Former Special Counsel Park Young-soo's Sentence Reduced to Six Years
| By Kim Na-yeong, Kim Eun-gyeong Published 2026.10.21. 11:28 The Chosun Daily Newspaper / 조선일보 Former special counsel Park Young-soo, indicted over allegations of the Daejang-dong “5 billion won club,” was sentenced to six years in prison on the 21st at an appellate trial for receiving tens of millions of won from a private businessman. This reduced the original seven-year sentence from the first trial by one year. The charge of allegedly promising to receive 5 billion won remained acquitted, as in the first trial. Seoul High Court Criminal Division 15-2 (Presiding Judge Lee Hee-jun) recognized part of Park’s charges under the Act on Aggravated Punishment of Specific Economic Crimes, sentencing him to six years in prison, a fine of 200 million won, and 200 million won in confiscation. Yang Jae-sik, former assistant special counsel, received a five-year prison term and a 200 million won fine. However, the court did not re-arrest either, considering their age and other factors. Both had been released on bail during the appellate trial after being detained in the first trial last year and will remain free. Park, who served as an outside director and board chairman of Woori Bank in 2014, was indicted for allegedly receiving requests from Daejang-dong private developers to help Woori Bank join a consortium for a development project, in exchange for promises of 2 billion won, two single-family homes, and other benefits. He and Yang were also accused of conspiring to receive 300 million won in cash from lawyer Nam Wook in three installments between November and December of the same year, purportedly for the Korean Bar Association president election. After Woori Bank’s direct participation fell through, Park allegedly received 500 million won from Kim Man-bae in exchange for help issuing a 150 billion won letter of intent and promised an additional 5 billion won. He also faced charges of violating the Anti-Graft Act by receiving 1.1 billion won in loans through his daughter, who worked at Hwacheon Daeyu during his tenure as special counsel. Last February, the first trial convicted only the 300 million won election fund charge. Park received seven years in prison, a 500 million won fine, and 150 million won confiscation, while Yang received five years, a 300 million won fine, and 150 million won confiscation. The remaining charges were dismissed due to insufficient evidence or expired statutes of limitations. The first trial acknowledged Kim Man-bae’s remarks about owing Park 5 billion won but ruled this insufficient to prove a definitive agreement. The appellate court acquitted Park of receiving 50 million won on November 7 and mid-November 2014, citing inconsistencies in lawyer Nam’s testimony with objective evidence and other witnesses. However, it upheld the conviction for receiving 200 million won at an election camp office in late December 2014, stating, “Nam’s detailed account of delivering a shopping bag with 200 million won aligns with evidence.” It attributed discrepancies in the other two instances to memory errors rather than intentional falsehoods. The appellate court ordered full confiscation of the 200 million won, deemed entirely used for Park’s election funds, and canceled confiscation for Yang, who gained no personal benefit. The court criticized Park, stating, “As a Woori Bank executive required to uphold strict integrity, receiving large sums severely damaged public trust in financial institutions’ fairness.” It considered his age and lack of prior criminal record in sentencing. The “5 billion won club” allegation involves Hwacheon Daeyu major shareholder Kim Man-bae, who reportedly promised 5 billion won to six high-profile legal and media figures for aiding the Daejang-dong development. Prosecutors investigated based on the 2021 “Jeong Young-hak transcript.” Among those charged were former People Power Party lawmaker Kwak Sang-do and Park. Kwak, accused of receiving 5 billion won (2.5 billion won post-tax) via his son, a Hwacheon Daeyu employee, was acquitted in the first trial, with his appeal pending. · This article has been translated by Upstage Solar AI. |
