Commander Brunson’s Warning and Wartime Operational Control
Why We Must Defend the “Last Bolt” of South Korea’s Security
Summary of “Kim Chae-hwan’s Sisaida”
(YouTube broadcast, October 20, 2026)
1. America Has Applied the Brakes
Last week, Gen. Xavier Brunson, Commander of U.S. Forces Korea, delivered a series of pointed remarks in Washington, forcefully putting the brakes on the Lee Jae-myung administration’s push for an “early transfer of wartime operational control (OPCON).”
First, citing North Korea’s repeated provocations and the rapidly changing security environment, Gen. Brunson argued that if circumstances change, the timeline can change accordingly. Second, he warned that setting a deadline and handing over OPCON before the conditions have been met could seriously undermine the combined ROK-U.S. defense posture. In effect, this poured cold water on the Lee government’s push for an early OPCON transfer.
2. The Democratic Party and the Presidential Office React Like a Kicked Hornets’ Nest
The Democratic Party and the Presidential Office are reacting as if someone had kicked a hornets’ nest. A crude demand to “shut that mouth” came out. They said they were “reviewing ways to warn Commander Brunson through multiple channels if remarks that cross the line, made without any agreement, continue.” There were even calls to “retract the remarks,” to “apologize,” and to “dismiss him.”
3. Personal Deviation, or a Warning from America?
Is this simply Commander Brunson’s personal opinion? It is reasonable to see his remarks as reflecting how the Trump administration views the Lee government’s many suspicious pro-China, pro-North Korea actions.
The Lee government treats Brunson’s remarks as a personal “deviation,” which leaves the impression, indeed the conviction, that raw amateurs are running the country. This government knows far too little about America. Recently, things have happened between the two countries that should never occur between allies:
• The U.S. visa that was not issued to Chung Chung-rae, a former party leader
• Delays in visas for National Intelligence Service officials trying to enter the U.S. for ROK-U.S. intelligence exchanges
• The controversy over the denial of entry to NIS Director Lee Jong-seok, who has visited North Korea 13 times as if it were his own backyard
Brunson’s brake on OPCON transfer should therefore be read as a message of displeasure and a serious warning from the U.S. administration to Lee Jae-myung, issued in the context of a ROK-U.S. relationship that has all but collapsed. It is America’s firm declaration that “we can never hand the steering wheel of war on the Korean Peninsula to the Lee regime, which is disarming itself while watching the moods of Beijing and Pyongyang.” The question is whether the government is pretending not to know this, or truly does not know.
4. Why Do Leftist Governments Cling to Reclaiming OPCON?
From the Roh Moo-hyun government through the Moon Jae-in government to the present Lee Jae-myung government, whenever a leftist Democratic Party administration takes office, it clings to reclaiming wartime OPCON, as if chanting an incantation. Why has America slammed the brakes on the Lee government’s OPCON demand at this particular moment? Below, we examine why the left clings to OPCON and what fatal blow this would deal to South Korea’s security.
5. The Historical Roots of OPCON: Not “Humiliation,” but Syngman Rhee’s “Master Stroke”
Only by understanding precisely what OPCON is and how it began can we avoid being taken in by their fraud. Leftist politicians and subservient scholars constantly stir up anti-American sentiment by claiming that “we are a country without military sovereignty” and “a shameful country that handed over command of its military to another nation” because OPCON rests with the ROK-U.S. Combined Forces Commander. This is a blatant lie that distorts history and deceives the public.
1950: Entrusting operational command.
It began on July 14, 1950, early in the Korean War. As our forces were being pushed back toward the Nakdong River line, at a moment of desperate crisis, President Syngman Rhee sent a letter to Gen. MacArthur, Commander of the UN Command, entrusting him with operational command of the ROK military. A Republic of Korea that had barely a single tank and for which every bullet was precious made this diplomatic “master stroke” to maximize the effectiveness of the war effort under a single chain of command, while firmly tying the weapons, supplies, and troops of the world’s strongest nation, the United States, and of the UN forces to Korea’s lifeline.
1953: Holding on to U.S. forces.
