The cure to the protectionism virus
Everybody hates this new virus. One muffled sneeze in a subway train instantly invites cold stares from all directions. People around you will scramble to find excuses to leave without hurting your feelings.
Hospitals are packed with patients and over-reactors of all sorts screaming for Tamiflu. Indeed, all of Korean society is in a panic these days due to the unprecedented pace of this H1N1 virus` spread. Belatedly, people lament the lack of preparation on the part of the government and a resulting shortage of vaccines, although the supply of vaccine is now showing signs of improvement. Well, all I can do is keep my fingers crossed and trust the unknown effect of kimchi, which allegedly helped Koreans fight off bird flu a couple of years ago.
You won`t believe this, but we need to brace ourselves for another toxic virus. This virus has been there much longer than H1N1 - which has been roaming the globe since last fall. What is unique about this other virus is that it targets only states and governments, so people like you and me do not contract this disease directly.
What is further unique about this monster is that it is people like you and me who pay the ultimate consequences of infection, not the infected states and governments themselves. This virus does not make people ill instantly, but it puts all of us slowly into a downward spiral. Adequate attention has not been paid to this disease, probably because of the slow and long-term effects. Why bother now if the effect is to be felt by my son or by me two decades later? I can guarantee, however, that although nobody has died of this virus, it is as fatal and dangerous as H1N1.
The main symptoms of the states infected with this virus include hemorrhaging vitality from the industrial vein, a short memory loss and an increasing level of impatience with occasional signs of aggressiveness toward neighbors. Well, this new virus is called M1Y2 (aka, "Me first, you second"), otherwise known as protectionism.
Since the financial crisis last year, quite a few states have contracted this fatal disease, and they compete among themselves to churn out protectionist measures to protect their domestic industries and markets. Many of these measures are either illegitimate or at least problematic under the existing international trade norms, but the infected states usually go ahead with them anyway. It appears that these states completely forgot about the norm (let me remind you that one of the symptoms of this disease is short-term memory loss). Alas, memory loss is just the beginning! The contaminated states are now exchanging barbed words and sometimes fists (remember this virus causes occasional outbursts of anger), and the whole world is holding its breath. With a vaccine still not in sight, trade giants are now suffering the symptoms of infection. They have just ratcheted up the tension level one notch further and are now digging in their heels for an all-out trade war. Other infected states will follow suit sometime soon. If left untreated, this virus will ruin the whole international community. We have vivid memories of where this protectionism-ruined international relationship led the whole world. Actually, we knew this was coming. Korea accurately predicted this disease early on. President Lee Myung-bak warned against the spread of protectionism in the G20 summit meeting in Washington, D.C., in November 2008, and proposed a "standstill" for all trade barriers. The early warning may have helped to hold down the virus for a while, but apparently it is now out from the box and on the loose. We need a vaccine for this virus real quick. As one of the early detectors of the disease, Korea has just secured a great venue to manufacture, advertise and distribute a vaccine for it. Korea is scheduled to host a G20 summit meeting next November. This is a precious opportunity to explain to participating states the composition of the antidote, get the authorization from the participants for the vaccine and distribute it among them. The G20 meeting next year is important not because 20 heads of states are gathering in Seoul, but because this will provide an opportunity for Korea to lead the re-shaping of the post-crisis economic system in general and the vaccine for this spreading virus in particular. It is time for Korea to experiment with various formulae for the vaccine and get ready for the approval and distribution at next year`s meeting. In fact, Korea arguably possesses the trade secrets to produce this vaccine. It overcame the economic crisis 11 years ago and quickly recovered from the 2008 economic crisis as well, both thanks to robust trading. It probably knows how to deal with this particular symptom and where to get the recipe for the vaccine. If Korea is the manufacturer and seller, many states will probably be tempted to buy. So, the next year`s G20 meeting is not a merely diplomatic function. It is too precious an opportunity to be wasted. Let`s not lose sight of this lurking virus and make collective efforts to cure the disease. Of course, to be able to survive until next November, we need to first curb this infectious virus lurking on the subway trains. Cover your mouth and "Gesundheit" to everyone!
