제48차 유네스코 세계유산위원회는 ‘한국의 갯벌 2단계’ 등재에 새만금신공항 철회조건 반영하라!
제48차 유네스코 세계유산위원회가 부산 벡스코에서 열리고 있습니다(2026년 7월 19일-7월 29일). 이번 세계유산위원회에서는 ‘한국의 갯벌 2단계(여수·고흥·무안·서산갯벌)’ 확대 등재가 거의 확실시 되고 있습니다. 지난 6월 5일 유네스코 세계유산위원회의 자연유산분야 자문기구인 국제자연보전연맹(IUCN)이 ‘한국의 갯벌 2단계’가 세계유산 등재기준 10번(x), 즉 생물다양성과 멸종위기종 보전의 중요성을 충족한다고 평가하고, 기존 ‘한국의 갯벌’ 세계유산의 경계를 대폭 수정하는 중대한 경계변경을 승인할 것을 세계유산위원회에 권고했기 때문입니다. 세계유산위원회의 ‘한국의 갯벌 2단계’ 확대 등재심사는 오는 7월 25일 진행될 예정입니다.
‘한국의 갯벌(고창·서천·신안·보성-순천갯벌)’은 지난 2021년 제44차 세계유산위원회에서 유네스코 세계자연유산에 등재되었습니다. 당시 세계유산위원회는 등재를 결정하면서 유산의 ‘탁월한 보편적 가치(Outstanding Universal Value, 이하 OUV)’를 더욱 강화하기 위해 추가 갯벌 지역(군산, 무안, 고흥, 여수, 강화, 영종도, 송도, 화성, 아산만)을 포함하는 2단계 확대 등재와 ‘유산의 보존에 부정적 영향을 줄 수 있는 추가적 개발에 대한 관리’ 등을 등재조건으로 권고한 바 있습니다.
따라서 한국 정부는 이러한 권고사항에 따라 제48차 세계유산위원회 전까지 9개 지역의 갯벌을 추가로 세계자연유산에 확대 등재시키는 절차를 이행했어야 마땅합니다. 9개 지역에는 군산이 포함되어 있었고, 군산에서 유산에 등재시킬 수 있는 가장 유력한 갯벌은 수라갯벌이었습니다. 그러나 한국 정부는 수라갯벌의 ‘한국의 갯벌 2단계 등재’를 이행하기는커녕 ‘유산의 보존에 부정적 영향을 주는 추가적인 개발행위’에 해당하는 새만금신공항 사업을 밀어붙이고 있습니다. 심지어 2025년 9월 11일, 서울행정법원의 역사적인 새만금신공항 기본계획 취소판결에도 불구하고, 2024년 12월 29일 179명의 사람들과 헤아릴 수 없이 많은 새들을 죽인 제주항공-무안공항 참사의 경고를 무시한 채 무안공항보다 조류충돌 위험도가 650배나 높은 새만금신공항을 짓겠다고 항소를 제기했습니다. 이는 세계유산위원회 권고사항을 정면으로 위반하면서 ‘한국의 갯벌’을 유산 등재목록에서 삭제시킬 수 있는 위협이자 또 다른 항공기-조류충돌 대참사를 자처하는 행위입니다. 결코 용납할 수도, 용납해서도 안 될 국가폭력입니다. 한국 정부는 제48차 세계유산위원회 개최국이자 의장국으로서 세계유산을 훼손하는 사업을 강행하려는 것에 부끄러움을 알고, 반성하고 사죄하며 지금 당장 새만금신공항 사업을 철회해야 합니다.
