The science of administration is the latest fruit of that study of the science of politics which was begun some twenty-two hundred years ago. It is a birth of our own century, almost of our own generation.
행정학은 2200년 전부터 시작된 정치학의 가장 최근의 열매이다. 지금 우리 세기, 거의 우리 세대에 탄생했다.
Why was it so late in coming? Administration is the most obvious part of government; it is government in action; it is the executive, the operative, the most visible side of government, and is of course as old as government itself.
왜 그리 오래 걸렸을까? 행정부는 정부의 가장 전형적인 부분이다.;
정부의 행동이고, 실질적이며, 활동적이고, 가장 눈에 띄는 부분이다. 그리고 물론 정부 자체의 역사만큼 오래됐다.
But such was not the case. no one wrote systematically of administration as a branch of the science of government until the present century had passed its first youth and had begun to put forth its characteristic flower of systematic knowledge.
그러나 이러한 것들은 대상이 아니였다. 금세기의 첫 세대가 지나고, 네번째 세대가 시작할 무렵 조직적인 지식이 꽃을 피울때까지 누구도 행정학을 정부학의 한가지로 체계적으로 논술한 사람이 없었다.
That political philosophy took this direction was of course no accident, no chance preference of perverse whim of political philosophers. There was little or no trouble about administration at least little that was heeded by administrations.
그러한 정치 철학은 물론 아무런 사고가 없는 방향으로 나아갔다. 정치적 괘변론자들을 선호할 기회가 없었다. 행정부는 거의 문제가 없었고, 사소한 문제까지도 행정부의 주시를 받고 있었다.
This is the reason why administrative tasks have nowadays to be so studiously and systematically adjusted to carefully tested standards of policy, the reason why we are having now what we never had before, a science of administration.
이것이 행정적 업무가 최근에 지나치게 학문적이거나, 검증된 정책에 의해 체계적으로 조율되는 이유이며, 이것이 행정학이 지금은 있지만, 과거에 존재하지 않던 이유이다.
There is scarcely a single duty of government which was once simple which is not now complex; government once had but a few masters; it now has scores of masters.
정부의 의무가 과거엔 단순했지만 현재엔 복잡한 경우는 드물다.
정부는 몇명에 의해 지배됐었지만, 지금은 그들을 평가한다.
And those views are steadily widening to new conceptions of state duty; so that, at the same time that the functions of government are everyday becoming more complex and difficult, they are also vastly multiplying in number. Administration is everywhere putting its hands to new undertakings.
이러한 장면들이 새로운 개념의 "주" 의무로 점차 늘고 있다.;
그와 동시에 정부의 기능은 매일 점점더 어렵고 복잡하게 변하고 있다. 그리고 통계적으로도 방대하게 증가하고 있다. 행정부는 새로운 임무에 여러모로 손을 뻗치고 있다.
The idea of the state and the consequent ideal of its duty are undergoing noteworthy change; and "the idea of the state is the conscience of administration."
주 와 그에따른 의무에 대한 생각은 주목할만한 변화가 진행중이다. 그리고 이러한 생각이 바로 행정부의 양심이다.
This is why there should be a science of administration which shall seek to straighten the paths of government, to make its business less unbusinesslike, to strengthen and purify its organization, and to crown its duties with dutifulness.This is one reason why there is such a science.
이것이 바로 정부가 올바른 길로 갈수 있도록 업무의 비능률을 줄이고, 기관들을 강화하고 투명하게 하며, 업무에 본분을 다하는 명예를 지켜주는 행정학의 존재 이유이다.
But where has this science grown up? Surely not on this side of the sea. Not much impartial scientific method is to be discerned in our administrative practices.
하지만 이런 학문이 어디서 성장했을까요? 물론 이쪽은 아닙니다. 단지 우리 정부의 업무를 식별하는 몇몇의 편견없는 학문적 방법만이 있을뿐입니다.
The poisonous atmosphere of city government, the crooked secrets of state administration, the confusion, sinercurism, and corrution ever and again discovered in the bureaus at washington forbid us to believe that any clear conceptions of what constitutes good administration are as yet very widely current in the United states.

No; American writers have hitherto no very important part in the advancement of this science. It has found its doctors in europe.

If an explanation be sought why a science manifestly so susceptible of being made useful to all government alike should have received attention first in Europe.
설명을 찾았다면, 왜 이 학문은 유럽에서 주목받았던것처럼 모든 정부에게 유용하게 받아들여지지 않았을까.
where government has long been a monopoly, rather than in England or the United states, where government has long been a common franchise, the reason will doubtless be found to be twofold:
미국이나 영국보다 정부가 오랫동안 독점을 했거나, 정부가 오랫동안 일반적인 특권을 유지했던곳에서는 두가지로 이유를 확증할수 있다.
first, that in europe, just because government was independent of popular assent, there wal more government to be done;
먼저 유럽에선, 대중적 동의에 의해 정부가 독립했고, 다른 (해야할) 정부들도 많았기 때문이다.
and, second, that the desire to keep government a monopoly made the monopoly interested in discovering the least means of governing. They were,besides, few enough to adopt means promptly.
두번째로 독점을 갈망하는 정부는 독점이 가장 최소의미의 정부를 찾기를 즐긴도록 만든다. 몇몇을 제외한 그들은 즉석해서 의미를 편입시킨다.
It will be instructive to look into this matter a little more closely. In speaking of european government I do not, of course, include england. She has not refused to change with the times.
이 문제를 좀 더 자세히 본다면 유익할것이다. 유럽의 행정부에 대해 말하자면, 물론 영국은 포함하지 않는다. 영국은 시간의 변화를 거부하기 때문이다.

Arrangements not only sanctioned by conclusive experience elsewhere but also congenial to American habit must be preferred without hesitation to theoretical perfection.
정리는 다른곳에서의 최종적인 경험에 의해서만 허가가 되는것이 아니며,
이론적 완성을 주저하지 않는쪽을 선호하는 같은 성질의 미국적 습성에 의해서도 가능하다 .
In a word, steady, practical statesmanship must come first, closet doctrine second. The cosmopolitan what-to-do must always be commanded by the American how-do-it.
한마디로, 꾸준하고, 실질적인 정치인들의 출현이 선행되어야하며, 골방안에서의 정책은 그 다음이다. 세계주의적인 관점에서 무엇을 어떻게 할지는 항상 미국이 어떻게 하느냐에 따라 조정된다.