Even more remarkable history unfolded around the 1953 armistice. Weary of war, the United States intended to withdraw its troops from the peninsula once the armistice was concluded, and to return operational authority to Korea and wash its hands of the matter. At that moment, President Rhee pressed the Eisenhower administration with the all-or-nothing gambit of the “release of anti-communist prisoners of war,” and ultimately secured the ROK-U.S. Mutual Defense Treaty. He then showed a brilliant diplomatic stroke by keeping operational control with the UN Commander, so that U.S. forces could never pull out of the peninsula.
The history of operational control is therefore by no means a “history of surrendered sovereignty and humiliation.” It was the greatest strategic victory of Syngman Rhee, the nation’s founding president: a weak country sitting on the ashes of war gripped the coattails of the world’s superpower, bound it to the peninsula as a community of shared security destiny, received astronomical military aid, modernized the armed forces, and built up the national economy.
6. The Current Command Structure: Peacetime and Wartime Are Different
With the creation of the ROK-U.S. Combined Forces Command in 1978, the authority once held by the UN Commander passed to the Combined Forces Commander, who is jointly operated by Korea and the United States with equal 50:50 authority. Peacetime OPCON was already taken back in 1994 by the Chairman of the ROK Joint Chiefs of Staff, who exercises it independently.
The wartime OPCON now at issue concerns who will hold operational command of the Combined Forces Command, which commands ROK and U.S. forces as one when war breaks out and the Defense Readiness Condition (DEFCON) is raised to level 3.
Even under the current structure, the Combined Forces Commander does not take orders from the U.S. president alone. He carries out combined operations, together with the ROK deputy commander, in accordance with the strategic directives of the Military Committee and the Security Consultative Meeting, which the presidents of Korea and the United States direct with equal 50:50 authority. Built on the foundation Syngman Rhee designed, and led by President Park Chung-hee, this is the most complete “security insurance,” jointly constructed by the commanders-in-chief of both countries to bind the strongest military power in the world to the defense of South Korea.
7. Why a U.S. Four-Star General Must Command the Combined Forces in Wartime
This is the core point that countless domestic military scholars and security research institutes identify in their papers and reports.
• Immediate deployment of U.S. forces: Only when a U.S. four-star general serves as Combined Forces Commander in wartime can astronomical U.S. strategic assets flow onto the peninsula at a speed approaching automatic intervention, in line with operational plans and without going through the complicated approval procedures of the U.S. Congress. These include 690,000 reinforcement troops, five carrier strike groups, nuclear-powered submarines, and strategic bombers. Because forces under a U.S. commander have been attacked, American forces from the homeland pour in without delay.
• Real-time sharing of top-grade intelligence: The highest-grade military intelligence on North Korea, collected by the U.S. National Security Agency (NSA) and reconnaissance satellites, is shared in real time.
Conversely, the moment a ROK four-star general is installed as commander and a U.S. general is demoted to deputy, U.S. forces are bound by “U.S. law” and “command doctrine” to follow their own chain of command. The Combined Forces Command would then be reduced to an empty shell or head toward dissolution, and the link for the immediate deployment of U.S. reinforcements would be severed altogether.
8. The Juche-ist Faction’s True Intent: Cutting the Mechanism of Automatic U.S. Intervention
This is where the puzzle pieces fit together. It explains why the so-called Juche-ist (jusapa) activist faction, which has taken hold of the core of the leftist governments from Roh Moo-hyun through Moon Jae-in to Lee Jae-myung, is desperate to take OPCON back even though our defense capability is not ready. In the Juche-ist mindset, U.S. Forces Korea and the Combined Forces Command are not allies protecting us but “the greatest obstacle blocking national liberation and confederal unification.”
The number one goal of the North Korean Kim dynasty’s strategy of communizing the South has always been, then and now, “the withdrawal of U.S. Forces Korea” and “the dissolution of the UN Command.” The “establishment of an inter-Korean peace regime,” the “end-of-war declaration,” and the “early reclaiming of OPCON” that leftist governments tout at every opportunity are not separate policies.
1. If a peace treaty is concluded and it is declared that “the war on the Korean Peninsula is over,” the legal basis for stationing the UN Command disappears.
2. If OPCON is also reclaimed and the Combined Forces Command is dissolved or neutralized, U.S. Forces Korea lose their operational reason to remain on the peninsula.