새만금신공항 계획부지인 군산의 수라갯벌은 다양한 생태계를 이루고 있는 연안습지이자 30년 넘게 진행되고 있는 새만금 간척사업에서 매립되지 않고 남아있는 만경수역의 마지막 갯벌이자 동아시아-대양주 철새이동경로의 핵심기착지입니다. 새만금신공항 계획부지 반경 13Km 및 주변지역은 총 56과 315종의 조류가 서식하고, 도요물떼새를 비롯하여 멸종위기 1급인 저어새·황새, 멸종위기 2급인 검은머리갈매기 등 정부에서 보호해야한다고 지정한 법정보호종 조류가 59종이며, 총 24만 개체 이상의 조류를 부양하고 있습니다. 게다가 13km 안에는 저어새 번식지가 세 곳이나 있습니다. 전지구적으로 7천여 개체밖에 남아있지 않은 저어새는 90% 이상이 한반도에서 번식하기 때문에 저어새의 종 유지에 있어 수라갯벌은 엄격히 보호해야 할 매우 중요한 서식지입니다. 또한 수라갯벌은 생물다양성 및 멸종위기종 보존에 있어 중요한 서식지로서의 ‘탁월한 보편적 가치(OUV)’를 인정받아 세계자연유산에 등재된 ‘한국의 갯벌’인 서천갯벌에서 불과 6~7km 거리에 위치합니다. 서천갯벌과 직접적으로 연결된 하나의 생태권역으로서 세계자연유산과 동등한 생태적 가치를 지닌 곳으로, 세계자연유산 등재와 람사르 습지 등록 조건을 충족하고도 남습니다.
새만금 갯벌(만경강·동진강 하구 갯벌)은 방조제 건설 전까지만 해도 동아시아-대양주 철새이동경로에서 50만 개체 이상의 도요물떼새가 찾아오던 황해 최대 중간기착지였습니다. 특히 붉은어깨도요는 전세계 개체군의 약 30%가 이곳을 이용했습니다. 그러나 방조제 건설 후 이 드넓은 갯벌이 부양하던 도요물떼새의 97%가 지구에서 영영 사라졌습니다. 특히 붉은어깨도요 개체군은 거의 사라졌으나 여타 지역으로의 이동 및 정착 사실은 관찰되지 않았습니다.
새만금 사업으로 물새들의 서식지가 대규모로 사라진 지금, 매립되지 않고 살아있는 수라갯벌로 남아있는 도요물떼새들과 철새들이 찾아오며 마지막 목숨을 이어오고 있습니다. 전문가들은 동아시아-대양주 철새이동경로의 핵심기작치로서 수라갯벌의 훼손과 파괴는 국제적으로 중요한 도요물떼새의 급격한 감소를 불러오고, 이는 단순히 갯벌 면적의 국지적 감소에 그치는 일이 아니라 동아시아-대양주 철새 이동경로 전체의 연결성을 단절시켜 국제적인 보호종의 개체군 붕괴를 초래할 위험이 높다고 우려하며 경고하고 있습니다. 즉 수라갯벌은 수요도 없는 공항건설로 없앨 곳이 아니라 전세계 철새들에게 없어선 안 될, 절대적으로 보존해야하는 대체 불가능하고 양보할 수 없는 서식지인 것입니다. 이제 수라갯벌의 보존은 더욱더 절실한 전지구적 과제와 염원이 되었습니다.
서천갯벌과 생태적으로 연결된 수라갯벌은 세계유산의 ‘주변환경(wider setting)’으로서 세계유산에 등재된 ‘한국의 갯벌’의 ‘탁월한 보편적 가치’(OUV)를 지탱하는데 필수적인 지역입니다. 따라서 새만금신공항 사업은 세계유산의 OUV에 영구적으로 회복하기 어려운 비가역적 손실을 불러올 위험이 있기 때문에 유산 ‘주변환경’으로서 세계유산영향평가 대상에 해당합니다. 세계유산영향평가 지침서에 따르면 유산 안팎의 다양한 개발행위로 인한 유산의 훼손을 예방하기 위해 “개발행위를 실행하기로 결정하기에 앞서 유산영향평가를 실시”해야 합니다. 그러나 한국 정부는 유산영향평가도 실시하지 않은 채 새만금신공항 기본계획을 고시했습니다. 그러면서 저감방안이라는 명목으로 수라갯벌 주변에 새들이 서식할 수 없는 인공 ‘대체서식지’를 조성하여 영향을 완화하겠다고 주장하고 있습니다. 그러나 세계유산영향평가 지침상 세계유산의 “탁월한 보편적 가치(OUV)는 대체 불가능”한 것이므로, 어떤 상쇄 조치(offset)로도 그 손실을 보상할 수 없습니다. 따라서 저감방안으로 내세운 대체서식지와 같은 상쇄 조치는 애초에 새만금신공항 사업에 적용할 수 없습니다.
