There are two words that send a shiver through the spines of hard working Americans - debt collector.

We learned today that complaints about abusive debt collectors have increased 17% since last year.

And there are some outrageous new tactics they are using to get people to pay up. Here's Elisabeth Leamy to tell us about them.

FRED WILLIAMS (REPORTER): Yeah.
ELISABETH LEAMY (ABC NEWS): The top illegal collection activities reported to the Federal Trade Commission included collectors harassing debtors with continuous calls.
CONSUMER (FEMALE): You've called me seven times.
ELISABETH LEAMY (ABC NEWS): Using on obscene language.
DEBT COLLECTOR (MALE): Go mother (CENSORED BY NETWORK) back to Africa or some (CENSORED BY NETWORK).
ELISABETH LEAMY (ABC NEWS): And making threats they can't carry out.
DEBT COLLECTOR (FEMALE): Call back within 24 hours I'll have to issue that warrant out for your arrest.
ELISABETH LEAMY (ABC NEWS): A Pennsylvania debt collector is even accused of setting up this fake courtroom to trick people into paying.
GAIL HILLEBRAND (CONSUMERS UNION): Clearly we need more enforcement. Because these are longstanding abuses and the complaints are going up and not down.
ELISABETH LEAMY (ABC NEWS): ACA International, trade group for the collection industry, says collectors are a vital part of our economy, and that complaints are up because debt is up, not because collectors are doing anything differently. Heather Thomas disagrees.
HEATHER THOMAS (CONSUMER): They are trained to manipulate you into being so scared, so afraid, that you'll do anything.
ELISABETH LEAMY (ABC NEWS): She sued over a company's illegal tactics and collected money from the collector.
DIANE SAWYER (ABC NEWS): So, how do you get them to stop?
ELISABETH LEAMY (ABC NEWS): All you have to do, ask for the name and address of the collection company, write them a letter saying don't call me anymore, and by law, they must stop.
DIANE SAWYER (ABC NEWS): So that's the law?
ELISABETH LEAMY (ABC NEWS): That's it.