The true intent behind their calls for self-reliant defense and reclaiming OPCON begins from an impure design: to cut the mechanism of automatic U.S. intervention in a contingency, to dissolve the Combined Forces Command, and ultimately to drive out U.S. Forces Korea, leaving South Korea stripped bare before Kim Jong-un and the Chinese Communist Party.
9. Two Reasons America Cannot Hand Over OPCON
First, the possibility of a two-front war: a Chinese invasion of Taiwan and a North Korean invasion of the South. The greatest “powder keg” in the Indo-Pacific today is the possibility of a Chinese invasion of Taiwan. The scenario that the U.S. Department of Defense and military experts fear most is a simultaneous “two-front war.” They regard as highly plausible a scenario in which, the moment Xi Jinping invades Taiwan, Kim Jong-un exploits the dispersal of American military power to launch simultaneous provocations or an all-out invasion of the South, or conversely, North Korea provokes first to pin down U.S. forces while China strikes Taiwan. The fundamental change in the surrounding security environment that Commander Brunson spoke of can be said to mean exactly this: the closing ranks of North Korea, China, and Russia, and the crisis of a two-front war.
Second, the reality that the Lee government is pro-China and pro-North Korea has become a threat even to U.S. security. The U.S. Congress, the Trump administration, and the U.S. military recognize more clearly than anyone that the current Lee government is pro-China and pro-North Korea to the bone.
What would happen if, in such a desperate crisis, wartime OPCON were fully in the hands of a pro-China, pro-North Korea government?
• If China invaded Taiwan, Lee Jae-myung, who habitually bows and says “xie xie” whenever he stands before China, would claim that “we cannot interfere in China’s internal affairs,” block the strategic flexibility of the ROK-U.S. alliance at its source, and try to tie the hands and feet of U.S. forces.
• If North Korea took military action in that gap, a U.S. commander holding OPCON would immediately annihilate the point of origin of the provocation with a prompt and overwhelming combined strike. But if a pro-North government held OPCON, it is as plain as day that it would bind the military hand and foot, saying “we must prevent escalation” and “we must resolve this through dialogue,” and squander the golden hour of the initial response.
For America, facing the worst-case scenario of simultaneous North Korean and Chinese invasions, handing command of a Korean war to a pro-China, pro-North Korea government that might open the alliance’s back door would be “nothing short of suicide.” Commander Brunson’s remarks target precisely this perilous essence.
10. A South Korean Military That Does Not Even Meet the Conditions for Transfer
The core preconditions for OPCON transfer are the “acquisition of key ROK military capabilities” and “initial response capability against the North Korean nuclear and missile threat.” In particular, in surveillance, reconnaissance, and intelligence against North Korea, which decide the outcome of modern warfare, the ROK military still depends absolutely on U.S. assets. It does not even have the basic intelligence capability needed to take over OPCON.
What is even more outrageous is that, when capabilities should be growing, South Korea’s defense power under the Lee government has instead been miserably eroded, and the country is disarming itself. Commander Brunson must know all this inside out, and how appalled and dismayed he must have been to see the state of the ROK military. Stories are emerging that soldiers at the frontline posts, standing face to face with the enemy, are standing guard with “empty rifles,” without live rounds loaded.
11. The “Five Policies to Neutralize National Defense” That Shake the Military to Its Roots
It is not only the morale of frontline soldiers that has collapsed. The policies the Lee government is pursuing under the banner of “defense reform” are not reform but a meticulous script to dismantle the ROK military from the roots. The direction is to reduce military proficiency, blur officers’ professionalism, “outsource” rear-area security, cut down drone forces, and starve counterintelligence and intelligence functions. We must ask where this direction ends.
① Outsourcing 150,000 non-combat positionsThis is an idea to hand defense security over to private companies. It is an outrage that opens the gates of the military to leftist vested-interest cartels and the Chinese Communist Party. They say they will hand the security of defense facilities, ammunition depots, and communication bases, which must never be “privatized,” over to private security firms under the name of “civil-military cooperation companies.” Beyond throwing astronomical defense budgets into the rice bowls of a “leftist activist contractor cartel,” the subcontracting network would become a horrifying channel through which Chinese capital and spies lay hands on military secrets and the door handle of national security.
