<p>Representative <s>just maoral rally</s> <span style="color: #ee2323;">Joseph Morrel </span>of New York says  he is  seeking to  <s>rebirth for</s> <span style="color: #ee2323;">reverse the </span>supreme court decisions <s>un <span style="color: #ee2323;">on </span></s>presesntial <s>ammenuty</s> <span style="color: #ee2323;">immunity </span>and  ensure <span style="color: #ee2323;">that </span>no president  is <s>about</s> <span style="color: #ee2323;">above </span>the law it's the most significant <span style="color: #ee2323;">legislative </span>respond yet  to the decision this week from the court conservative majority</p><p>congress can launch constitutional amendment  process <span style="color: #ee2323;">with a </span>two third vote <span style="color: #ee2323;">of </span>both <span style="color: #ee2323;">the </span>house and senate  which is highly, unlikely <span style="color: #ee2323;">to </span>suceed <span style="color: #ee2323;">in </span>this congress.   The amendment <s>with</s> <span style="color: #ee2323;">would then need </span><s>the briefcation</s> <span style="color: #ee2323;">ratification </span>by the  state.
