How Taiwan Escaped Catastrophe in Massive Earthquake
Magnitude-7.4 quake was the island’s strongest in 25 years, but preparation—and some luck—made it far less deadly than the last big one
About 15 minutes after Taiwan’s largest earthquake in a quarter-century struck, Chen Hsiu-ying watched her apartment building from a few hundred yards down the road as it tilted and then partially collapsed.
“I live on the fifth floor, but now it has become the second floor,” the 59-year-old woodworker said Thursday at a shelter in Hualien, a city of around 100,000 people on Taiwan’s rugged eastern coast.
The official death toll from Wednesday’s magnitude-7.4 quake stood at 10 people as of Thursday evening. A woman in Chen’s building who initially escaped died after going back in for her cat. Although Chen’s apartment, which she had been planning to buy, was severely damaged, she couldn’t help but feel a measure of relief.
That sense Chen felt of having escaped catastrophe mirrored a broader feeling across Taiwan. The quake took a toll on the community of Hualien and the island as a whole, but it was far less deadly than one that struck in 1999, which killed more than 2,400 people and left more than 11,000 others injured. That 7.7-magnitude quake struck the center of the island and destroyed thousands of buildings.