우리는 세계유산위원회 위원들이 2021년 당시 ‘한국의 갯벌’ 등재 권고사항을 위반하며, 유산의 OUV를 훼손할 사업을 강행하는 한국 정부의 모순을 직시하길 바랍니다. 우리는 세계유산 ‘한국의 갯벌’의 온전한 보존을 위해 세계유산위원회가 ‘한국의 갯벌’ 2단계 등재심사에서 한국 정부에게 새만금신공항 기본계획 철회 조건을 강력히 권고해 주시고, 등재 결정문에 이 권고사항을 반드시 포함해 주시길 간곡히 요청드립니다. 또한 수라갯벌을 포함한 새만금에 남아있는 갯벌에 대하여 ‘한국의 갯벌 3단계(Phase III)’ 등재 신청을 하도록 권고해 주시길 바랍니다.
새만금신공항은 단순히 하나의 지역공항을 개발하는 문제가 아니라 전지구적으로 보존이 절실한 생명들의 종 유지가 달린 절체절명의 문제입니다. 수라갯벌은 불필요한 공항, 미군의 대중국 전쟁기지 확장과 직결되는 군사공항 건설을 위해 한국 정부와 지자체가 마음대로 없애도 되는 곳이 아닙니다. 이 특별한 갯벌은 전 세계적으로 연결된 철새이동경로의 핵심지역으로서 지구 생물다양성과 철새 서식지 보존을 위해 국제사회와 함께 지켜야 할 책무가 있는 대체불가한 유산입니다. 공항은 필요하면 언제든 만들 수 있습니다. 그러나 갯벌과 갯벌에 기대어 사는 생명들은 지구에 있는 모든 돈을 다 합쳐도 그 무엇으로도 만들 수 없고, 그 무엇과도 바꿀 수 없습니다. 우리에겐 무엇으로도 만들 수 없고, 무엇과도 바꿀 수 없는 귀한 생명들을 말살할 권리가 없습니다. 갯벌은 정부와 지자체, 자본의 소유가 아니라 나중에 오는 생명들도 기대어 오래도록 살 수 있도록 지켜야 할 유산입니다. ‘한국의 갯벌’ 세계유산등재는 그저 뽐낼 자랑거리가 아니라 멸종위기종을 비롯한 소중한 생명들과 그 삶터를 꼭 지키겠다는 책임이자 약속입니다. 한국 정부와 전라북도 지자체는 부디 이 무거운 약속을 무겁게 직시하고 이행하길 촉구합니다. 우리는 이 지구의 소유자와 점령자가 아니라 아주 잠시, 잠시 머물다가는 손님일뿐입니다. 나중에 올 존재들도 이곳에서 온전히 살아갈 수 있게 하나밖에 없는 생명의 터전을 지켜나갈 수 있도록 한국 정부와 지자체, 세계유산위원회의 관심과 노력을 당부드리며, 새만금신공항 백지화공동행동은 아래와 같이 촉구합니다.

The 48th Session of the UNESCO World Heritage Committee Must Reflect the Condition of Withdrawing the Saemangeum New Airport Plan
in the Inscription of ‘Getbol, Korean Tidal Flats (Phase II)’!
The 48th session of the UNESCO World Heritage Committee is currently under way at BEXCO in Busan (July 19–29, 2026). At this session, the extension of "Getbol, Korean Tidal Flats (Phase II)" — comprising of Yeosu, Goheung, Muan, and Seosan tidal flats — is widely expected to be inscribed. This follows a June 5 recommendation from the International Union for Conservation of Nature (IUCN), the Committee's official advisory body on natural heritage, which found that the Phase II extension satisfies Criterion (x) on biodiversity and endangered-species conservation and recommended that the Committee approve a major boundary modification substantially adjusting the existing World Heritage boundaries. The Phase II evaluation for "Getbol, Korean Tidal Flats" is scheduled for July 25.
