IGG가 장착된 케미칼탱커선에서 식용유 양하시 IGG BRANCH VALVE를 CLOSE하는것이 맞다고 보는데 왜 OPEN하지 않았다고 지적을 할까요.

VIQ 8.60. Is the cargo venting system being operated correctly?
Observations : Vessel was provided with permitted isolation of individual tanks from common venting system. These valves were locked in the closed position, thus leading to the PV breaker being isolated. Vessel had only one grade of cargo in her cargo tank.

DWT 20,000 UNDER CHEMICAL TANKER선에는 IGG장착을 의무화 않지만 상기 선박에는 IGG가 설치되어 있어서 지적된 내용이지만, 검사당시 VEGETABLE OIL을 양하하고 있었으며,통상적으로 CHEMICAL TANKER선에 VENTING SYSTEM은 HIGH VELOCITY VALVE가 PRIMERY역활, SECONDARY는 DISPLY AND ALARM(AUDIBLE AND /OR VISIBLE)로 설치되어있어서 VEGETABLE OIL을 양하시 IG BRANCH는 CLOSE하는것이 맞다고 생각합니다.
추가로 아래와 같이 식물유에는 CARGO CONTANMINATION등을 방지하기 위해서 IG SYSTEM을 운용해서는 안된다고 답변이 왔습니다.
Dear Captain Choe;
As the cargo was a vegatable oil and not a petroleum product, it was not required to use the inert gas systyem. As you are well aware, this would contaminate the cargo. Thus it would be appropriate to isolate the tanks from the common inert gas system as long as the individual pressure vacuum valves were functional. It does not matter that it is a single grade of cargo on the vessel.