② Shortening the service period to 18 monthsThe Moon government’s shortening of the service period was the meticulous starting point of all this neutralization of the military. The Moon government created in advance a structure in which a new recruit barely gets used to advanced weapons and is discharged just as he becomes proficient. After first undercutting the military’s own proficiency and continuity, they now say there is a shortage of personnel and proficiency and propose to fill the gap with civilian outsourcing. This is clear evidence that the leftist governments, from Moon to Lee, have been drawing the blueprint for dismantling the ROK military from the beginning, with a long breath.
③ Merging the Army, Naval, and Air Force AcademiesCreating a unified “Armed Forces Academy” is an anachronistic delusion that uproots the foundation of the officer corps’ professionalism. Only when the Army knows the land, the Navy the sea, and the Air Force the sky to the bone is true joint operation possible. How could anyone conceive of such an idea unless the intent were to mass-produce “amateur-shaman officers” who know land, sea, and air only superficially, breaking the lineage of the authentic officer corps and seizing the country?
④ Dismantling the Drone Operations CommandThis is an act that clips the wings of future warfare and criminalizes security. The war in Ukraine proved that drones are a core force in modern warfare, and in the shock of North Korean drones intruding into the skies over Seoul and near the presidential office, the Drone Operations Command was established in September 2023. Yet the Lee government is trying to abolish and dismantle this command. It is cutting down, with its own hands, the core means of surveillance and strike against North Korea.
⑤ Dismantling the Defense Counterintelligence Command and intelligence agenciesThis is a self-inflicted wound that stabs out the eyes and ears of South Korea’s military. On June 10, 2026, the Ministry of National Defense announced a plan to dissolve the Defense Counterintelligence Command and reorganize its functions, and it has also placed intelligence and defense intelligence organizations on the operating table for a “change for the worse.” North Korean spy networks, cyber infiltration, internal recruitment, and leaks of military secrets are living threats at this very moment. Intelligence, surveillance of North Korea, and military intelligence are the eyes and ears of a military that prevent war before it breaks out. Yet when a regime dissolves the Counterintelligence Command because it does not suit its taste, splits up its functions, and vilifies the entire intelligence community as a criminal organization, who will applaud? Kim Jong-un in Pyongyang will laugh, and the Chinese Communist Party in Beijing will raise a toast.
Things that could never happen unless their goal were the dismantling of South Korea’s security are now happening in South Korea.
12. Conclusion: Before the Last Bolt, the People Must Awaken
Now the grand overall picture drawn by the anti-state Juche-ist forces comes into view at a glance. With the ROK military completely neutralized from within and bound hand and foot, what is the last thing they intend to do? To seize wartime OPCON back from the United States at all costs. With our military’s eyes and ears covered and its arms and legs broken, they would sever even the Combined Forces Command’s OPCON, which guarantees the strategic assets and automatic intervention of the world’s strongest military, and then declare an inter-Korean peace regime to eliminate even the justification for stationing the UN Command.
This means completely removing the right of U.S. intervention, the last remaining obstacle to handing South Korea over to its enemies intact in a contingency, and the final destination of the Juche-ist forces’ long-cherished dream is the “early reclaiming of OPCON.” This is also why Commander Brunson of U.S. Forces Korea is now opposing early OPCON transfer so desperately.
Every time they changed a system or tore down an organization, South Korea’s security defenses crumbled silently, and now, with only the last bolt, OPCON, left to be undone, we have reached the final stage in which the nation’s fate could be sealed. The people must now awaken. Commander Brunson’s warning is the “last emergency bell” that America is sounding for our people.
The nationwide condemnation of the suspected election fraud this time must likewise become a great popular resistance movement that goes beyond a mere electoral issue, and that judges the “conspiracy to dismantle the nation” behind why this regime, whose very legitimacy from birth is in doubt, is so impatiently dismantling South Korea’s defense and undoing the last bolt of its security. We must, by the power of our people, stop that black hand that tears down South Korea from within. The cries of each and every one of you who spreads the truth will gather into a great torch that saves South Korea.
