다. 미국내 경찰 폭력과 인종적 불평등은 해결하기가 너무 어렵다는 결론을 내리기는 쉬울 것이다. 그러나 그러한 비관론은 부당하다. 또한 비생산적이기도 하다.
Activists sometimes charge that the entire criminal-justice system is racist. Police unions protect their members, including the rotten ones. In recent days a police car has rammed protesters and officers have assaulted people on the street. But the system is made up of thousands of jurisdictions and police departments. They are not all the same. For every Minneapolis, where some thuggish officers went on “warrior” courses and saw themselves as an occupying force, there is a Camden, New Jersey. Camden’s police force was so broken that in 2013 it was disbanded and the city started afresh. Its police chief was this week able to march with peaceful protesters through their city.

Policing America is hard because America is more violent than any other rich country and its citizens more heavily armed. About 50 police officers are murdered while doing their job each year. But the sustained falls in crime over the past three decades have made room for less warlike law enforcement—by training officers to defuse confrontation, not seek it, and by making them accountable whenever they use force. Many police departments, including Camden, have already taken this chance to turn themselves round (see article). Others have not, partly because the federal government under President Donald Trump has eased the pressure for change. But the police and prosecutors are under local democratic control. They can be made to embrace reform if enough people vote for it.
미국에서 경찰 노릇 하기란, 미국이 여타 어느 선진국보다 폭력적이고 시민들이 중무장하기 때문에 어렵다. 매년 약 50 명의 경찰관이 근무중 살해된다. 그러나 지난 30년 동안 범죄율 하락이 지속되면서 경찰관들은 대결을 피하는 법을 교육받고 경찰이 위력을 행사할 때마다 책임있는 모습을 보이게 만듦으로써 전투를 치르는 것과 같은 법 집행을 줄일 수 있는 여지가 생겼다. 캠든 시를 포함하여 많은 경찰서들이 이미 변화할 기회를 찾았다. 반면 다른 경찰서들은 트럼프 행정부하 연방정부가 변화 압력을 완화한데 부분적으로 영향을 받아 그렇게 하지 않았다. 그러나 경찰과 검사들은 지역별로 주민들의 통제하에 있다. 이들 경찰과 검사들은 주민들이 변화에 찬성하는 방향으로 많은 이들이 투표를 행사한다면 개혁을 수용하게끔

Pessimism is self-defeating, too. It is a short step from thinking that America’s original racial sin is so deep that it cannot be overcome, to thinking that smashing and burning things is justified, because it is the only way to get attention. Yet if today’s protests slide into persistent rioting, as in 1968 after Martin Luther King’s assassination, the harm they cause could be felt most keenly in African-American districts. Those people who can leave will. The left-behind will be worse off, as home values plunge and jobs and shops disappear. The police may withdraw, leading to an increase in crime, which in turn may eventually bring more violent policing. The scars will be visible for decades.
비관론은 자멸적 성격도 있다. 미국의 인종관련 원죄가 너무 뿌리 깊어 극복 할 수 없다고 생각으로부터, 물건을 부수고 불태우는 행위가 주목을 받을 수 있는 유일한 방법이므로 정당화될 수 있다는 생각에 이르는 단계는 짧다. 그러나 오늘날 시위가 지속적 약탈로 빠져 든다면 즉 1968년 킹목사 암살이후 시위대가 유발한 피해는 흑인 거주 지역에 가장 심하게 감지될 것이다. 그 지역에 남은 사람들이 부동산 가치 하락, 일자리와 매장이 사라져 가장 피해를 많이 받을 것이다. 경찰은 철수할 것이고 그렇게 되면 범죄 증가로 이어지고 궁극적으로 폭력적 경찰 활동을 불러일으킬 것이다. 이러한 상처는 수 십 년간 남게될 것이다.
Across the country, black leaders, who have seen this happen before, are telling protesters not to undermine their cause. “A protest has purpose,” said Atlanta’s mayor, Keisha Lance Bottoms, condemning the vandalism in her city. In recent days protesters have heeded that and have been trying to restrain those who just want to start a fire—some of them white troublemakers.
전국적으로 이런 일이 전에도 있었던 것을 본 경험이 있는 흑인 지도자들은 시위대에게 대의명분을 손상시키지 말라고 한다. 애틀랜타의 시장인 Keisha Lance Bottoms는 도시의 기물 파손 행위를 비난하면서 “시위는 목적이 있다”는 점을 언급한다. 최근 시위대들은 이 점에 유의했고 단지 방화를 원하는 사람들을 제지하려 노력해왔는데 이들 중에는 백인 말썽꾼들도 섞여 있다.
