나는 허만이다
나는 이동재 동기집에 와서 소나와 놀았다. 영천벌에서 맺은 동기생 인연이 반세기를 넘도록 지속하고 있음이 우리에는 큰 기쁨이다.
그리고 io동기생회가 그렇게 오랫동안 지속한 것은 우리의 인연이 강하다는 사실이다. 정경배 동기가 국민훈장을 받은 것도 우리의 자랑거리이다.

From old mistrust to new trust

The
Republic of Korea has been at odds with China over the last two years or more mainly
because of security affairs on the Korean Peninsula. The New President Moon
Jae-in made his state visit to China under President Xi Jinping from 13 to 15
December, 2017. President Moon had summit with his counterpart President Xi.
The summit has been dotted with some impoliteness in protocol processes. It was
unfortunately overshadowed by the violent acts of Chinese security guards
towards Korean photojournalists. The Beijing government failed, however, to
extend its immediate apology over the acts towards the Moon government. So the
delay in offering an apology has also been seen as another discourtesy.
President
Moon went to Beijing, with an important conviction to clear up the old mistrust
and instead to build a new trust that may look forward to a bright,
co-prosperous future of the two neighboring countries. To be simply drowned in the decayed
relationships originated from the deployment of THAAD would not help us step
into a new trust that would forge strong ties between Seoul and Beijing in the
21st century. Seoul’s leaders and Beijing’s truly need a new trust
to work together to abandon ambitions of North Korea’s nuclear weapons and
missile programs. China, as G-2, has to perform its global role to maintain
world peace and stability. Its close cooperation with Seoul will open a way to
peace and stability both on the Korean Peninsula and China, as well as the
world.
Given
the want of respect toward President Moon in the course of the Beijing summit,
he, nevertheless, labored himself to demonstrate smart power diplomacy aimed at
reviving a new trust, a vitality that from this time on will foster
co-prosperity with Beijing, while allowing Pyongyang can return to the
international community by giving up its nuclear ambitions. He declared the
four basic policy to which Beijing agreed. This policy aims, among other
things, to materialize denuclearization of the peninsula and secondly to refuge
any war here. Leader Kim Jeong-un needs to know that his country is getting
closer to stubborn sanctions and high pressure by the international community. It
is regrettable that Moon did not ask his counterpart Xi to cut off crude oil
supply to Pyongyang. It is even regrettable that Xi mentioned that Seoul would
break properly the THAAD deployment, even though the issue was already agreed
to in the ‘three-no policy’ and the ‘four basic policy’. Beijing already confirmed the two statements.
The
lecture delivered by Moon at Peking University attracted attention as part of
his smart power diplomacy; “China and Korea are the long-time friendly
countries that had shared their suffering and coped with it in modern history;
I hoped that, based on the trustful history, both need to make the most of it
to further develop their relationships; I am convinced that both should not
recognize North Korea’s nuclear development ambitions at all cost and need to
impose sanctions and pressure to prevent the nuclear ambitions.”
Pyongyang
tested missiles 17 times this year. It succeeded in testing the Hwasung-15, an
intercontinental ballistic missile capable of striking the U.S. mainland. National
Security Adviser H.R. McMaster at the White House recently warned at the RNDE (Research
in Nondestructive Evaluation) conference that the U.S. entered a race to deal
with North Korea’s nuclear and missile provocations, and he said that
possibility of war is increasing every day. His recent remarks signal that the
Trump administration has taken military options on Pyongyang if diplomacy does
not work. Some hawks at the White House hold their confidence that diplomacy
with no military options toward Pyongyang will not succeed.
Koreans
need to know that Beijing showed its arrogance to President Moon and his party.
Xi was absent in Beijing on the day when Moon arrived. There was no official joint
statement issued by both parties after the summit, no open dinner statement,
either. Chinese Prime Minister Li Keqian suddenly concealed the luncheon plan
with Moon already scheduled. During his
state visit, Moon had one-time dinner with Chinese party. Chinese media did not
report any stories about state dinner during his 4 day-stay.
As
for Seoul, we must make the summit produce a new trust through which war should
be prevented and peace would prevail, with the appearance of our long-dreamed denuclearization. The denuclearization would, to be sure,
contribute to strengthen world peace.
첫댓글 허만교수가 자신의 노력으로 동기생까페에 글을 올린 것은 이번이 처음인 것 같습니다. 감사한 일이고 더구나 동재군의 집에 가서 보낸 것이니 두 사람을 같이 대하듯 정겹게 느껴집니다. 이제 물꼬가 트였으니 새 해에는 더 자주 까페를 방문하여주시기 바랍니다. 그건 그렇고, 이 번 중국 방문은 세계의 까쉽 거리가 되어버린 우리 나라 외교사의 수치요 망신입니다. 청와대가 쓴웃음이 터지는 궤변으로 변명하고 있지만 국민들의 가슴앓이 한숨은 더 높아갑니다. 과연 우리나라에도 외무부라는 게 있기나 하는 겁니까. 이 와중에 외무부나 그 장관이름은 보이지도 들리지도 않구만요. 참담합니다.
