국토교통부는 건물 분야 온실가스 감축 목표 달성에 기여하고 노후 건축물의 에너지 성능을 개선하기 위해, 2025년 공공건축물 그린리모델링 사업 지원 대상 건축물 총 261동을 최종 선정했다고 밝혔습니다.

2020년부터 시작된 이 사업은 단열 보강, 고성능 창호 설치, 고효율 냉난방 설비 교체, 신재생 설비 보급 등을 통해 건물의 에너지 효율을 높이고 쾌적한 환경을 조성하는 사업입니다. 국토교통부는 매년 희망 건축물 조사를 거쳐 현장 조사 및 심의를 통해 지원 대상을 선정해 왔습니다.

사업 시작 이후 2024년까지 총 3,470동의 공공건축물이 그린리모델링을 지원받았습니다. 주로 어린이집, 보건소, 의료시설, 도서관, 경로당 등 국민 생활과 밀접한 시설들이 포함되었습니다. 공사비는 지역별로 국비와 지방비가 매칭되어 지원됩니다.

특히 2025년에는 그린리모델링의 저변 확대를 위해 에너지 소비가 많은 기타 노유자시설, 기타 교육시설, 기타 공공시설 등으로 지원 대상 용도를 확대했습니다. 공모를 통해 접수된 796동 중 심의를 거쳐 최종 261동이 선정되었으며, 이 중 수도권 42동(16.1%), 비수도권 219동(83.9%)으로 분포하고 있습니다.

용도별로는 경로당이 187동(71.6%)으로 가장 많았으며, 보건소 37동, 도서관 12동, 장애인·아동복지관 등 기타 노유자시설 15동, 평생학습관 등 기타 교육시설 2동, 마을회관 등 기타 공공시설 5동, 청소년센터 등 기타 시설 3동이 포함되었습니다.

이번 선정된 261동 중 에너지 절감 효과가 높고 혁신 기술 도입 등을 통해 지역의 대표적인 우수 사례가 될 6동은 '시그니처 사업'으로 별도 추진될 예정입니다. 시그니처 사업은 일반 지원 대상보다 최대 2배까지 지원을 확대하여 지역 내 그린리모델링 확산을 선도하는 모델이 될 것으로 기대됩니다.

국토교통부 홍성준 녹색건축과장은 "그린리모델링은 건물 분야의 에너지 성능을 개선하고 탄소 배출을 저감할 수 있는 중요한 수단"이라며, "이 사업이 국가 온실가스 감축 목표 달성에 기여하고, 지역 산업계의 역량을 높여 민간 부문까지 자발적으로 확산되는 계기가 되길 바란다"고 강조했습니다.

Ministry of Land, Infrastructure and Transport Supports Green Remodeling of 261 Public Buildings in 2025

The Ministry of Land, Infrastructure and Transport (MOLIT) has announced its final selection of 261 public buildings for the 2025 green remodeling project, aimed at reducing greenhouse gas emissions in the building sector and improving the energy performance of aging buildings.

Started in 2020, this project enhances the energy efficiency of existing buildings through measures such as improving insulation, installing high-performance windows, replacing with high-efficiency heating and cooling equipment, and supplying renewable energy facilities. MOLIT selects the final support recipients after surveying buildings that wish to participate.

Until 2024, a total of 3,470 public buildings have received support for green remodeling, including daycare centers, health centers, medical facilities, libraries, and senior centers. The total construction costs are matched regionally with national and local funds.

In 2025, the scope of support has been expanded to include buildings with high energy consumption, such as facilities for the elderly, educational facilities, and public facilities, to further promote green remodeling.

Out of 796 buildings submitted during the public application period, a total of 261 buildings were selected for support after review by the Public Building Green Remodeling Review Committee. These include 42 buildings (16.1%) in the Seoul metropolitan area and 219 buildings (83.9%) in non-metropolitan areas.

By usage, senior centers account for the largest number at 187 buildings (71.6%), followed by health centers (37), libraries (12), facilities for the elderly, disabled, and children (15), lifelong learning centers (2), community centers (5), and youth centers (3).

In particular, six projects that were proposed by public institutions and local governments as outstanding regional examples, based on high energy savings and the introduction of innovative technologies, will be promoted as "signature projects." These signature projects will receive up to twice the support of general recipients to drive the regional spread of green remodeling.

Hong Seong-jun, Director of the Green Building Division at MOLIT, stated, "Green remodeling is a key means of improving the energy performance of buildings and reducing carbon emissions," and added, "We hope this project will contribute to achieving the national greenhouse gas reduction targets in the building sector and serve as an opportunity to enhance the capabilities of local industries participating in this project, thereby encouraging the voluntary spread of green remodeling to the private sector."