Black leaders also understand how riots can wreck a political cause. When neighbourhoods are ablaze, the rest of the country focuses on putting out the fires. Harm to police officers in riots may cause voters to forget where their sympathies lay when it all began. When rioting takes hold, those who support the protests may find that their demands for change are drowned out by the clamour for order to be re-established.
흑인 지도자들은 또한 폭동이 정치적 대의명분을 어떻게 망칠 수 있는지를 알고 있다. 이웃이 불타면 미국 여타 지역에서는 불을 끄는데 집중한다. 폭동 시 경찰관에 위해를 가하게 되면 유권자들은 당초 가졌던 동정심을 망각하게 한다. 폭동이 자리를 잡으면 시위를 지지하는 사람들은 그들의 변화 요구가 질서 회복이라는 엄청난 외침에 묻혀 버리고 만다는 사실을 알게 될 것이다.
In a presidential election, fear often beats idealism. Mr Trump seems to want this to be the choice in November. He has encouraged his supporters to clash with protesters outside the White House and been looking to deploy active troops alongside the national guard so as to “dominate” what his people call the battlespace (see article). Law and order helped Richard Nixon beat Hubert Humphrey in 1968. It could work again.
대통령 선거에서 공포는 종종 이상주의를 능가한다. 트럼프 대통령은 11월 대선 시 공포가 선택지가 되기를 원하는 것 같다. 트럼프 대통령은 자신의 지지자들이 백악관 밖에서 시위자들과 충돌하기를 고무해왔고 트럼프 지지자들이 전쟁터라 부르는 곳을 점령하기 위해 방위군과 함께 실 병력 배치를 모색해왔다. 법과 질서는 1968년 닉슨이 험프리 후보에 승리를 거두는데 도움을 주었다. 다시 그렇게 될 수 있다.
Yet fear betrays Mr Floyd’s memory. The more America is united, the better it can strive to ensure that all its citizens are able to live by its founding ideals. Unity will not come from Mr Trump, who has spent four years trying to divide the country. Instead, the leaders of protest movements, along with America’s mayors and police chiefs, must inspire it themselves. If the protests are overwhelmingly non-violent, they also carry a promise. Not that the protesters will get everything they want, nor that the injustices holding back African-Americans can all be put right at once, but that tomorrow can be better than today.
그러나 공포는 플로이드에 대한 기억을 드러나게 한다. 미국이 단결되면 될 수록 모든 미국 시민은, 미국 국가 설립 당시의 이상에 따른 삶을 확보하는데 더 효과적으로 노력할 수 있다. 미국을 분열시키려고 4년을 보낸 트럼프로부터는 단합은 나오지 않을 것이다. 대신, 미국 시장과 경찰 국장과 함께, 저항 운동을 하는 지도자들은 스스로 단합을 고무시켜야 한다. 만약 시위가 압도적으로 비폭력적일 경우, 시위는 미래를 기약한다. 시위 참가자들이 원하는 모든 것을 얻을 수 없고, 흑인들을 억눌러 왔던 불의가 단 번에 모두 시정될 수 없으며 내일은 오늘 보다 더 나을 수 있기 때문이다.
By the end of the decade in which Baldwin wrote of the need to heal America, the country had set about dismantling the legal edifice of racial segregation. It was also in the grip of a reaction from those who thought civil rights had gone too far. America is like that. Progress tussles with its opposite. But Americans have been tugging away at racism for half a century. This week, when the cruel death of a black man drew protesters of all races onto America’s streets, it was not just a sign of how much work lies ahead, but also that progress is possible.
볼드윈이 미국을 치유할 필요성에 대해 썼던 10년의 막바지 무렵, 이 나라는 인종적 분리라는 거대한 법적 구조물을 해체하기 시작했다. 미국은 또한 민권이 과도한 수준까지 갔다고 생각한 사람들의 반응 속에 사로잡혀 있기도 했다. 미국은 그런 식이었다. 진보는 그 반대편과 다툼을 한다. 그러나 미국인들은 반세기 동안 인종 차별주의에서 발을 빼려했다. 이번 주 한 흑인의 비참한 죽음이 모든 인종들을 미국의 거리로 쏟아져 나오게 했을 때, 이는 앞으로 얼마나 많은 일이 앞에 놓여 있을 지 뿐 아니라, 진전도 가능하다는 조짐이었다.