"Getbol, Korean Tidal Flats" (Gochang, Seocheon, Shinan, and Boseong–Suncheon) was inscribed as a UNESCO World Natural Heritage site at the 44th session of the World Heritage Committee in 2021. In its inscription decision, the Committee recommended a Phase II extension covering additional tidal flats — Gunsan, Muan, Goheung, Yeosu, Ganghwa, Yeongjongdo, Songdo, Hwaseong, and Asan Bay — to further strengthen the site's Outstanding Universal Value (OUV), and set as a condition of inscription the "management of additional development that could negatively impact the heritage's conservation.“
Accordingly, the South Korean government was obligated to complete the procedures to extend World Natural Heritage status to nine additional tidal flat areas before the 48th session of the World Heritage Committee. Gunsan was one of the nine, and within Gunsan, the Sura Tidal Flat was the leading candidate for inscription. Yet far from completing the Phase II inscription of the Sura Tidal Flat, the South Korean government continues to press ahead with the Saemangeum New Airport project — an act of additional development that directly undermines the conservation of the heritage site. Moreover, despite a landmark ruling by the Seoul Administrative Court on September 11, 2025, that voided the master plan for the Saemangeum New Airport, the government continues to appeal the decision in higher courts. This site carries a 650 times higher bird-strike risk from Muan Airport - the site of the Jeju Air crash which claimed 179 human lives along with an untold number of bird lives. To disregard this risk is to disregard the tragedies that have come before it. This directly violates the World Heritage Committee's recommendations, posing a dire risk that could remove "Getbol, Korean Tidal Flats" from the World Heritage List, while inviting another catastrophic bird-strike disaster. It is an act of state violence that can never be tolerated or accepted. As the host nation and Chair of the 48th World Heritage Committee, the South Korean government should be ashamed of forcing through a project that intends to destroy World Heritage; it should reflect, apologize, and immediately withdraw the Saemangeum New Airport project.
The Sura Tidal Flat in Gunsan, the site planned for the Saemangeum New Airport, is a coastal wetland with a rich ecosystem. It is the last unreclaimed tidal flat remaining in the Mangyeong River basin after 30 years of the Saemangeum reclamation project, and it is a critical stopover site on the East Asian–Australasian Flyway (EAAF). Within a 13 km radius of the planned site, 315 bird species across 56 families are found, including 59 legally protected species — among them Class I endangered species such as the Black-faced Spoonbill and the Oriental Stork, and Class II endangered species such as the Saunders's Gull — altogether supporting more than 240,000 individual birds. Three Black-faced Spoonbill breeding sites also lie within this 13 km radius. With only about 7,000 individuals remaining worldwide and over 90% of them breeding on the Korean Peninsula, the Sura Tidal Flat is a vital habitat requiring strict protection for the species' survival. Sura Tidal Flat also lies just 6–7 km from the Seocheon Tidal Flat, part of the inscribed World Natural Heritage site whose OUV as an essential habitat for biodiversity and endangered-species conservation is officially recognized. Despite local borders, Sura Tidal Flat is directly connected to the Seocheon Tidal Flat as a single ecological zone, thus holding ecological value equal to that of a World Natural Heritage site. It far exceeds the requirements for World Heritage inscription and Ramsar Wetland designation.
Before the seawall was built, the Saemangeum tidal flats (the estuarine tidal flats of the Mangyeong and Dongjin Rivers) were the largest stopover site in the Yellow Sea on the East Asian–Australasian Flyway, visited by more than 500,000 shorebirds. In particular, about 30% of the global population of the Great Knot used this site. After the seawall was built, however, 97% of the shorebirds that this vast tidal flat once supported vanished from the Earth forever. In particular, the Great Knot population has nearly disappeared, with no evidence that it has migrated to or resettled in other areas.
With most of Saemangeum's vast waterbird habitats having been destroyed, shorebirds and migratory birds are converging on the still-living, unreclaimed Sura Tidal Flat as their last chance for survival. Experts warn that, as a crucial East Asian–Australasian Flyway stopover, the degradation or destruction of the Sura Tidal Flat would cause a severe decline in internationally significant shorebird populations. This is not merely a localized loss of tidal flat area — it would sever the connectivity of the entire flyway and risk the population collapse of internationally protected species. In short, the Sura Tidal Flat is not a space to be erased for an unnecessary airport; it is a non-negotiable habitat that is irreplaceable to migratory birds around the world. Conserving the Sura Tidal Flat has become an urgent global task and a shared aspiration.
