오는 20일부터 항공기 내 보조 배터리 사용이 전면 금지된다. 그동안 통일된 국제 기준이 없어 국내외 항공사별로 금지 관련 규정이 제각각이었다. 지난달 ICAO(국제민간항공기구)가 관련 국제 기준을 정했는데, 이는 우리 정부의 제안으로 만들어졌다.

국토교통부는 20일부터 보조 배터리 기내 반입 제한, 사용 전면 금지 등을 골자로 한 새 규정이 시행된다고 8일 밝혔다. 새 규정에 따르면 160Wh(와트시) 이하 보조 배터리는 2개까지 가능하고, 이를 초과하는 배터리는 반입이 불가능하다. 기존엔 100Wh 이하 보조 배터리는 5개, 100~160Wh 보조 배터리는 2개까지 반입이 가능했고, 160Wh 초과만 반입 불가였다. 또 이전까진 보조 배터리 충전만 금지(사용은 가능)했지만, 앞으론 충전과 사용이 모두 불가능해진 것이다.

우리나라에 보조 배터리 반입 및 사용 기준이 생긴 건 지난해 1월 발생한 ‘에어부산 화재’ 사고가 계기였다. 당시 인명 피해는 발생하지 않았지만, 보조 배터리에서 시작된 화재로 항공기 천장 대부분이 불에 탔다. 그 결과, 국토부는 그해 3월 보조 배터리 반입 개수 제한, 기내 충전 및 선반 보관 금지 등의 안전 대책을 만들어 시행해 왔다. 하지만 국가와 국가를 이동하는 항공기 특성상 통일된 국제 기준이 없으면 항공사별로 다르게 적용되는 등 혼란이 벌어질 수 있다는 지적이 많았다.

이에 국토부는 지난해 4월 ICAO 위험물패널회의를 시작으로 아·태항공청장회의, ICAO 총회 등에서 보조 배터리 기내 안전 관리를 위한 통일된 국제 기준을 제안했다. ICAO가 이를 받아들여 지난 3월 말 관련 지침에 보조 배터리 반입 수량 및 충전·사용 금지 규정을 신설했다.

Although no casualties occurred, a fire originating from an auxiliary battery burned most of the aircraft’s ceiling. Consequently, the Ministry of Land, Infrastructure and Transport introduced safety measures in March of that year, including limits on the number of auxiliary batteries, prohibitions on charging and storing them in overhead bins. However, due to the nature of aircraft traveling between countries, there were concerns that the lack of unified international standards could lead to confusion, with airlines applying rules differently.

In response, the Ministry of Land, Infrastructure and Transport proposed unified international standards for auxiliary battery safety management at the ICAO Dangerous Goods Panel meeting in April of last year, followed by the Asia-Pacific Aviation Chiefs Conference and the ICAO General Assembly. ICAO accepted the proposal, and in late March, new guidelines were added to its regulations, including restrictions on the number of auxiliary batteries and prohibitions on charging and use.
