Seoul, South Korea – A public tender has been announced for the "Jeonnam National Industrial Complex Master Plan Development Service," with a budget of 43,000,000 KRW (including VAT). This project seeks a qualified contractor to establish a comprehensive master plan for the industrial complex in Jeonnam Province.
The contract will be awarded through a restricted competitive negotiation process, with bids accepted electronically. The project is slated to run from the contract signing date until August 31st of the current year.
Bid Submission Details
Online submission of proposals and price bids is open from 10:00 AM on June 4, 2025, to 10:00 AM on June 9, 2025. Hard copies of the price proposals must be submitted in person or via mail by 3:00 PM on the deadline of the electronic price bid submission.
It's crucial for all bidders to submit their proposal, electronic price bid, and hard copy price proposal. Failure to submit any of these will result in the bid being invalidated. If the bidder is a tax-exempt business, the bid amount must still include VAT, and the final contract amount will be adjusted by subtracting the VAT equivalent. Joint ventures are not permitted for this tender.
Eligibility Requirements
To be eligible for this tender, applicants must meet all of the following criteria:
Possess qualifications as per Article 12 of the Enforcement Decree and Article 14 of the Enforcement Rules of the "Act on Contracts to Which the State is a Party," and be capable of performing the service.
Not be subject to restrictions on bidding participation as per Article 76 of the Enforcement Decree of the "Act on Contracts to Which the State is a Party" (Restriction on Participation of Unfair Contractors).
Be a small or micro enterprise as defined by the "Framework Act on Small and Medium Enterprises" or the "Act on the Protection and Support of Small Business Owners," and possess a <Confirmation of Small and Micro Enterprise> issued under the "Regulations on the Scope and Confirmation of Small and Medium Enterprises." (Non-profit corporations are exempt from this confirmation as per Article 2-3, Paragraph 1, Item 2 of the Enforcement Decree of the "Act on Promotion of Purchase of Small and Medium Enterprise Products and Support for Their Sales Channels.")
Be registered on the National e-Procurement System (Nara Jangteo) for academic research services (industry code 1169) by the deadline for electronic bid submission, as per the "Regulations on Bidder Registration for the National e-Procurement System (Public Notice by the Public Procurement Service)."
It's important to note that the "Small and Micro Enterprise Confirmation" must be verifiable through the Public Procurement Comprehensive Information System for Small and Medium Business Products and must remain valid until the electronic bid submission deadline. Entities falling under Article 8-2 of the "Act on Promotion of Purchase of Small and Medium Enterprise Products and Support for Their Sales Channels" are ineligible to participate.
Bid and Proposal Submission Guidelines
All submissions require careful attention:
Online Proposal Submission: Proposals and executive summaries must be submitted online via the Nara Jangteo system.
Hard Copy Submission: Six copies of the proposal and five copies of the executive summary must be mailed or delivered in person to the Jeonnam Regional Headquarters of the Korea Industrial Complex Corporation (6th Floor, 13 Samdong 3-gil, Yeosu-si, Jeollanam-do).
Sealed Price Proposal: The hard copy price proposal (one copy) must be submitted in a sealed envelope to the Korea Industrial Complex Corporation (8th Floor, Cheomdan-ro 39, Dong-gu, Daegu) via mail or in person. For in-person submissions, the only acceptance window is from 1:00 PM to 3:00 PM on June 9th. The envelope must clearly state the "Project Name - Company Name."
Bidders are advised to submit proposals and price bids well in advance of the deadline, as system overload close to the cut-off time may hinder smooth submission. The validity of all submitted qualification documents, issued after the announcement date, is the sole responsibility of the bidder.
The electronic price bids will be opened after the technical evaluation of the proposals at the National e-Procurement System (Nara Jangteo).
