많은 신자들이 신학에서 가장 큰 질문 가운데 하나로 씨름합니다.

👉 하나님이 참으로 하나님이시라면… 그분은 일어나는 모든 것을 다 통제하시는가?

그리고 만일 그분이 모든 것을 통제하신다면,
👉 왜 이 세상에는 고통과 비극과 부패와 불의와 깨어진 마음들이 존재하는가?

사람들은 종종 한 단어로 대답합니다: 주권.

그러나 주권이란 무엇인가?
그리고 성경은 정말로 하나님께서 모든 사건의 모든 세부를 미리 정하신다고 가르치는가?

성경을 가지고 천천히, 신중하게 살펴보자.

1. “주권”이라는 단어 자체가 성경에 없다

많은 이들이 놀라지만,
영어 단어 sovereign(주권자) 은 킹제임스성경에 한 번도 나오지 않는다.

“주권자”란 정치적 영역에서 가장 높은 통치자를 가리키는 말이다.

사람들이 이 단어를 하나님께 적용할 때,
종종 성경이 사용하지 않는 정의를 몰래 끌어넣는다:

주권 = 하나님께서 모든 사건을 원하시고, 작정하시고, 명령하시며, 미리 정하신다.

그러나 성경을 펼쳐 보면, 전혀 그렇지 않다.

예, 하나님은 지극히 높으시고, 창조주시며, 가장 높으신 분이시다.
그러나 성경은 그분의 높으심을 결정론적 세세한 간섭으로 정의하지 않는다.

그러나 예수님은 그들이 거절했다고 하셨다.

5. 예수님께서는 어떤 일들은 “우연히(by chance)” 일어난다고 가르치셨다

선한 사마리아인 비유에서:

만일 예수님께서

성읍 사람들이 나를 사울에게 넘기겠습니까?
👉 하나님: 넘길 것이다.

그러나 다윗은 어떻게 했는가?
➡ 성읍을 떠났다.

그러자 무슨 일이 일어났는가?
➡ 사울은 오지 않았다.
➡ 성읍 사람들도 다윗을 넘기지 않았다.

하나님이 틀린 것이 아니다.
하나님은 상황이 계속되었다면 어떻게 되었을지를 알고 계셨다.

이것은 **미리 아심(foreknowledge)**이지, 결정론이 아니다.

7. 두 왕의 사례는 잘못된 “주권”과 참된 “주권”의 차이를 보여준다

다니엘서에서:

느부갓네살 (단 2, 5장)

그는
• 죽이고자 하면 죽일 수 있었고
• 살리고자 하면 살릴 수 있었고
• 마음대로 높이거나 낮출 수 있었고
• 언제든 결정을 바꿀 수 있었다.

이것이 인간이 보여줄 수 있는 “절대 권세”의 가장 가까운 모습이다.

다리오 (단 6장)

그는
한 번 법령을 내리면 바꾸지 못했다 — 다니엘을 살리고 싶었음에도.

성경은 느부갓네살의 유형이 더 높다고 말한다(단 2:39).

9. 그렇다면 오늘 하나님의 참된 뜻은 무엇인가?

✔ 하나님은 그리스도 안에서 영원한 목적을 가지셨다(엡 3:9–11).
✔ 하나님은 바울에게 비밀을 계시하셨다(롬 16:25).
✔ 하나님의 뜻은 선하심과 사랑에서 흐른다(엡 1:5, 9).
✔ 하나님은 모든 사람이 구원받기를 원하신다(딤전 2:4).
✔ 하나님은 세상을 그리스도 안에서 자기와 화목하게 하셨다(고후 5:19).
✔ 하나님은 십자가의 완성된 사역을 통해 구원을 값없이 주신다(롬 3:24).
✔ 하나님은 믿는 자를 그리스도의 몸 안으로 침례하신다(고전 12:13).
✔ 하나님은 그리스도의 몸을 예정하셨지,
구원 전 개인을 예정하신 것이 아니다(엡 1:5, 11).

그리고…

👉 하나님은 실제 선택이 존재하는 실제 세계에서 은혜를 자유롭게 제시하신다.
👉 일어나는 모든 일이 하나님의 뜻은 아니지만,
하나님께서 뜻하시는 것은 반드시 이루어진다.

그분의 뜻은 막힐 수 없다.
사람의 악은 그분의 목적을 꺾을 수 없다.
그러나 인간의 선택은 실제이며 의미 있다.

이것이 성경의 하나님이다.
이것이 바울 서신의 하나님이다.
이것이 은혜의 하나님이다.

하나님은 모든 사고, 죄, 비극, 악행을 스크립트처럼 써놓고 조종하시는 우주의 인형술사가 아니다.

Is God Controlling Every Detail — Or Is Something Bigger Going On?

(Understanding God’s Will, Human Choices, and the “Sovereignty” of God)

Many believers wrestle with one of the biggest questions in theology:

👉 If God is truly God… is He controlling everything that happens?

And if He is controlling everything,
👉 why does a world full of suffering, tragedy, corruption, injustice, and heartbreak even exist?

People often answer with a single word: sovereignty.

But what is sovereignty?

And does the Bible actually teach that God predetermines every detail of every event?

Let’s walk slowly, carefully, and biblically.

1. “Sovereignty” Isn’t Even a Bible Word

It’s surprising to many, but the English word sovereign never appears in your King James Bible.

“Sovereign” is a governmental word, referring to the highest ruler in a political realm.

When people take that term and apply it to God, they often smuggle in a definition the Bible never actually uses:

Sovereignty = God causes, wills, decrees, or predetermines all events.

But when you open your Bible, that’s not what you see at all.

