DARPA, ‘리버티 리프터’ 중량 수송용 수면효과기 개발 프로그램 취소
미국 국방고등연구계획국(DARPA)이 ‘리버티 리프터(Liberty Lifter)’ 중량 수송 수상기 개발 프로그램을 취소한 것으로 전해졌다.
2025년 7월 7일, 이 프로그램의 취소 사실은 《Aviation Week》이 처음 보도했다. 공식 보도자료는 아직 발표되지 않았지만, DARPA 웹사이트에는 해당 프로그램의 종료를 다음과 같이 언급하고 있다.
“2025년 6월, DARPA는 리버티 리프터 프로그램에 대한 작업을 완료했습니다. 기술적 위험이 가장 높은 분야에 초점을 맞추도록 프로그램을 재구성한 이후, 시뮬레이션 성공 및 소재 시험을 통해 리버티 리프터 개념의 실현 가능성이 입증되었습니다.”
DARPA는 2023년 2월, 제너럴 아토믹스와 보잉 산하 오로라 플라이트 사이언시스를 선정해, 수면효과를 이용해 고속 저고도로 물 위를 비행하며 중량 화물을 운송할 수 있는 대형 수륙양용기를 개발하는 프로젝트를 진행해왔다. 당시 제시된 사양은 최대 적재중량 100톤(C-17 글로브마스터 III와 유사), 항속거리 6,500해리(약 12,000km), 수면 위 100피트(약 30미터) 고도로 비행 가능한 능력을 포함하고 있었다.
2024년 5월, DARPA는 오로라 플라이트 사이언시스 단독으로 프로젝트를 계속 진행하도록 미화 830만 달러의 추가 자금을 배정했다.
초기 계획은 2027년 또는 2028년 중에 프로토타입 기체의 시험비행을 목표로 했지만, 이제는 이 프로토타입 제작이 이뤄지지 않을 예정이다.
그럼에도 불구하고 DARPA는 리버티 리프터 프로그램을 통해 얻은 유의미한 기술적 통찰을 강조하며, 이 정보를 다른 플랫폼에 적용하기 위해 산업계 파트너들과 계속 협력할 계획임을 밝혔다.
이번 발표는 중국이 자체 수륙양용 수면효과기 개발에 착수했다는 사실이 전해진 시점과 맞물려 나왔다.
2025년 7월 초, 중국 북부의 황해에 접한 보하이만 시험장에서 새로운 중국 수륙양용기의 해상 실험으로 추정되는 흐릿한 사진이 등장했다.

The US Defense Advanced Research Projects Agency (DARPA) has reportedly cancelled the “Liberty Lifter” heavy cargo seaplane program.
The cancellation was first reported by Aviation Week on July 7, 2025. While no official press release has been issued, a note on DARPA’s website refers to the completion of the program in the following terms:
“In June 2025, DARPA completed its work on Liberty Lifter. After restructuring the program to focus on areas of highest technical risk, the program’s simulation success and materials testing proved the viability of the Liberty Lifter concept.”

In February 2023, DARPA selected General Atomics and Boeing subsidiary Aurora Flight Sciences to develop a large amphibious aircraft that would use the ground-effect principle to move heavy cargo at high speeds and low altitude over water. The project specifications called for an aircraft capable of carrying payloads of up to 100 tons (similar to those of a C-17 Globemaster III aircraft), 6,500 nautical miles of range (12,000 kilometers), and the ability to fly as low as 100ft (30 meters) over water.
In May 2024, DARPA assigned an additional US$8.3 million to Aurora Flight Sciences to continue work on the project alone.
The original project outline envisaged that a prototype would be flown at some point in 2027 or 2028, but a prototype will now not be built. However, this will not happen in the end, since no prototype will be built.
Nevertheless, DARPA has underlined that valuable insights have been derived from the Liberty Lifter program and that it aims to continue working with industry partners to apply this information to other platforms.
This announcement comes at a time when it has been learned that China is working on its own amphibious ground-effect vehicle.
In early July 2025, some blurry pictures emerged of a test site in the Bohai Sea, a gulf in the northern Yellow Sea showing what could possibly be sea trials of a new Chinese amphibious aircraft.
