Without 이나 but  for + 명사 , 주어 + 동사 의 형태를 If 절로 바꿀때는

시제에 따라

가정법 과거의 경우 If it were not for

가정법과거완료의 경우 If it had not been for 로 바꿉니다.

뜻은 without 과 같이 ~가 없이, ~가 없다면으로 해석하시면 됩니다.

질문해주신 문장에서 뒤에 동사를 보면, could have been 으로 가정법 과거 완료임을 알수 있습니다.

따라서 위 문장을 바꿔보면

If it had not been for philosophical curiosity displayed in this way, many important issues in the past could have been overlooked for forgotten.