Yes, God is the Supreme, the Creator, the Most High.
But the Bible never defines His supremacy as deterministic micromanagement.

Instead, Scripture presents something far richer and far more consistent with His nature.

2. God Does Have a Plan — But It Is Rooted in Good Pleasure, Not Fatalistic Control

Paul gives the true biblical term:

👉 “The good pleasure of His will.”- Ephesians 1:5, 9, 11

Notice carefully:
• Paul never calls God’s will “sovereign.”
• Paul never says God micromanages every detail.
• Paul says God acts according to the good pleasure of His will — something that flows from His goodness, His love, His purpose, His nature.

God has a plan.
He has an eternal purpose (Eph. 3:11).
He works out His purpose in Christ (Eph. 1:10–11).

But the Scriptures never say He determines every event.
Religious systems do that.
The Bible doesn’t.

3. “But Doesn’t God Work All Things After the Counsel of His Will?”

(Ephesians 1:11)
This verse is used by every Calvinist, every determinist, every fatalistic theology.

But they always miss the context.

Paul is describing:
• God’s eternal purpose for the Body of Christ
• God’s plan for our future inheritance
• God’s predetermined destiny for those already in Christ

He is NOT describing:
❌ Every decision every human makes
❌ Every accident, tragedy, disaster
❌ Every sin, crime, or wicked act
❌ The movements of every molecule in the universe

How do we know?

Because Scripture gives multiple examples where people reject, oppose, or interrupt the counsel of God.

4. People Can Reject God’s Counsel (Jesus Said So)

“The Pharisees and lawyers rejected the counsel of God against themselves…”(Luke 7:30)

If God predetermined everything by sovereign decree…
How could anyone reject His counsel?

Jesus said they did.
So God’s will is not an unchangeable blueprint forcing every action.

5. Jesus Himself Taught That Some Things Happen “By Chance”

In the parable of the Good Samaritan:

“And by chance, there came down a certain priest…” (Luke 10:31)

If Jesus believed in the theological idea that“nothing happens unless God decreed it,”He would never have said this.

But Jesus said:
✔ A man fell among thieves
✔ Another man passed by
✔ A Samaritan arrived
✔ All “by chance” — by the unfolding of human choices

This is not randomness.
This is real human agency functioning within a world that God designed to allow freedom and responsibility.

6. God Knows What Would Happen — Even When It Doesn’t

1 Samuel 23 contains a remarkable insight.
David asked God:

Will Saul come to the city?
👉 God: Yes, he will.

Will the men deliver me into Saul’s hands?
👉 God: Yes, they will.

But what did David do?
➡ He left the city.

And what happened?
➡ Saul didn’t come.
➡ The men didn’t deliver him.

God was not wrong.
God knew what would have happened had the situation continued.
This is foreknowledge, not determinism.

7. Two Kings Illustrate the Difference Between False Sovereignty and True Sovereignty

In Daniel:

Nebuchadnezzar (Daniel 2 & 5)
He could:
• Kill whom he wanted
• Spare whom he wanted
• Promote or demote at will
• Change decisions whenever he pleased

This represents absolute authority — the closest human picture of “sovereign rule.”

Darius (Daniel 6)

Once he made a decree, he couldn’t change it — even though he desperately wanted to spare Daniel.

This represents restricted sovereignty — the kind of rigid determinism most religions attribute to God.

The Bible says Nebuchadnezzar’s type was superior (Dan. 2:39).

Meaning:
• The God of Scripture is not trapped by His own decrees.
• He is free to act in grace, mercy, justice, and compassion as He chooses.
• His will flows from His character — not from philosophical fatalism.

8. Determinism Destroys Grace — Paul Rejects It Completely

If God:
• forces you to believe, or
• forces you to reject, or
• predetermines your eternal destiny…

Then Paul’s entire Gospel collapses.

Paul says:
“By grace are ye saved through faith… not of works.” (Eph. 2:8–9)

“To him that worketh not, but believeth…” (Rom. 4:5)

“Where is boasting? It is excluded… by the law of faith.” (Rom. 3:27)

Faith is not a work.
Faith is not a contribution.
Faith is simply agreeing with God about Christ.

Grace cannot operate under deterministic coercion.
Grace requires freedom to believe.

9. So What Is God’s True Will Today?

✔ God has an eternal purpose in Christ (Eph. 3:9–11).
✔ God revealed a mystery kept secret until Paul (Rom. 16:25).
✔ God’s will flows from His kindness and goodness (Eph. 1:5, 9).
✔ God desires all men to be saved (1 Tim. 2:4).
✔ God reconciled the world to Himself in Christ (2 Cor. 5:19).
✔ God offers salvation freely through the finished work of the cross (Rom. 3:24).
✔ God places believers into the Body of Christ (1 Cor. 12:13).
✔ God predestinated the Body — not individuals before salvation (Eph. 1:5, 11).

And…
👉 God allows real human decisions in a real world where grace is freely offered.
👉 Not everything that happens is His will — but everything He wills will happen.

His will cannot be stopped.
Human evil cannot override His purpose.
But human choices are real and meaningful.

This is the God of Scripture.
This is the God of Paul’s epistles.
This is the God of grace.

Conclusion:

God is not a cosmic puppeteer who scripts every accident, sin, tragedy, or act of wickedness.

He is the God of good pleasure, grace, wisdom, and an eternal purpose in Christ — a purpose revealed through Paul and offered to all.

His plan will stand.
His purpose will prevail.
His grace is offered freely.
And your faith in Christ is a real decision with real meaning.

This is the biblical, dispensational, Mid-Acts understanding of God’s will.
