과학기술정보통신부는 28일 SK텔레콤·카카오·KT 등 3개 컨소시엄을 ‘모두의 AI’ 프로젝트 사업자로 최종 선정했다고 밝혔다. 모두의 AI는 전 국민이 무료로 쓸 수 있는 국산 인공지능(AI) 서비스를 구축하는 프로젝트다. 해외 AI 서비스의 이용량 제한과 구독료 부담 없이 국민 누구나 AI를 쓸 수 있게 해 해외 의존도를 낮추고 디지털 격차를 줄이겠다는 취지다.

과기부는 기술 적합성을 심사하는 서면 평가와 서비스 편의성, 이용자 확보 전략, 생태계 기여도 등을 검증하는 발표 평가를 거쳐 SK텔레콤·카카오·KT 3개 사업자를 최종 선정했다. 선정된 3개 사업자는 외국산 AI를 뛰어넘는 국산 범용 AI 챗봇과 공공 AI 에이전트, 스타트업 협업 기반의 차별화된 특화 서비스를 개발한다.

이들에겐 올해 엔비디아 그래픽처리장치(GPU) ‘B200′ 512장이 지원된다. 내년부터는 전 국민 서비스 제공에 필요한 비용이 정부 예산으로 지원될 예정이다.

SK텔레콤 컨소시엄은 “식당 예약해줘” 같은 요청 한마디면 AI가 알아서 처리하고 결과까지 알려주는 서비스를 만든다. 정부24·패스(PASS)와 연계해 주민등록표등본 등 증명서 83종을 발급받는 기능도 구현할 계획이다. 앱 설치 없이 전화·문자로도 이용할 수 있고, 온라인 예약 시스템이 없는 가게나 관공서에는 AI가 직접 전화를 걸어준다. 카카오 컨소시엄은 카카오톡 안에서 바로 AI 챗봇을 부르고, 예약·신청 같은 일 처리까지 맡길 수 있는 서비스를 만든다. LG유플러스와 함께 별도 가입 없이 전화 한 통으로 AI를 쓸 수 있는 전화 AI 서비스도 연내 공개한다. KT 컨소시엄은 ‘모두의 AI’ 앱과 함께 포털 다음, KT 지니TV 등 이용자가 평소 쓰던 서비스에도 같은 기능을 넣어 앱 설치 없이 쓸 수 있게 한다. 이용자 동의를 받아 관심사와 일정을 기억해 뒀다가, 이사한 이용자에게 “전입신고는 하셨나요”라고 먼저 물어보고 처리를 돕는 식으로 필요한 일을 앞서 제안하는 것이 특징이다. 과기정통부는 9월 중 사업자 3곳과 협약을 체결하고, 베타 서비스를 거쳐 연내 모두의 AI를 정식 출시할 계획이다.

The Ministry of Science and ICT announced on the 28th that it has finalized the selection of three consortiums—SK Telecom, Kakao, and KT—as operators for the “AI for All” project. The SK Telecom consortium will create a service where a simple request like “Make a restaurant reservation” allows AI to handle tasks and provide results. It plans to integrate with Government24 and PASS to issue 83 types of certificates, including resident registration transcripts. The service will be accessible via phone calls or text messages without app installation, and AI will directly call businesses or government offices lacking online reservation systems.
