학생들에게 고유번호(UID), 곧 실시!
2010년 11월 7일자 「We the People Will Not Be Chipped」 에서 “모든 학생들은 머지않아 자신의 유일한 고유번호(Unique identification numbers-UID)를 가지게 될 것”이라고 하였습니다.
내용은, 각 교육기관에서 학생들의 동태추적과 성적기록에 도움이 되는 것이라고 하였습니다. 아래 사항들은 이번 수요일(11월 10일)에 미국 인력자원부와 인도(Unique Identification Authority of India-UIDAI) 간에 서로 시행할 수 있는 협정에 서명한 내용들입니다.
이 시스템은 전자등록을 통하여 학생들의 동태를 추적하는데 도움이 될 것이고, 초등교육으로부터 중?고등 교육은 물론 공공학술기관에까지 적용이 된다. 그것은 학생들의 학점, 표창장, 전학증명서 등을 포함한 학생들의 수행기록 위에 UID번호가 찍히게 된다.
그리고 그것은 장래에 고용주들과 교육기관들에게 도움이 될 것이다. 이 UID번호는 가짜학위문제를 알아내는데도 도움이 될 것이다. 그것은 학교성적, 교육학자금과 장학기획에 실용성 있게 쓰일 것이다.
5세에서 15세까지의 아이들에게는 안구홍채를 실시할 것이고, 그 후에는 지문도 추가시킬 것이다. 유아나 5세 이하는 번호를 받게 될 것이나 앞으로 5세 이상은 생체신분증을 받게 될 것이다. 인력자원부 장관 Kapil Sibae은 앞에 설명한 근거에 의하여 납품되는 이 기법은 더 효율적인 새로운 시스템이 될 것이라 했다.
교육용
이 기술은 아이들의 권한을 잘 이행하기 위해 자유롭게 쓰여질 것이다. 그리고 의무교육과 학생들의 점심식사시간에 관한 부분을 모니터로 알아낼 수 있다. 다른 학교 프로그램에도 유익하게 쓰일 것이다.
해당부서는 학생들의 학업증진과 조종사들이 기술습득을 테스트하는 것과 UID 데이터베이스로 연결시키는 과정과 UID 작업을 위해 등록을 확실시하는 일 등에 관해 서로 돕고 공동으로 활용하게 될 것이다.
미국인력자원부는 등록자들이 학술기구가 있어야 하는 것에 대한 꼭 필요한지를 효과적으로 감독하는 것과 UID프로젝트의 수행을 감시하는 일에 반드시 도움이 될 것이다. 그들은 또한 인도(UIDAI)의 직원들과 대표들의 지원으로 병참기술과 연락원들에게도 공급할 것이다.
학교이탈자들
인도의 유일한고유번호 당국책임자 Nandan Nilekani는 UID는 특별히 학교이탈자들과 전학생들을 추적하는데 아주 도움이 될 것이라 했고, 그에 의해 학업을 잘 할 수 있도록 돕게 될 것이다.
“우리는 델리(Delhi)에 있는 집 없는 사람들에 대한 등록을 위해 이 프로그램을 이미 적용하고 있고, 그것은 또한 자동적으로 학교를 이탈하는 아이들과 포함될 것이라고 하였다.

[주] 이 프로그램의 숨겨진 몇 가지는 UID가 ①고용주들과 연결시키고, ②5세 이상에게 생체신분증, 곧 Chip을 넣게 되고, ③조종사들의 기술습득에 적용시키고, ④군수문제인 병참과 연락윈들에게까지 적용시킨다는 내용으로 볼 때 유일한 신분증(UID)는 단순히 학생들의 교육문제에만 국한되지 않음을 암시하고 있음을 주의해야 할 것 같습니다.

All schoolchildren will soon have unique identification numbers (UID), which will help in tracking their movement in educational institutions and academic records. This follows the signing of a Memorandum of Understanding between the Ministry of Human Resource Development and the Unique Identification Authority of India (UIDAI) here on Wednesday. The system will help in tracking students' mobility by creating an electronic registry, right from the primary level through secondary and higher education, as also between the institutions. Imprinting of the UID number on the performance records of students, including mark-sheets, merit certificates and migration certificates, will be helpful to prospective employers and educational institutions. The UID number will also help in dealing with problems such as fake degrees. It could be utilised while dematting of academic certificates, as also education loans and scholarship schemes. Iris scanning would be done for children aged between 5 and 15, while finger print marks would be added subsequently. Infants and children below the age of five will get the number, but their biometric identification will be done only after the age of five. Speaking on the occasion, Human Resource Development Minister Kapil Sibal said that with the new system, the delivery mechanism would be made more efficient.
Educational uses The technology would be used for proper implementation of the Right of Children to Free and Compulsory Education Act and monitoring of the mid-day meal scheme and other school programmes. The Ministry will cooperate and collaborate with the UIDAI in conducting proof of concept (PoC) studies, pilots to test the working of the technology, process of enrolment into the UID database and identify registrars for implementing the UID project (PoC and pilots). The Ministry will help ensure that the registrars do all that is necessary to put in place an institutional mechanism to effectively oversee and monitor the implementation of the UID project. They will also provide logistic and liaison support to the staff and representatives of the UIDAI. The MoU was signed by Amit Khare, Joint Secretary in the HRD Ministry, and Anil Kachi, Deputy Director of UIDAI, signed the MoU in the presence of Mr. Sibal and UIDAI Chairman Nandan Nilekani.
School dropouts Mr. Nilekani noted that the UID would be particularly helpful in tracking school dropouts and migrant students, thereby making access to education possible. “We are already running a programme for enrolment of homeless people in Delhi that will automatically include children who are out of school,” he said. The government set up the UIDAI for issuing UID numbers to all residents of India, based on the demographic and biometric data of individuals. The UIDAI will develop and prescribe standards for recording data fields, data verification and biometric fields, prescribe a process for enrolment of beneficiaries/students to authenticate the identity of a person with a UID number.
