Some people assert that a public official must maintain the highest ethical and moral standards in order to be an effective leader. Or rather, most of today’s citizens in developed democracies will want for their public officials to keep the highest ethical and moral standards. However, although such an opinion seems to be so appealing at first glance, we need to objective and pragmatic approach to this issue. In this sense, I believe that public officials do not have to maintain the highest ethical and moral standards in some cases.
Of course, my conclusion does not mean that politics has no relation to ethics or morals. It is no wonder that it is momentous for public officials to generally keep them. That is because, if not, it will be able to be lethal to our society. For example, in 1997-1998, some countries in East Asia had suffered from unprecedented economic crisis due to their crony capitalism (a capitalist economic system depends on close relationships between businessmen and government officials) and the subsequent moral hazard. Also, the Enron Corporation and its ties to Bush administration (the corporation used its political muscle to build the markets in which it thrived) is a popular symbol of willful corporate fraud and corruption.
In addition, at the level of their privacy, public officials’ immorality would have negative effects on the society. For example, their sex scandal, such as Bill Clinton, Gary Hart, or Jim McGreevey, would be able to taint sexual morals in the society. Not only that, but their lies on such matters might cause many of citizens in the nation neither trust nor believe their policies, resulting in political and social disorder. This is because it is obvious that it is difficult for such libertines and liars to win wide support and confidence of citizens.
Nevertheless, in some cases, public officials do not have to follow the highest ethical and moral standards. They can even ignore such standards because, paradoxically, doing so would be able to bring about effective, successful, or right result for almost all of the citizens. As the first example of this, J. F. Kennedy, who faced a dilemma in Cuban missile crisis, kept the critical matter secret, but we cannot blame him as a liar since, if he did not, it would be able to result in serious social disorder at that time.
Also, when Kim Sun Il was kidnapped and killed by Islamic extremists in Iraq, Korean government response to the kidnappers is a case in point. Although Kim screamed “I do not want die. Please, do not send troops to Iraq” in his videotape in captivity, South Korea inexorably refuse to meet the Islamic extremists’ demands that it cancel its plans to send 3,000 more troops to Iraq and withdraw the 660 military medics and engineers already there, resulting in Kim’s death. At that time, South Korea promised Bush administration to send troops to Iraq in compensation for detente between North Korea and US. In other words, South Korea had no alternative but to let Kim die for the relaxation of military tension between N. Korea and US.
In Conclusion, it is momentous for public officials to generally maintain the high ethical and moral standards since, if not, it will be able to seriously harm to our society. However, in some cases, failure would be resulted as much by ethical and moral works as by evil. Therefore, for only a case of protecting national security, they do not have to keep them.
