복지정책은 매크로 사업이고 사회사업은 마이크로 사업이다?

복지정책은 거시적이고 사회사업은 미시적이다?

일반 복지정책에 집단이나 지역사회를 대상으로 하는 사업, 환경 체계와 사회적 맥락까지 살펴 대응하는 거시적 방식이 얼마나 될까요? 대개 개인들의 복지를 미시적으로 이루어 주는 쪽에 가깝지 않을까요?

사회사업은 마이크로 메조 매크로 단위의 대상과 미시적 거시적 방식을 두루 아우릅니다. 실제로 집단이나 지역사회 대상 사업이 많을 뿐 아니라 개인을 집단이나 지역사회로써 돕는, 환경과 사회적 맥락 또는 상호작용까지 헤아려 그 변화를 도모하는, 거시적 방식도 많습니다.

Generalist social workers look at issues in context and find solutions within the interactions between people and their environments. The generalist approach moves beyond the confines of individually focused practice to the expansive sphere of intervention at multiple system levels.

Although microlevel interventions create changes in individual, familial, and interpersonal functioning, generalist social workers do not necessarily direct all their efforts toward changing individuals themselves. Workers often target changes in other systems, including changes in the social and physical environments, to facilitate an individual’s or family’s social functioning.

In generalist social work, the nature of presenting situations, the systems involved, and potential solutions shape interventions, rather than a social worker’s adherence to a particular modality.

The perspective of generalist social work is like the view through a wide-angle lens of a camera. It takes in the whole, even when focusing on an individual part. Workers assess people in the backdrop of their settings, and interventions unfold with an eye to outcomes at all system levels.

Practitioners visualize potential clients and agents for change on a continuum ranging from micro- to mezzo- to macrolevel interventions, small systems to large systems, including professional-level systems of practice (Figure 1.1).

Generalist social workers view problems in context, combine practice techniques to fit the situation, and implement skills to intervene at multiple system levels.

아하! 한 사람을 만나도 그 사람이 존재하고 경험하는 여러 맥락을 살펴 일한다면, 그건 어쩌면 정해진 대상을 위한 정책보다 훨씬 holistic한 실천일 수 있겠군요.

사업으로 구분하자면 Micro-system Practice이라고 해야 할 것 같고,
시야로 구분하자면 Atomistic or Individualistic Perspective에 가깝다고 봐야 할 것 같지 않습니까?

어쨌든 복지정책이 Macro Practice라거나 거시적이라는 말은 좀 그렇습니다.

오늘 사회복지현장실습생과 이야기 나누며 앞으로 진로에 대해 이야기를 들었습니다. 복지정책에 관심있고 정책을 하기 위한 진로에 관심이 있어하는데 답변하기가 조심스럽습니다.
말씀하신 복지정책과 사회사업이 모두 거시적 혹은 미시적인 해결책(?)을 대체할 수 없지만 직접 시행되는 복지정책은 미시적 접근일 경우가 많다는데 동의합니다.
다만 시행을 준비하는 과정을 거시적 복지정책으로 볼 수 없을까요? 물론 미시적 경험없이 거시적 복지정책을 할 수 없겠지만요