Because it is ecologically linked to the Seocheon Tidal Flat, the Sura Tidal Flat functions as part of the World Heritage site's "wider setting" and is indispensable to sustaining the OUV of the inscribed "Getbol, Korean Tidal Flats." Therefore the Saemangeum New Airport project risks causing permanent, irreversible damage to the site's OUV and is subject to a Heritage Impact Assessment (HIA) as a development affecting the heritage's wider setting. Under the World Heritage Impact Assessment guidelines, an HIA must be conducted before decisions are made on development projects inside or outside a site, in order to prevent damage. Yet the South Korean government announced the master plan for the Saemangeum New Airport without ever conducting an HIA. Instead, it claims it will mitigate the impact by artificially building an "alternative habitat" near Sura — one where birds cannot realistically survive. Under HIA guidelines, however, a World Heritage site's OUV is by definition irreplaceable, meaning no offset measure can compensate for its loss. Therefore offset measures such as an alternative habitat cannot legitimately be applied to the Saemangeum New Airport project in the first place.
We strongly urge the members of the World Heritage Committee to confront the contradiction that is inherent in the South Korean government's conduct. Namely, its violation of the 2021 inscription recommendations by pressing ahead with a development project that destroys the site’s OUV. For the resolute conservation of the “Getbol, Korean Tidal Flats” World Heritage site, we earnestly request that the World Heritage Committee strongly recommend, as a condition of the Phase II inscription evaluation, the withdrawal of the Saemangeum New Airport master plan, and that this condition be explicitly stated in the official decision document. We further request that the Committee recommend that the South Korean government submit a nomination for the “Getbol, Korean Tidal Flats (Phase III),” to include the remaining tidal flats areas in the Saemangeum region including Sura Tidal flat.
Intended plans for the Saemangeum New Airport is not simply a matter of regional airport development; it is a critical matter for the survival of multiple species whose conservation is already acknowledged as a matter of global urgency. The Sura Tidal Flat is not something the South Korean government or local authorities may eliminate at will for an unnecessary airport — or for a military airfield tied to the expansion of U.S. military bases aimed at China. As a core node in a globally connected migratory flyway, this extraordinary tidal flat is an irreplaceable heritage that we, together with the international community, bear a duty to protect for the sake of global biodiversity and migratory bird habitats. An airport can be built at any time, if needed. However, there is no replacement for a tidal flat and no amount of money can recreate the tidal flat conditions that many lives already depend on. We have no right to annihilate precious, irreplaceable lives. Tidal flats are not empty land that belong to governments, local authorities, or capital; they are a heritage to be protected so that future generations of life can depend on them and thrive for generations to come. The World Heritage inscription of "Getbol, Korean Tidal Flats" is not a trophy to be boasted of, but a responsibility and a promise to safeguard endangered species, precious lives, and their habitats. We urge the South Korean government and the Jeonbuk State authorities to live up to and fulfill this heavy promise. We are not the owners or occupants of this Earth, but merely guests who briefly pass through it. In the hope that the South Korean government, local authorities, and the World Heritage Committee will join forces to protect this last sanctuary of life so that future generations can live here in peace, the Joint Action for the Cancellation of Saemangeum New Airport makes the following demands:
1. There is no World Heritage ‘Getbol, Korean Tidal Flats’ without the Sura Tidal Flat. We urge the World Heritage Committee to recommend the cancellation of the Saemangeum New Airport project as a condition for the inscription of ‘Getbol, Korean Tidal Flats (Phase II)’.
2. The Sura Tidal Flat sustains the Outstanding Universal Value (OUV) of the World Heritage Seocheon Tidal Flat. The World Heritage Committee must explicitly state the condition of withdrawing the Saemangeum New Airport in the Phase II inscription decision document.
3. The Sura Tidal Flat is alive and must remain alive. We ask the World Heritage Committee to recommend that the remaining tidal flats in Saemangeum, including Sura Tidal Flat, be nominated for ‘Getbol, Korean Tidal Flats (Phase III)’.
