1. Market Trend
○ Foreign companies are likely to cash in on the big demand for cheque truncation system scanners.
○ By July end, all the old format bank cheques will become invalid as banks start implementing this system, which enables faster clearing of cheques.
○ The CTS scanners not only just scan the cheques but can also read the Magnetic Ink Character Recognition, a technology that is used to verify the legitimacy or originality of the cheque. If the cheque enters the scanner slightly skewed, the driver software in the scanner can automatically straighten out the final image.
○ Some of the companies supplying these scanners are Canon, Epson, CTS Electronics, Panini, Hewlett Packard, Kodak, Digital Check, NCR, Fujitsu, Vision Shape, Magtek Excella, Fujitsu and Unisys, said Anwar Shirpurwala, Executive Director, MAIT.
○ A scanner that can scan a lot of 150 cheques typically costs around Rs 1.50 lakh according to industry sources.
○ According to bank officials, sourcing of the scanners is going to cost a huge amount for them. They need to rely only on global companies, as the demand for such scanners has just started for an Indian company to set up its manufacturing here.
○ The Reserve Bank of India had asked banks to replace the existing bank cheques to CTS. This means, the collecting bank (presenting bank) sends the encrypted data and captured images of signed cheques to the central processing location (clearing house) for onward transmission to the paying bank (destination or drawee bank).
○ “We are in an age where organizations are looking towards productivity and efficiency. Also, with government regulations, the entire industry will dramatically shift towards CTS,” said Alok Bharadwaj Executive Vice-President, Canon India Pvt Ltd.
○ Banks in metros have already started implementing CTS a few years back. It is now expanding to smaller cities.
○ According to Cannon India EVP, the total market size estimated for CTS scanners in 2013 is around 8,000 units.
○ Majority of the banks in India have installed the CTS software solution by NCR Corporation.
○ Ultra-violet(UV) scanners are already a mandate according to CTS-2010. The only difference these scanners will bring in the process is that the scanned copy will reflect the bank’s UV logo.
○ The scanner is a strong deterrent for forged and duplicate cheques; therefore this investment has a huge return on investment for the banks.
○ Canon cheque scanners have the capacity to scan, starting from 50 cheques a minute to 190 cheques a minute with a daily scanning volume of 2,000 cheques a day to 24,000 cheques a day. These scanners start from a price range of Rs 58,750 to Rs 149,750.
2. Major Players in the Market
□ Cheque Scanners are not manufactured in India at present.

○ Important Note - Not all banks are authorized to have Cheque Scanners in the country and not all banks can do direct clearing procedures. Banks which are direct members of RBI can have cheque scanners for CTS systems. This mainly depends on volumes of clearing in individual banks. For small volumes of clearing, like in small foreign banks, RBI does not give direct membership; they make these banks as sub-members of a bigger nationalized bank. The bigger nationalized banks then do all the clearing and CTS facilities for the sub-members banks also. So, the purchases in these cases are made by the bigger banks and not by sub-members banks. - Public sector banks procure the machines on tender basis. Mostly the tender condition includes previous supply experience of the vendors to nationalized banks in India. - Private Banks does not disclose their procurement procedure. They usually have individual vendors (chosen as per their own criteria) which provides them all high level equipment for proper functioning.

○ Indirect - Bank having own Capture, however uses the CHI infra of another bank.
○ Service Bureau - Capture infra is established by the vendor and they will have an arrangement with third party bank for using CHI infra
○ Sub member - Sub member bank will be treated as extended branch of another bank. They will not have own MICR Code and identity in clearing process. They will route transaction through sponsor bank and settlement will happen in account of sponsor bank.

○ I.T Procurement Department - Punjab National Bank is one of the largest Public Sector Banks with around 6000 Branches/ Offices geographically located at more than 2882 centers all across India. - There are 6 sponsored Regional Rural Banks in the state of Bihar, Uttar Pradesh, Himachal Pradesh, Punjab, Haryana and Rajasthan. The Bank is fully computerized and networked in order to achieve the effective and efficient customer services and Back office operations. Punjab National Bank invites technically complete and commercially competitive proposal from reputed vendors for Supply, Installation, Configuration, Testing, Commissioning and Maintenance of various types of UV enabled Cheque imaging scanners for Cheque Truncation System for PNB Branches/Offices and Regional Rural Banks sponsored by PNB.
□ Eligiblity Criteria
○ The bidder should be either Original Equipment Manufacturer(OEM) for the UV Enabled Cheque imaging scanners for which bidder is submitting its bid or their authorized representative in India. In case of authorized representative, a letter of authorization to this effect from OEM must be furnished.
○ Either the Indian agent on behalf of the Original Equipment Manufacturer(OEM) or OEM itself can bid but both cannot bid simultaneously for the same item/product in the same tender. If an agent submits bid on behalf of the OEM, the same agent shall not submit a bid on behalf of another OEM in the same tender for the same item/product.
○ The bidder should have national presence and should be engaged in Cheque imaging scanners or similar equipment business in India at least for 2 years.
○ The bidder should have supplied 100 Cheque Imaging scanners or similar equipment in at least 2 Banks/ Financial Institutes during the last two year. The certificate to this effect from the Institution should be furnished along with Technical bid.
○ The bidder should have annual turnover of Rs. 2 crores during the last financial year i.e. 1-4-2011 to 31-03-2012. This must be individual company/ firm turnover and not of any group of companies/ firm. The Company/ firm should have positive net worth and profit making. Certified copy of audited Balance sheet must be submitted along with Technical bid.
○ The bidder should have at least 1 support office in the specified locations to provide service to all PNB Circle Offices/ Branches as per the Annexure - IX. List of support offices of vendors as per Annexure IX be enclosed. In case bidder is not having support offices in such places, bidder should be willing to establish support office at all these places within one months of award of the contract. An undertaking from authorized signatory to this effect will be submitted by the vendor for establishing the support offices.
○ The bidder should be able to provide efficient and effective support at all locations where the equipment be supplied & installed under this bid, so as to meet 24X7 hrs service supports within maximum 24 hrs response time. A commitment certificate to this effect should be furnished, duly signed by the Company Secretary/ Managing Director or authorized signatory, in case of partnership firm.

The scanners proposed to be supplied should be compatible with NCR software. 75 DPM Scanner with UV model LS 150 of CTS Make is compatible with NCR software. Suppliers of other makes / models should necessarily enclose a certificate from M/s NCR as to their compatibility with NCR software as per Annexure-V.
